25c niagara region community fellows program selected ted kirkland the buffalo state college bsc community fellows program selected new york state commissioner of parole ted kirkland to serve in the criminai justice and the social service depart ments kirkland a 16-year veteran of the buffalo police force was passed over after finishing first on the civil service examination for security chief of the public schools the only reason that we can find for the civil service commision passing up ted kirkland is because they don't want the young people looking up to him said the late civil rights lawyer norman goldfarb it is one of life's great pleasures to see justice complete the circle according to dr d bruce johnstone kirkland fills the need of an enhanced minority presence on the faculty both for minority students who need faculty role models and for majority students who need to see and to work with minority professionals kirkland has always been a fighter for human rights within the confines of constitutional law he was party to the suit against the buffalo police and fire departments that resulted in the court decision mandating more employment for women and minorities the community fellows program provides enrichment for the department by abdullah luqman buffalo state college best able to identify local minority professionals who are established in their fields and who have demonstrated potential for effective teaching at the college level a community fellow is not designed to substitute for a regular full or part-time faculty member a department that wins a fellow does not jeopardize in any way its case for a regular or part-time teacher kirkland worked as a youngster at his family s restaurant on jefferson aye just below war memorial stadium he hosted his own tv show kirkland and company among his many awards is a 1972 citation from the president of the united states for com munity service and the niagara frontier civil liberties union man of the year award of 1977 and the niagara frontier civil liberties union man of the year award of 1977 the community fellow program is a partial solution for a relatively few minority professionals aspiring to full-time academic positions within the applied fields in which most new hires are likely to occur according to johnstone the community fellows program is funded by special gifts to the buffalo state cleveland johnson jr 33rd degree deputy for new york state timothy j talley bishop tutu's great struggle for peace by rayard rustin the awarding of the nobel peace prize to bishop desmond tutu the black south african fighter for racial justice is a joyous and historically significant event it confers a great honor upon a deeply religious man and strengthens his struggle for the principles of democracy majority rule human dignity and non-violence over the years the nobel commit tee has made a number of wise and outstanding decisions to honor struggles for peace and democracy the world *.•-.. a^uj'aauuaaiutzl-i.aij^uuua dr martin luther king jr russian human rights advocate dr andrei sakharov and polish trade union leader lech walesa bishop tutu recognizes the common thread in this legacy of support for freedom and implacable opposition to tyranny when he asserts that through this honor is a tremendous political statement — has been made those who oppose apartheid are seen in the same light as those who oppose communism there is a treat truth in this assertion for both communism and apartheid are ideologies of oppression under both systems small privileged minorities in the communist world — the communist party bureaucracy and under south africa's apartheid system the ruling white minority deny free expression and democratic rights to the vast majority and both systems make use of repressive police and security system under both political opponents are sentenced to harsh terms of impris onment for black americans the awarding of the nobel peace prize to bishop tutu invites another quite different compari son — the awarding of this honor to another great black proponent of non-violence dr martin luther king jr however despite the deep religiosity of both men and despite their abiding respect for the principles of non-violence and civil rights it would be a great over simplification to assume that the conditions in which they waged their struggle are identical dr king a philip randolph roy wilkins and other great fighters for civil rights in this country led a struggle for minority rights because blacks are a majority in south africa the struggle they are waging is in essence a struggle for majority rule bishop tutu well understands this great difference and therefore is aware of the immense difficulties that the anti-apartheid struggle confronts he recognizes that south african blacks confront a setting of extreme violence and repression moreover they have no ally within the central government as did our own civil rights movement bishop tutu is a man of peace nonetheless as he indicated to me in our meetings in johannesburg over the last year he knows that the violence and repression of the south african authorities breeds a climate of resentment and frustration in whic,h?pi fflafit-tetteeeastfds that he is a realm who under stands tbat brutality has driven some black south africans onto a path of violence and he warns