state law's provision that allows not for-profit hospitals to receive higher reimburse ment for their bad debt and charity care losses than public hospitals such as the erie county medical center robinson said the in equity costs the ecmc some 2 million annually his resolution which will be considered at the county legislature's june 6th meeting urges state lawmakers to revise the state law so that public hospitals are reimbursed at the same rate as not-for profit hospitals the erie county medical center is our region's chief provider of free charity care as the law stands now ecmc is actually being penalized for serving patients re gardless of their ability to oav the law is grossly unfair said robinson prior to 1982 hospitals that provided free charity care and accumulated bad debts were unable to gain reimbursement as a result many hospitals lost money on charity care and bad debts but in 1982 the state enacted legislation creat ing a reimbursement pool that enabled hospitals to recover a portion of the financial losses they sus tained on account of bad debt and charity care they provided the reimbursement pool administered by blue cross and blue shield draws from hospital reim bursement revenues and either collections from self-pay patients and although our erie county medical center contributes to the pool on the same percentage basis as other hospitals do it has not benefitted from it as other hospitals have robinson said his resolution notes that in 1984 only 1.7 million of its 5 million lor 34 bad debts and charity care losses from the pool if new york state applied the reimburse ncba see page 2 robinson see page 31 deaconess hospital see page 7 w serving working leading in wny inner cities _ since 1923 j price only a 20 c per copy
