1984 f-to niagara region vol 59 — no 4u - it ■sb n.y telephone files for higher rates 28.9 hike proposed for area new york telephone has filed with the public service commission for 775 million in higher rates to take effect late in 1985 the rates if approv ed would increase the new york telephone portion of the average home phone bill in the state 16.3 percent from 25.52 to 29.67 in buffalo the average bill would rise 28.9 percent from 21.32 to 27.48 the proposed changes include an increase in basic monthly services charges some reductions in local and toll rates and a new life line-type service designed for customers receiving public assis tance in its first rate petition since the breakup of the bell system the company noted that public policy to encourage competition has eroded profitable services such as equipment and much of the long distance business which has sub sidized basic service company president wil liam ferguson said that traditionally the telephone company priced some ser vices to subsidize basic service charges which were prices artifically low the time has come when this is no longer possible to compete rates for competitive ser vices can no longer carry subsidies underpriced services must be increased to more closely cover costs ferguson said adding that it is what competition is all about — driving prices towards actual cost noting that the rate proposal would not take effect until oct 1985 ferguson said the filing is necessary if the company is going to keep pace with competitive and structural changes in the business it provides a way to ensure that new yorkers will be the beneficiaries and not the victims of an increasingly competitive marketplace ferguson said the total phone bill including competitive ser vice such as equipment and long distance would increase 9.6 percent from 43.20 to 47.35 on a statewide average in discussing the re quest for the additional revenues ferguson said that in addition to compe tition the inadequacy of previous rate awards and the need for a higher rate of return have forced the company to seek the rate increase the company is asking for an overall rate of return of 13.11 percent up from the 12.72 percent author ized by the psc last june it said that return is required in order to attract investment in a business which today faces ele ments of risk not present before the breakup of the bell system last january the company will con tinue to offer the standard basic budget service where available with the charge increased to 6.48 a month the proposed life line type of service would offer robinson gets approval for home care measure county legislator barry l robinson said today that the county legisla ture's approval of his resolution seeking the establishment of a family day care home represents a positive first step towards increasing day care options for working mothers in erie county in erie county there are currently 20.000 chil dren under the age of six whose mothers work out side the home contrast that figure to the 4,000 day care slots currently licensed and you can see that too many mothers are fighting a losing battle as they try to obtain and keep jobs in spite of their at-home responsibilities said robinson who chairs the legislature's social ser vices committee robinson resolution which was approved by the legislature at its novem ber 15th session notes that a recent state depart ment of social services directive sought propos als for establishing family day care homes in response to the request the child care coalition of western new york and the young women's christian asso ciation of buffalo and erie county jointly submitted a proposal calling for the consolidation of services already provided at no additional cost to erie county basically we're talk ing about maximizing our local resources to make the delivery of day care more effective said robinson robinson also said that the day care home would utilize the service of public examiners public health nurses and child protec tion workers who will donate one-eighth of their work time to the project family day care homes provide an informal and less costly alternative for low-income working par ents the establishment of such a day care home in erie county will not only help low-income parents to seek and retain jobs more effectively but it will also improve their chances of staying off public assis tance ' robinson said the resolution also calls on the county's dept of social services to allocate the staff time for use in the day care project this is a giant step forward for working par ents said robinson citizens neighbors & friends mourn mama susie hines death by abdullah luqman the citizens of buffalo residents of the alfred d price court projects and the owners and staff of the buffalo criterion mourn the loss of mrs susie watson hines affectionately known as momma susie who departed from this life sat nov 24 1984 at sisters hospital mama susie earned that title for her abiding love profound devotion and continuous understanding she was one of the few people who could walk up to people getting ready to fight and say now you know better and they would bow their heads and part non-violently mama susie was born jan 12 1897 in alligator