homeownership the department of housing and urban devel opment has announced that it will conduct a public housing homeownership demonstration a nation wide effort that otters the opportunity for low income families currently living in public housing to become owners of their units a preliminary an nouncement of hud's intent to solicit applica tions appeared in the federal register aug 21 hud will publish a request for applications to participate in this demon stration in the federal register in the next two months applications should be mailed approxi mately six weeks later and must be jointly submitted by the public housing authorities local govern ment offices and tenant groups - - - - - - thedemonstration will encourage the develop ment of a wide variety of approaches to the sale of public housing to ten ants hud secretary samuel r pierce jr said it is the department's belief that creative solu tions to various issues associated with those sales can best be developed at the local level by the people most familiar with the particular local solu tion hud launches public housing homeownership demonstration secretary pierce noted that there is no single approach for providing homeownership to low income families anil that the principal objective of hud's demonstration is to assess the various oppor tunities for converting public housing to home ownership one of the most important long-term goals of this department and indeed this administra tion is to encourage homeownership by as many american families as possible secretary pierce said we expect the public housing home ownership demonstration to provide valuable infor mation that will allow the department to develop preferred approaches to the issues involved in the sale of pubhc housing to low-income families hud has established basic eligihil-v . r«t«ii>re ments tor the demonstra tion that include the feasibility and readiness to move tenants to homeown ership within a reasonable period of tune but while the department will evaluate applications and select participants tor the demonstration it will leave m..st issues of eligibility up to individual public housing authori ties local governments and tenant groups cuomo gives boost to grape & wine businesses iovernoi mario m cuomo visited the woodbury winery this month and surrounded by legislative sponsors signed into law several measures to bolster the states grape and wine industries among the bills signed into law were measures to allow sale in grocery stores of wine coolers beverages composed of new york state wine and fruit and carbonation and bills to allow wineries to do more aggressive marketing and sales of their products such as fairs and farmers markets crape growers hailed the governor's signing of the bills as the eliminate the buffalo board of education's gen eral fund deficit has been signed into law by gover nor cuomo city comptroller robert e whelan believes that this new law will allow a proper method of deficit reduction to take place this legislation is impor tant to the board of education and the taxpay ers of buffalo by implementing a sound fiscal plan to responsible reduce the deficit over a period of five years the city is able to demonstrate to the financial community that it is capable of dealing with adverse financial conditions which affect the city's credit rating said comptroller w'helan mr w'helan went on to point out the advantages of this legislation by saying the board of education's accumulated deficit would be eliminat ed by june 30 1989 in accordance with govern ment accepted account ing principles g.a.a.p rollovers and other ac counting gimmicks are not permissible in addition this legislation provides relief in the annual amount required to finance prior year expenditures as any surplus years would allow the deficit to be reduced at a more rapid rate in the event of any additional deficits the amounts would lie added to the accumulated total and amortized
