mr j r magawey superintendent of the i american locomotive co reverend i robert wai'reu anthony and mr j f zoller head of the lnternational g e ■law department • the question discussed was resol i ved that the present immigration law . should bo re-enacted with union on tho affirmative and u of b attacking it the debate was opened by leon brown who argued that ihe present im migration law was founded upon the 1917 immigration law that the pres ent law excludes undesirables illiter ates and radicals mr cohen then cite 1 cases and quoted many to show that tho three per cent law is a happy me dium that immigration was vastly re duced by the per centum enactment ami unemployment has been reduced to a minimum mr lieek concluded for tho affirmative by admitting that many complaints have been received that smuggling is rampant but that it is the result of maladministration and that what we need is not a change of law but rather more stringent enforcement of tint letter of the law mr goldstein opened the negative side by stating what the foundations of a proper immigration law should be — a standard policy that is just to america to the immigrant and to the world ho pointed out that the law is not universal it does not include the entire western hemisphere that since smuggling is so rampant it must bo n poor law that cannot reduce eva sion of its terms to a very small per outage ho closed by pointing out t:o cruel results of the provisions of • a per-centum law when applied to im migrants and their families by sell tion hero and by determining nation ality by place of birth mr menulty continued and proved that the present law was a temporary measure thai ; has no economic foundaton that 3 r i is just guesswork and that loth cap ital and labor are dissatisfied lie show ed that under our law there is no plan for distribution and thus labor i had where it is most needed the defects were all covered when mr i . lin proposed our new immigration plan sanctioned by sec davis it is essen tially this it proposed registration of all aliens and a report yearly so that all here illegally could be deported that all undesirables be deportable un til they become citizens that we select our immigrants abroad and tluit our immigration be regulated and distrib uted by our economic needs to be de termined by an unbiased commissi a the union team were practically
