mortgage agency to implement new application distribution policy agency has concern over first come first served 9 policy new york — herman badillo chairman of the board of the state of new york mortgage agency and wallace l ford d president/chief executive officer announced tues day oct 30th the implementation of a new application distribution policy for the sonyma affordable housing pro gram in announcing the new policy mr badillo said the state of new york mortgage agency sonyma is concerned about the administration of the first-come first served policy and the lines of people waiting for many hours which are a result of that policy this concern is based on the effects of such policy on the public perception of the fairmess and efficiency of the program said mr ford air ford outlined the new procedures that will attempt to alleviate some of the pressure of the lines 1 on wed nov 7th a notice will appear in all morning newspapers throughout the state stat ing that lenders partici pating in the sonyma affordable housing pro gram will be announced in that particular newspaper the next day thurs nov bth and that applications will be available from the lenders beginning 12:00 noon nov bth on a first-come first-served basis 2 on thurs nov bth all morning newspapers throughout the state will carry sonyma an nouncements of the parti cipating lenders by re gions the advertisement will include the branches at which applications are being distributed the in formation telephone num ber provided by each lender and the allocation of existing housing funds available 3 at 12 noon on thurs nov bth lenders may begin distributing applications on a first come first-served basis sonyma will provide each lender with posters describing the parameters and qualifications require ments of the affordable housing program applicants must appear in person and have an original executed contract of sale dated on or after oct 4th to be eligible to receive an application physically disabled per sons may send a surrogate with a complete disability certification form to apply for a sonyma mortgage loan according to mr badillo and mr ford sonyma is requesting each lender to display the posters provided by sonyma in a prominent place sonyma is also requesting each lender to post the approximate num ber of mortgage loans which will be financed with that particular alloca tion mr ford said according to mr ba dillo and mr ford it is sonyma's hope that by reducing the period be tween the announcement of participating lenders and the beginning of the program the length of time people will wait will be substantially reduced we encourage lenders to take every reasonable step to reduce the lines while adhering to sonyma's procedures and we will be sending sonyma staff together with the staff members of the new york state bank ing department around the state to assist lenders and monitor the alloca tion/application process said mr badillo fraternity to host dinner dance to honor bowman theta sigma chapter phi beta sigma fraternity inc will hold their annual fall frolic dinner dance at 7:30 p.m friday evening nov 2 at the kensington place 377 kensington place in buf falo albert r bowman will be named sigma man of the year at the affair mr bowman is employ ed by harrison radiator division general motors where he serves as senior buyer in purchasing he is responsible for di visional procurements of screw machine parts packaging subcontract ing allied purchases and quality coordinator mr bowman joined harrison radiator in 1973 shortly after his gradua tion from tougaloo col lege in tougaloo mis sissippi the clarksdale mis sissippi native received a bachelor's degree in eco nomics cum laude he concentrated in business administration and subse quently has worked in the mba program at the state university of new york at buffalo and has complet red several gm manage ment training courses he served as the harri son radiator representa tive to the national alli ance of business youth motivation task force in 1977 and 1983 he has chaired or served as liaison on various depart mental committees and is a member of g-9 manage ment club among his citations are outstanding young men of america 1980 nafeo distinguished alumni of the year 1984 and the 1490 black achievers award 1984 a member of phi beta sigma fraternity since his undergraduate days mr bowman has served as undergraduate chapter president tougaloo col lege president theta sigma graduate chapter buffalo and currently is western new york area
