argument has been advanced by tho enemies of prohibition that the 18th amendment was slipped over on the american people before the ratifica tion of the amendment 33 of the states wero dry by state legislation and in tho case of the wet state xew york some 600 of tho l townships were dry by local rulings the isth amend ment had only two states casting dis senting votes — ■less than any other con stitutional amendment save the bill of rights dr fowler spoke of the pnssibilty of prohibition being an abridgement of personal liberty he failed to find any difference between the total prohibition of alcohol and the limitation to beer and light wines it was pointed out that the saloon characterized as a vicious institution by liquor institutions could be just as vile and evil when masquerading as a soft drink shop a garage or a hotel is there more drinking today than i cl'ore prohibition it would be ab surd to think so when distilleries rnd breweries were licensed there was made in tho united states annually 130 million gallons of whiskey and over 800 million gallons of beer the most fantastic dreamer could not con ceive of a quantity as enormous as that being produced in the little home stills this fails to take into account the wines and whiskey t'lat were imported after all the greatest tiling involved is the sacrifice of a personal pleasure fur a national improvement it is
