lend support to apartheid cuomo says state is opposed to evil system following is a statement by governor mario m cuomo concerning the state's role in economic decisions involving the republic of south africa's '' in mv state and the state address this year i said as a people committed to the principles of fairness and equality we are unquivocally opposed to the evil system of apartheid in the republic of south africa the funds of the state must not be used to support that system we so strongly oppose the cause of human rights transcends national boundaries our recent commemoration of the holocaust reaffirms our determination that people of good will throughout the world should join hands in common cause to sever whatever ties they have that either directly or indirectly lend support to the continuation of a legal system based on racism we recognize that as a state government new york has no direct role in the conduct of american foreign policy that responsibility is clearly and appropriately vested in the president . and the congress however vre do fceve a responsibility to see that the actions of the state itself can in no way be interpreted as lending support to apartheid a principal focus of our attention therefore must be the role of the state in relation to corporations doing business either with the government of south africa or within the georgraphic territory of south africa i cannot help but be influenced by the remarkable leadership of the nobel prize winner bishop desmond tutu only last week i was privileged to be with him as he was honored at the university of rochester on behalf of the oppressed people of south africa he has repeatedly urged those in this country and throughout the world who believe in fundamental human rights for the whole family of man to bring economic pressure to bear upon this government tcabandon its racist policies new york state which has been the home of the oppressed of all nations religious races and colors should heed that call new york is the headquarters for many corporations that do business in south africa we recognize and appreciate the fact that many of these forms and other american corporations as well have exercised major leadership within their own operations in south africa to improve the working condi tions of their black workers and some have sought the elimination of the apartheid laws yet the sad fact is that the efforts which have been made on behalf of the more than 66,000 black voters employed by american firms doing business in south africa have had little if any effect on the legal structure of that country over the last three eyars we have pursued a major campaign to strengthen the states ties with the business community in new york we have undertaken the most extensive tax reduction program in the state's history enacted a comprehensive fiscal reform program to revise and modernize the manner in which the state handles its finances and we have vigorously pursued a capital investment program geared to the twin goals of jobs and justice that economic investment program will continue here in new york but at the same time we believe the state must adjust its economic relation ship with these firms to reflect our controlling commitment to human rights it was in this context that i requested the state commissioner of taxation and finance with the assistance of the commissioner of human rights to determine whether an effective state program of divestment from companies doing business with the government of south africa can be adopted 1 also requested the state comptroller to participate in this analysis based on the reports which have h-ten jnihmittfid and the i_*ntessioßb of concern which i have received from many individuals public officials and organizations throughout the state 1 have concluded that new york state should adopt a comprehensive and re sponsible strategy to demonstrate the abhorrence of our residents to the per nicious system of apartheid i fully agree with the state comptroller that the principal responsibility for controlling the economic and political relationship of our country with the republic of south africa must rest with the president and the congress but i believe it is also imperative that the state of new york take every action at its command to demonstrate our refusal to be associated with activities which either lend support or appear to lend support to the legislated system of apartheid i therefore plan to take the following actions in the immediate days ahead policy recommendations 1 the federal government — i will call upon our new york congres sional delegation to urge the adoption of a series of economic and political sanctions affecting the government of south africa for as long as the system of apartheid remains in place i will specifically recommend that congress adopt legislation barring new invest ment in south africa and requiring the withdrawal of american firms from south africa if the system of apartheid has not been dismantled within five years herb primm thanks all herb primm wishes to give special thanks to all of his friends and well wishers who made him so in the buffalo criterion bellamy to receive medgar evers award the buffalo branch of the naacp will observe its 19th annual medgar evers civil rights dinner sunday june 9th at 6.30 p.m at the buffalo convention center this year's recipient of the medgar evers civil rights award is herbert l bel lamy a local businessman and councilman-at-large mr bellamy founded 1490 enterprises inc in 1969 and has served as the organization's only president he took what some may remember as the old wildroot hair tonic building and later as an abandoned warehouse and built it into a bustling community center in 1970 with the help of citizens grants and donations from area indus tries the doors opened the not-for-profit commu nity center houses 32 agencies congressman jack kemp described 1490 as a model across the country owner and manager of bellamy enterprises mr bellamy has been a community resource for housing and employment for the past 27 years he believes that if you provide jobs for individuals you have solved 95 of their problems born in burgaw north carolina one of 12 