announced that applications tor the city's summer youth employ ment program will be distributed on sat jan 26 and feb 2 from 9 a.m to 3 p.m at 703 main st training tartnership act administered through the buffalo and erie county private industry council required that applicants must be residents of the city nt buffalo and be be tween the ages of 14 through 21 applicants must also meet j.t.p.a eligibility guidelines with regard to family income the summer youth km ployment program funded through the jobs the mayor's summer youth program assigns individuals to work at various city department and non-profit agencies for 8 weeks during july and august since 1978 approxi mately 22.800 yuths have been employed by the mayor's summer youth program the city of buffalo has benefitted by having mobile and portable cellular car telephone service cutting rates & eliminating shelters may be fairer by norman hill in my last column on treasury department's plan to simplify the income tax i pointed out that the idea of taming the loop deduction monster had been shown to be very popular people think that the tax system is complicated and unfair the idea behind the tax simplification accord ing to the treasury dept is to end up with the same amount of revenue as before - the deficit has to be tackled separately — but with people paying in a much more straight forward and equitable way rates would be slashed for everyone but shelters and most deduc tions would be eliminated in the new republic's summary of the effects of the plan families below the poverty line would pay no taxes individuals making 10,000 or less would have their tax rate cut on avarage by 32.5 percent about 20 percent of all taxpay ers would pay the same tax as they do now or less 20 percent - those who itemize their tax returns and depend upon shelters and other deductions to reduce their taxes - would pay more that is both the beauty of the plan and the cause of part of its political opposition its yinl^«^'-uphas its own particular favorite deductions that it will fight hard to protect from accelerated deprecis allowances to oil depletion and foreign investment credits corporations and investors are aghast at what they may lose under the plan but the plan is meant to subject business activity and investment to more rational criteria than whimsical tax breaks and loopholes give the treasury dept says that under the present system the taxation of capital and business income in the u s is deeply flawed it lacks internal consis tency and — it contains subsidies to particular forms of investment that distort choices in the use of the nation's scare capital resources it provides opportunities for tax shelters that allow wealthy individuals to pay little tax undermine con fidence in the tax system and further distort economic choices as an example of this there is a wide disparity in how much different companies pay in taxes some companies pay up to 46 percent of their profits in taxes others actually receive refunds even with large profits because of the numerous shelters and loopholes available to them there are deductions that other groups will want to retain the labor move ment is concerned that the business groups will succeed in lobbying for keeping their breaks while workers will lose de ductions on unemploy cutting rates - community leaders to be lauded the program being accepted once again in polite society mrs hazel n dukes state naacp president announced a five-point statewide program to com bat what she termed the new assault on civil and human rights we will not be deflected from our mission now by intimidation public opinion faint hearted leaders or mis placed priorities we must wage war on those public officials and their programs whose mean-spirited racism con demns millions of new yorkers to live in hopeless griding poverty mra jukes saw in launching the statewide campaign at the organiza tion's annual board meet ing at the adam clayton powell jr state office building 163 w 125 th st saturday the five-point program announced at the board meeting will involve sum mit meetings of parents teachers clergymen members of fraternal or ganizations and civic groups mrs dukes added these meetings she said will devise ways to identify means to provide the services and direc tion that will renew the vigor stabilize family life and build healthier families question the banking in dustry on its hiring and retention of blacks in management positions mrs dukes stated the naacp will also call on the city and state to provide economic assis tance to low and middle income families seeking to buy or renovate housing in the area of criminal justice mrs dukes said her organization will con tinue to lobby against the death penalty seek to in crease the numbers of blacks in policy-making positions and attempt to end police brutality finally the group will lobby for increased assistance for housing and energy costs for better health care to enhance family stability in the tuies community and lor rebuilding of housing stock mrs dukes charged each of the state's five state regional directors with the responsibility of holding meetings and con conference on the major programs and asserted that the organization will be meeting with key legislators and the gover nor on the programs during the organization's anual legislative mobiliza tion and lobbying session in albany on february 18-19 th the new york state conference of branches of the naacp has 77 chapters and nearly 60,000 members including 10 prison consideration to buffalo as a possible site for its new division the saturn corporation the congressman wrote in light of bethlehem steel corporation's recent curtailment of production at its plant in
