earmarked for nfta 10.2 million released to assist with operating expenses rep henry j nowak id buffalo has announced that he has been advised that 10,247 190 in federal funds have been released to assist the niagara frontier trans portation authority nfta in meeting its operating expenses nfta this will preclude the need for the nfta to borrow these millions of dollars a step which would have added an unnecessary and costly interest expense to its operating costs on sept 6th the nfta board of commissioners noting that his office received the advisory tuesday sept 17th in a telephone call from the urban mass transporta tion administration was asked to approve 8 million in short-term bor rowing to prevent the authority from running out of money at the end of this month the proposed borrowing was attributed to a delay in obtaining the 10.2 million in federal operating assistance umta ralph stanley nowak said i am pleased with the speed with which umta reacted to my request to expedite the paper work and the release of these vitally needed funds to the ington and at the regional office in new york city advising them of the nfta cash shortage and the need to expedite the release of the federal money after reading those press accounts that after noon nowak contacted umta officials in wash i received assur ances nowak explained that this processing would be accelerated and that the money would be available to the nfta within a week to 10 days i am delighted that this timetable has been met and that the nfta does not need to add to its operating expense burden umta trip to asia during which he met with prime minister yasuhiro nakasone of japan president chun doo-hwan of the republic of korea president ferdinand marcos of the philippines and president chiang ching ching-kuo of the republic of china in addition rep kemp met with a number of top government officials business leaders journalists and central bankers while he was in the philippines rep kemp also met with members of the military reform movement and democratic opposition leaders in korea kemp toured the dmz with his wife and visited u s troops in panmunjom rep kemp's trip coincided with what he told asian leaders was the greatest pressure for protectionism he had seen in 15 years in congress he took the opportunity of speaking to the kaidanrem the japan federation of economic organization to address the issue of protectionism and the need for asian pacific countries to open their markets to u s goods and services rep kemp stated that the protectionist pressures in the u s congress could lead to a trade war akin to that which followed the smoot-hawley tariff measures of 1930 said rep kemp right now the chances for avoiding such a disaster rest heavily with president reagan who has stood almost alone against the protectionist tide i will strongly oppose and i will urge president reagan to veto any protectionist legislation passed by the congress but president reagan needs all the help he can get from his friends both abroad and at home and i urge you to do what you can to help rep kemp's comments came one week before president reagan rejected calls for special protecton of the domestic footwear industry kemp outlined reasons why america currently has a trade deficit with japan he staved the reasons included the strong u.s economy which has grown the chaotic state of the international monetary system he called for faster progress in liberalizing access to domestic markets not only in japan and the u st but especially in europe in addition rep marginal tax rates to create the kind of economic growth that would allow them to import more u s goods and finally rep kemp called for cooperation to rebuild an interna tional system of stable exchange rates which was met by strong interest in japan and korea rep kemp stated trade is mutually beneficial it raises our standard of living by increasing the variety and quality of goods available in every country it accelerates economic development not only in the industrial countries but also in the less developed countries it helps to keep a tight grip on prices through competition above all it creates jobs by increasing the market for locally produced goods when trade is free jobs in tokyo are not created at the expense of workers in buffalo or vice versa with expanding trade and prosperity jobs are created in both i cities rep kemp reiterated these and other points on meetings with the prime minister of japan and presidents of korea the philippines and republic of china
