to submit financial report to the athletic activities of the university from the date of my appointment as manager by your honory body on july ist 1922 to july ist 1923 this report in brief shows total receipts of 22,413.27 and a balance on hand at the close of the fiscal year of 186.71 the finances of the athletic asso ciation at the time the council of the university took control of the same through its appointment of a cjraduate manager were in a deplor able condition unpaid bills incurr ed by previous managements in the amount of 6566.25 were outstanding one obligation a note in the amount of 2300 had been guaranteed by a member of the faculty and the cred itor was pressing for payment the credit of the athletic association was seriously impaired during the past fiscal year foot ball and basketball l.ave been fi nanced out of current funds without a deficit and payments to the ex tent of 4,897.05 madei on the bills left over from previous manage ments there are still left unpaid of these old obligations of the previous man agement 1669.20 which will be re tired from the athletic receipts of the season 1923-1924 the main item is a spalding bill for 1921 equipment amounting to 1494.45 the only other item left over from previous managements is a bill from a local hotel in the sum 174.45 for board and meals for two football players in the 1921 team from no vember 19th to december 27th after the close of the football season needless to say no expenses of this character have been or will be coun tenanced under the present manage ment it is particularly pleasing to report that every effort is now being made to eliminate professionalism from our university athletics ; our eligi bility rules are stringent and rigorou sly enforced and our teams are de veloping along the lines of clean amateur sportsmanship our athletic equipment which in previous years disappeared at the end of each season is now carefully inventoried and accounted for and a large quantity of this valuable equipment is on hand ready for the coming season to mr edward michael whose un tiring devotion to the university has extended over many years is due to the thanks and appreciation of this place of meet ing is only temporary a permanent place will soon be secured and will be announced in the bee chancellor capen issues statement concerning athletic situation chancellor capen gave the following statement to the bee for publication during the past two weeks there have appeared various articles in the daily papers attacking william j blackburn manager of athletics in , the university of buffalo asserting that the authorities of the university were exerting tyranical control over athletics to the exclusion of the stu dents and criticising the salary pro posed to be paid mr blackburn as graduate manager for many years the athletic fi nances of the university were under the joint control of students and graduates with cursory faculty su pervision this system resulted in a situation in 1921-1922 where the athletic association was in debt to the extent of 7,000 an annual loss of nearly all our football and basket ball equipment and the credit of the athletic association seriously im paired differences had also arisen between the athletic association and the faculty committee on student activities as to the right of the faculty committee to supervise ath letics and athletic finances the student representatives p peared before the council of the uni versity on april 22 1921 and asked that moneys contributed by the citi zens of buffalo for the endownment of the university be used to dis charge the obligations incurred thru this athletic mismanagement the council took the definite position that the endowment funds of the university constituted trust funds in their care available solely for educa tional purposes and could not be ap propriated to pay deficits or running expenses of student organizations to relieve this situation the coun cil authorized a student activities fee of 12 to be charged each student if ; i the university annually and to be i collected and disbursed by the uni . versiy authorities eighty to eighty i five percent of this fee was allocat ed to athletics the balance to other student activities the students re ceived in return season tickets to all university athletic events the cost of which if purchased at the gate would total 16 annually even with the help of the student fee the ath letic association under its former financial management finished the season in april 1922 with a 6500 deficit matters were accordingly re ferred by the council of the univer sity to its subcommittee on athletics composed of messrs edward michael g d crofts and a g bartholomew with power to act these gentlemen correctly con cluded that responsible and effective financial management of athletic af fairs in the university could only be secured thru an experienced business manager with complete financial control appointed by and respon sible to the university council such a manager should collect all athletic receipts make all contracts and commitments and pay all bills the committee left the control of athletics outside of finances in the hands of pre-existing athletic coun cil composed of undergraduates chosen by the student body gradu \ ates elected by the alumni and . faculty members selected by the deans of the various colleges the university council reserved the right to exercise such further con trol as from time to time might lie ' coin necessary amendments to i the institution of the athletic as c eociatlon were agreed upon and a c dopted by the athletic council in < accordance with the agreement ; u b club to hold first meeting the u b club will hold its first
