in advance of other states and the federal govern ment have resulted in the collection of 121 million in defaulted student loans by the new york state higher education services corp hesc this represents 30 percent of all dollars recovered nationwide data published by the u s department of educa tion indicate that new york's percentage in crease in defaults during the last complete fiscal year was only about half that of the national average defaults nation ally increased by 40 percent in 1984 as com pared with a 22 percent in crease in new york's default volume new york's guaranteed student loan program is the largest and the second oldest in the nation new york began a state guaranteed loan program in 1958 predating the federal program by seven years over 4.7 million loans totaling 8.5 billion have been made since then its default volume - 537 million since 1965 — reflects the fact that new york was making loans long before many of the other states began participating in the federal program the majority of loans in the newer state programs have not yet reached the point where defaults growth in these state programs has been ac companied by a drop in new york's share of all defaults a trend which is expected to continue as other programs mature hesc conducts a tape match of its default files with the new york state dept of audit and control in order to identify state workers who are in default these employees are then encouraged to take advantage of a payroll deduction plan to repay their loans approxi mately 450 borrowers are currently participating in islamic women's conference held the nation of islam study group recently sponsored an islamic women's conference at the kensington place dining hall the conference featured various incited buffalo residents of every size age and shape to participate in the restora tion of the statue of liberty by running in the oct 12th stroh's run for liberty the stroh's run for liberty is the world's largest single day run and involves americans in every state jenner said you don't have to be the world's greatest athlete though to participate walkers io_r_ers and serious runners are en couraged to sign up jenner the 1976 olympic decathlon winner earning the title of the world's greatest athlete was recently appointed official spokesperson for the eight kilometer or five mile run to victims messiah williams passes messiah williams 82 of alfred d price courts died tuesday august 20th in sheehan memori al hospital after suffering a heart attack he was well known in the community which he walked throughout fre quently mr williams had been a 50-year subscriber of the buffalo criterion funeral services were held saturday aug 24th from the jefferson aye community church of which mr williams was a long and active member he retired from the tonawanda chevrolet plant several years ago and prior to that was a utility man for charles and morrison's dept store he was also a gifted artist having made several out standing paintings mr williams is sur vived by his wife evelyn and four sons randall gerald roger and henry two brothers stanley williams who was a former criterion columnist for six years and dallas williams and one sister ruth his older sister quintella jasper passed away this spring burial was in forest lawn cemetery the thomas edwards funeral home was in charge of the remains the pastor rev na thaniel burgess officia ted kelley completes training son of shirley j kelley of 14 fosdick st and lilton l kelley of rural route 6 abbieville ala has completed air force basic training at lackland air force base texas the airman who is remaining at lackland for specialized training in the security police field studied the air force mission organization and customs and received special instruction in human relations completion of this train ing earned the individual credits toward an associate degree in applied science through the community college of contractors a minority business enter prise was the recipient of the first construction per formance bond obained by the niagara frontier transportation authority under its new contract designation and bonding assistance program at an august 28th board of commissioners meeting ambar construc tion was awarded a prime contract for the roofing of the niagara falls interna tional airport's terminal building of the five bid proposals received ambar had the lowest bid of 65,250 in order to be awarded the contract after board approval it is necessary for the bidder to obtain a performance bond from a surety or bonding com pany in the past obtaining a performance bond had been a major obstacle for minority con struction firms in bidding on major contracts with the assistance of the new york job coordinated efforts of the mbe task force the affirmative action dept and the executive dept to present the final board approved bid package for bonding via the jda and carlos portes commissioner ernes tine green chairperson for the mbe task force said as a nfta com missioner i am pleased that the authority made such a concentrated effort in securing bonding for ambar contractors bonding is important to construction firms if a construction company secure bonding it is regulated to a subordin ate minor role within the industry a performance bond is required for most major construction projects be cause it protects the owner r i_.-_veß.per default if the project under construction is not com pleted or partially com pleted to obtain a performance bond re quires substantial finan cial backing excellent credit and an impeccable work record the new york job development authority's bonding program in which ambar participates guarantees to the bonding company in case of default by 6 p.m and boasts musical perform ances from allen carrier's universal visions and paul neal and presence of love awards will also be presented to individuals and organizations for their support of the