mississippi to the late mr and mrs gip and ollie triviuion she was the wife of the late eddie hines and moved to buffalo in 1943 in the age of the generation gap between parents and children mama susie's wisdom love and understand ing spanned five generations she earned the title mother by nature and deeds she was the natural mother of 9 children six boys and three girls they are the late charlie lynch the late doc lynch edward gibbons gabon b townsel roger lee townsel john robert townsel mrs laymonia moore mrs charlene frazier and mrs arlene wright all of buffalo 33 grand children 63 great-grand children and four great-great grandchildren she was a wise counselor for all who live have lived or frequented the willert park projects the reason for momma £ susie s popularity was that she was a worker and practicer of what she preached she retired from the weatbrook hotel in 1962 but everytime that you saw mama susie she was working on something mama susie lived in the projects almost since they were built she believed that the alfred d price projects were the best homes that poor people could get although they were the oldest they remained in the best condition mama susie always said good people make good neighbor hoods and don't talk about your neighbor talk to him to help him to become a better neighbor mama susie hines was a charter member of the calvary baptist church the emma v kelly temple no 700 of the elks and the a d price senior citizens she won many awards for her flower gardens in fact she won an award every year that the a d price memorial festival has been in existence which is 27 years her arts and crafts served as an inspiration to others among the many things that she made were egg-carton lampshades and baskets cloth poddle poodle dogs chickens meat tray picture frames and painted peacocks mama susie watson hines was described in this passage of biblical scripture proverbs 31:26-28 she openeth her mouth with wisdom and in her tongue is the law of kindness she looketh well to the way of her household and eateth not the bread of idleness her children arise up and call her blessed her husband also and he praiseth her funeral services will be held at the calvary baptist church 1184 genesee st thursday nov 29th at 1 p.m with michigan aye mrs delia...a was born on nov 9 1930 in stoney . creek virginia to shelton par ham sr and the late lola parham she was brought to lackawanna as a child and received her education there she was united in holy matrimony to herbert lee bellamy on june 10 1951 in lackawanna and to this union six children were born mrs bellamy accepted christ as her saviour at an early age she loved to praise the lord and encouraged those around her to do the same one of her favorite scriptures was i can do all things through christ which strengtheneth me she attended the lacka wanna church of god in christ where she served as pianist for the youth and senior choirs for numerous years she later joined the prince of peace temple church of god in christ and served faithful ly for 26 years under the leadership of bishop leroy anderson during her many years in the church mrs bell amy sang with her chil dren served as pianist and organist for the senior youth and mass choir she also served as super visor and mother to all of the youth choir members she always encouraged them to love one another to pray and keep god first in their lives as they pursue their education mrs bellamy was hon ored often throughout her life for her outstanding devotion to her family and the community she re ceived the president's award from 1490 enter prises where she served as assistant secretary since its inception the buffalo urban league family life award and outstanding mother of the prince of peace youth choir she departed this life on november 23 1984 at approximately 10:50 a.m at the - millard fillmore hospital she leaves to cherish her memory a , devoted husband herbert l bellamy sr five daughters delphine bel lamy jacquelyn copeland eric darlene mccune ronnie gwendolyn bel lamy and anna par ham two sons herbert lee jr marilyn and john wes ley a devoted father shelton par ham sr four sisters louise par ham dorothy cooke ercel genevieve par ham and bridgette bunton david three brothers clifton joan shelton jr con stance and christopher lowe and five grandchil dren erica jason erinn sha yon and stall having been a devoted mrs irene bellamy apc rally set to support south african pulling their billions of dollars of investments out of south africa senior kiwanis club presents award to mayor the senior kiwanis club of buffalo presented its 1984 plaque award to major james d griffin for his dedicated devotion and commitment to the senior citizens at a luncheon on monday noon at the salvation army senior center 960 main st buffalo the board of directors of the senior kiwanis club votes annually for the local citizen who is recognized for his or her outstanding contributions and service to the needs concerns and goals of senior citi zens harold n eichelberger past president of the kiwanis club announced that since 1976 eight awards have been present - ed six of which have been to recipients active over the years in the affairs of the council of senior citizen
