eligibility of college athletes moratorium suggested for eligibility columbus ohio acp sug gesting a moratorium on compli cated rules and programs regu lating the eligibility of college ath letes dr delbert obertcuffer non | coaching professor of physical ed ucation at ohio state university recommends the system of govern ing used by amherst college perhaps wc should suspend all rules and start over he said let's find out what rollege games are really for for 8 r . years more or less we have been piling rule upon rule without ever stopping for a careful analysis all this time moiiic over-enthu siastic coaches and directors of athletics have been responding to the victory-hungry public by go ing to all lengths to produce win ners it is suggested that the solu tion of this problem lies in an ex amination of fundamental concepts of amateurism and in a return to simplicity of administration commenting in the journal of higher education upon eligibility ecorqjpf tttißliflflß reff.my mjjhe h,v the president of the university of north carolina he said they are so firm so rigid and so reaction ary as to stun those who have been hoping for some mite of liberal ism dr obertcuffer pointed out that one is amazed by the number and complexity of constitutions of high school athletic associations and college conferences there are age limits scholar j ship standards transfer rules i amateur rules and freshmen rules and the history of each one is that it is formulated to control some troublesome situation — without counting the cost dr obertcuffer congratulated amhcrsl college for the simplicity of its athletic constitution these rules all under the juris diction of the college itself are j first an athlete must be physical ly in good condition to play second he must heln good standing as a student and third he must have been a student there for one year of orientation three simple rules — are they impractical of administration in the southern conference or the western or the ohio or in any conference dr oberteuffer stated that per haps we are not yet in the position lo place too much confidence in the other fellow if we do need big ger and better and more restric tive rules then let us retain come lawyers and give them six months to draw up statutes infallible and nil-embracing and place a trained sheriff in every athletic depart ment to guard against infractions increase of candidates in school of social work curriculum reorganized to include varied in terests — enrollment shows increase registration statistics just com pleted by the registrar of the uni versity of buffalo show approxi mately a 45 percent increase in hie number of candidates for the certificate in the school of social work a year ago the number of candidates for the certificate was 1 6 it is now 67 the total enrollment in all so cial work courses is 197 as com pared with 206 a year ago this apparent drop is more than com pensated for by the fact that the special state tera fellowship kroup numbers only 9 this year a compared with 48 last year af ter eliminating this group from l oth years the net total registra l on for 1936 is 188 as compared with 158 in 1935 we are not surprised that our lull-time registration has increas ''!." dr niles carpenter dean of he school of social work said in tommentin upon the registration figures the emergency saturday for the wayne game among the many things observed en route were the country general stores in canada the marketing of milk and farmers doing their chores at 6 o'clock ln the morning as well as a most glorious sunrise the trusters after due delibera tion finally reached the conclusion that buffalo is just a hick town compared with detroit and that detroit has some swell shows in again came to the fore as they entered the john kel sey stadium unmolested and free of charge they were disappointed in the game and figured that the results should have been wayne — 7 referee 7 and buffalo — 6 features of the trip which added interest and zest were an arithme tic average speed of 52.2 miles per hour for the five-hour trip the legally required blowing of the horn at all railroad the young upstart then asked well what time does it close at night maybe he was wrong but he was severely repri manded by the others altogether a fine trip was had by all though the brain trust is time moiiic over-enthu siastic coaches and directors of athletics have been responding to the victory-hungry public by go ing to all lengths to produce win ners it is suggested that the solu tion of this problem lies in an ex amination of fundamental concepts of amateurism and in a return to simplicity of administration commenting in the journal of higher education upon eligibility ecorqjpf tttißliflflß reff.my mjjhe h,v the president of the university of north carolina he said they are so firm so rigid and so reaction ary as to stun those who have been hoping for some mite of liberal ism dr obertcuffer pointed out that one is amazed by the number and complexity of constitutions of high school athletic associations and college conferences there are age limits scholar j ship standards transfer rules i amateur rules and freshmen rules and the history of each one is that it is formulated to control some troublesome situation — without counting the cost dr obertcuffer congratulated amhcrsl college for the simplicity of its athletic constitution these rules all under the juris diction of the college itself are j first an athlete must be physical ly in good condition to play second he must heln good standing as a student and third he must have been a student there for one year of orientation three simple rules — are they impractical of administration in the southern conference or the western or the ohio or in any conference dr oberteuffer stated that per haps we are not yet in the position lo place too much confidence in the other fellow if we do need big ger and better and more restric tive rules then let us retain come lawyers and give them six months to draw up statutes infallible and nil-embracing and place a trained sheriff in every athletic depart ment to guard against infractions increase of candidates in school of social work curriculum reorganized to include varied in terests — enrollment shows increase registration statistics just com pleted by the registrar of the uni versity of buffalo show approxi mately a 45 percent increase in hie number of candidates for the certificate in the school of social work a year ago the number of candidates for the certificate was 1 6 it is now 67 the total enrollment in all so cial work courses is 197 as com pared with 206 a year ago this apparent drop is more than com pensated for by the fact that the special state tera fellowship kroup numbers only 9 this year a compared with 48 last year af ter eliminating this group from l oth years the net total registra l on for 1936 is 188 as compared with 158 in 1935 we are not surprised that our lull-time registration has increas ''!." dr niles carpenter dean of he school of social work said in tommentin upon the registration figures the emergency demand for relief investigators has begun to slacken off but the demands of the established social agencies both public and private are stead ily expanding the positions of fered by these saturday for the wayne game among the many things observed en route were the country general stores in canada the marketing of milk and farmers doing their chores at 6 o'clock ln the morning as well as a most glorious sunrise the trusters after due delibera tion finally reached the conclusion that buffalo is just a hick town compared with detroit and that detroit has some swell shows in cidentally these shows are open all night long so if one visita detroit and grows weary for the sum of about 50 cents one can sleep in a motion picture show gate crashing ability of the brain trust again came to the fore as they entered the john kel sey stadium unmolested and free of charge they were disappointed in the game and figured that the results should have been wayne — 7 referee 7 and buffalo — 6 features of the trip which added interest and zest were an arithme tic average speed of 52.2 miles per hour for the five-hour trip the legally required blowing of the horn at all railroad crossings — which was rigidly observed and being stopped by the customs offi cials for trucking canadian dirt into the united states on the exter nal surface of the hon vehicle of transportation one the young upstart then asked well what time does it close at night maybe he was wrong but he was severely repri manded by the others altogether a fine trip was had by all though the brain trust is
