chicago professor benjamin bloom that old theory just doesn't hold water professor bloom by the way is the educator whose studies served as the basis for the creation of the head start program professor bloom studied 120 people who had excelled in their field from the arts to the sciences what he discovered was that no one reached the limits of learning in a talent on his or her own...families and teachers were crucial at every point along the way to excellence first he speaks of the pivotal role played by a parent or parents stress ing not their educational expertise but the values which they imparted to their children it wasn't so much whether a parent could help with difficult mathematical problems but whether they nurtured the child and encouraged that child to explore a variety of available oppor tunities and whether they emphasized the self-confidence hard work and self-discipline neces sary to help move the child forward second in importance was the role of the school and here the study focuses on the significance of that first teacher stating the wrong teacher at the start can create chaos and failure the key factor noted was love of learning was the teacher excited about learning and did he or she transfer that excitement and wonder to the students but again the role of the parent was crucial for the researchers noted the parents of those achievers whom they studies ensured that the teacher was com municating this love of knowledge the parents studied took pains to monitor their child's first few lessons when just starting school or when beginning a new activity this didn't mean that a child's complaints th _ ( teacher was too hard or too strict meant an did you know that the united black fund übf is the largest national black plan could save taxpayers 570,000 rep nowak unveils 2-pronged plan rev henry j nowak d buffalo has unveiled a two-pronged plan that would lead to construction of a pilot artificial reef project in lake erie while saving state taxpayers an estimated 570,000 construction of the reef at a site to be determined in the lake between lackawanna and bird island is part of the congressman's long range effort to enhance sportfishing as a recreational and tourism attraction for the area the pilot reef would be used to determine the effectiveness of such facili ties offshore buffalo to attract fish and serve as spawning grounds this pilot reef mr nowak explained would provide us with invaluable information on how we can improve both the quantity and quality of fish living in the waters off erie county that knowledge is vital to achieving our goal of developing the buffalo area into a sportsfishing center with immeasurable economic benefits for our community and its tax base this has vast potential for lcrhntirgr pwrrranwn 1 jobs in the private sector and generating tre mendous private sector investments in waterfront developments ranging from motels and restaurants to marinas bait shops and charter boat operations the congressman said the reef concept has been met with tremendous enthusiasm and coopera tion from a variety of sources including the state dept of environ mental conservation the u s army corps of engineers the niagara frontier transportation authority and local fishing clubs as a base material for the reef the nowak plan would involve the use of concrete slabs which the nfta and the corps of engineers have agreed for some time must be removed from the dike protecting the small boat harbor the slabs obtained from skyway construction work in 1975 were placed atop the dike to rehabili tate and strengthen it however in addition to being an eyesore it was determined the slabs caus ed adverse wave reaction and shoreline erosion mr nowak said the nfta has advised him it would cost 1 million to remove the concrete slabs and truck them to a land disposal site loading the slabs on a barge for transport into the lake for the artificial reef how ever would only cost 430,000 the congress man added representing a net savings to taxpayers of 1570.000 after requesting funds for the reef from governor cuomo and discussing it with william j donohue mr nowak said he has a proposal pending with the state commerce dept in ia»ajt 6r--*i&\w the congressman add ed this plan is an opportunity to eliminate an environmental problem at the small boat harbor and construct an artifical reef that could act as a catalyst for economic de velopment at the same time we are saving taxpayers money re moving the slabs will also help accelerate the total rehabilitation of the dike at the small boat harbor for which i am continuing to pursue federal funding i am anticipating expeditious state action on this request for 430,000 so we can launch the