children bellamy graduat ed from high school and moved to buffalo shortly afterwards he has studied business adminis tration at dale carnegie institute management skills at buffalo state college and several other business related courses bellamy has received over 150 awards some of which are chamber of commerce top award the first recipient of the roberto clemente human itarian award in 1973 the buffalo challenger man of the year award cold springs businessman of the year award and th 100 black men's award in addition to being an entrepreneur he is an , active civil leader he was the first black and vice president of the buffalo area chamber of commerce he serves on numerous boards includ ing the downtown nursing home canisius college board of regents bethel headstall pro gram red cross private industry council inc and the national association for the advancement of colored people bellamy also is senior co-chairman of the na tional conference of chris tians and jews widower of the late irene parham bellamy mr bellamy is the father of six children delphine jacquelyn darlene her bert jr gwendolyn and john wesley community service award recepients are mrs catherine collins and the buffalo equity foundation inc mrs collins is director of agency compliance for health systems agency of western new york inc in this role she manages federal compliance re quirements for partici pants in health planning she interprets federal legislation and its applica bility to human service programs she serves as agency liaison with fed eral representatives and monitors compliance re quirements she has served as coordinator of health planners and in various other professional capacities with the health systems agency mrs collins known for her intelligence energy and nerve holds an a.a.s degree associate in applied science in registered nursing from trocaire college in addition mrs collins holds degrees in health related professions vo cational education and administration from the state university college and the state university of new york at buffalo she has taught in the buffalo public school system and lectured at medaille col lege mrs collins has brought her expertise to the model cities program department of human resources the sisters of charity hospital as well as too numerous volunteer activities some of her many activities include health committee of western new york american red cross disaster nursing urban health committee herbert l bellamy catherine collins sister philip marie james duncan regina hilt i hi robinson seeks improved computer operation at library the erie county legis lature thursday approved a resolution supported by legislator barry l robin son which recomends that the buffalo and erie county public library assume control of its computer system which is currently operated out of the rath county office building the resolution was in troduced into the legisla ture in the wake of a recent computer foul-up which destroyed records of about 150,000 library books and lost information on 12,000 worth of uncollected library fines for overdue books our intent in passing this resolution is two-fold one we want to begin making plans to transfer the library's computers from the data processing division in the rath building to the library itself secondly we want to take immediate corrective action to put an end to this kind of costly snafu said robinson in the interim period before the computers are actually moved to the lafayette square head quarters or the library the legislature will seek to assign a übrary official well-versed in computer operations to the data processing division which is overseeing the library's phased-in implementation of tolis tolis is the total on-line library informa tion system a computer network which once fully on line will enhance five collection functions and allow the library to better control its materials and bring our library system into the computer age the tolis installation is six years behind sched ule robinson said it is expected to be completed in 1991 in the data processing division the person in charge of the tolis computers has many other responsibilities by assigning a library official to be the one person in charge of tolis at data processing we could be assured that library rec ords would be safe he said the eventual transfer of the tolis computer to the library itself would not only expedite tolis implementation but it would also help to prevent foul-ups such as the one that destroyed the records an added benefit of transferring the computers to the library is that library-oriented people who appreciate and under stand the library's overall mission would be in charge of tolis robin son said the resolution passed by the legislature asks library director donald cloudsley to report his recommendations for the on-site management of tolis to the legislature erie county is losing money for every year tolis is not in place we need to improve the management of übrary records and do our best to see that tolis implemen tation is not stalled any longer said robinson pierce named deputy supt of e.c correctional facility superintendent j pa trick gallagher of the erie county correctional facil ity congratulates eugene l pierce on his appoint ment by county executive edward rutkowski to the position of deputy super intendent of the erie county correctional fa cility mr pierce has a long involvement in the crim inal justice system having spent 20 years as a senior non-commissioned officer in the military police and having worked in the private sector as a police officer and was for over five years the superin tendent of the buffalo build half house he possesses a ba in criminal justice from the state university of new york and an ma in american studies from the university of buffalo mr pierce served as a member of the state division of criminal justice planning board and a member of the advisory council of the international correc tional volunteer system of canada he has received many awards for his community service he also served as president of dalu local 23332 of the ail cio mr pierce assumed his duties as deputy super intendent on monday may 13th eugene l pierce and supt j patrick gallagher daemen