that unless blacks are able to protest openly the democratic means and unless they attain majority rule violence is certain to be an ugly part of south africa's future but the bishop also knows that violence strengthens those who depend on oppression in that racist apartheid state which has created one of the world's great military and police forces the awarding of the nobel peace prize to bishop tutu in this violence prone setting is nonetheless a powerful acknowledgment of the wisdom of his strategy of non-violent struggle to achieve democratic change in 1960 the nobel committee honored another great black south african advocate of non-violent change — albert luthuli a leader of the later outlawed african national congress luthuli like tutu rejected violence as a response to the inhumanity and brutality of racism and apartheid today some of chief luthuli's followers have been driven by decades of murder repression and harassment into pursuing an armed struggle yet that struggle is likely to lead to a desperate bloodbath from which no winners black or white will emerge bishop tuto knows that and therefore strongly advocates peaceful public protest independent black organization for self-defense and a strong black-led and multi-racist regime of p w botha into undoing the evils of apartheid but tutu also knows that time is running out for a peace resolution to the tragic south african impasse even as he preaches the ideology of peace he knows that if change does not come the only possible outcome will be violence and upheaval in that beautiful rich and prompt assem bly action on tax cuts the public wants tax relief our economy needs it the state treasury can afford it the only thing lacking is assembly ac tion we hope these petitions will provide fur ther impetus for action on tax cuts assembly re publican leader c d rapp rappleyea stated during an albany press conference more that 100,000 citizens have taken the time to sign petitions supporting immediate tax relief their plea should not be ignored by the assembly's democrats these petitioners rep resent a portion of those who've stayed to endure new york taxes the names of the 1.7 million who left our state in the last half of the 70's would probably be added if they still had to pay new york's unfair taxes rappleyea said on behalf of those who've signed these peti tions we urge the assem bly to act now on tax cuts before a million more new yorkers must vote with their feet in protesting new york taxes frustrated by the assembly majority's resis tance to tax cuts the assembly republicans initiated the tax cuts now petition drive at the end of the legislative session gov cuomo congratulates bishop tutu on winning nobel peace prize governor mario m cuomo presents bishop desmond tutu with a steuben crystal apple as he congratulates the south african anglican church leader on his selection tuesday oct 16th for the 1984 nobel peace prize bishop tutu whose crusade against the south african apartheid system the governor hailed in his keynote address in july at the democratic national convention was in new york city the day his selection for the nobel peace prize was announced he is a visiting professor for anglican studies at the general theological seminary on 9th avenue hemphill explains status of position in general election the smoke has cleared from the september pri mary election and the results were disastrous for the black candidates who ran a variety of factors contributed to the candi dates poor showings but these are not factors which cannot be corrected in the general election in no vember the minority community of buffalo has a second chance of obtaining the important state senate seat in november like most minority candidates here 1 am a registered democrat but unlike the others i had the foresight to obtain other party endorsements what this means is that the minority community has another chance to el_ct a black democrat t / the state ' senate but on another major party's ballot line as i have stated in the recent past my name will appear on the republican and conservative party's ballot lines lam also pleased to report that the new york state right to life party has also given me its endorsement therefore i will be on three lines in the general election ' as the presidential debates have given a rebirth to the campaign of walter mondale so too has my state senatorial campaign been given a breath of life i am now more determined than ever to win the state senate seat for the mi nority community the september pri maries were seemingly devastating for the minor ity candidates this was due to a low voter turnout resulting from inclement weather and an apathetic attitude among most black leaders and a split among minority voters over which candidate to choose the situation has changed for the november election there is now one minority candidate — john e hemphill for the senate seat the incumbent candi date is seemingly of the misguided notion that black voters lack the political intelligence to vote for a democrat such as myself who is on the republican conservative and right-to-life party lines this is a totally incorrect assumption today's black voters are very much aware of the grave consequences of voting straight down the hemphill see page 7 cole | see page 4 t serving working leading in uni inner
