— rep henrj j nowak d buffalo has announced that the house of repre sentatives has approved a major public works bill that includes the authori zation for numerous pro jects providing millions of dollars in water-related improvements for the buf falo area i his bill — which is the product of oxer three years of ini^nsive work by the subcommittee on water resources is a monumen tal piece of legislation addressing vital and criti cal water resources needs of our nation as a member of that subcom mittee nowak played a key role in developing this legislation and at his request the following funds were earmarked 4.5 million for the corps of engineers to improve public access and safety conditions on the bird island pier habitat in lake erie estimated to require a federal share of 2.25 million this is an integral part of expanding sport fishing opportunities in the buffalo area 1.8 million for flood control project construc tion for cazenovia creek will prevent damaging floods along the creek which occur during later winter and early spring when major runoff events from snowmelt and rainfall on frozen ground frequent ly combine with ice jam conditions 18 million for construc tion of a new high lift span bridge in the vicinity of the coast guard station over the ship channel this bridge will provide critical ly needed access to the waterfront 6.45 million to con struct and improve facili ties operated by the niagara frontier trans portation authority at the port of buffalo including the construction of bulk heading i $(*•.. million for re i placement of the dike at the small boat harbor part of a 70 million development project that will transform the harbor into a major recreational attraction in western new yi*it*v a*a*s * wrt stores launching ramps and marina docks drifts and debris re '. moval from the buffalo harbor provides an annual authorization esti mated at 2 million requiring the corps to remove drift and debris including abandoned piers and structures which will improve the aesthetics of the waterfront area as well as providing for safer vessel navigation demonstration project authorizing the construc tion of a reef for fish the corps of engineers in consultation with the environmental protection agency is authorized to undertake a study as to the * l***"**jk •>■**' an a - -- j disposing of toxic pollu tants from the buffalo ' river following this study the corps will be authorized to take neces sary action to remove and dispose of these pollu tants provides 50/50 coat sharing for operation and maintenance of the new york state barge canal annual expenditures have ranged in the area of 15 million also authorizes a study to determine the need for reconstruction vietnam veterans week to be highlighted with many activities erie county executive edward j rutkowski will host the buffalo premier of the film death valley run to mark the begin ning of vietnam vet ins week leading up to the unveiling of a new monu ment near the buffalo naval and servicemen park the film chronicling a 100-mile run across death valley in feb 1983 to demonstrate unity among vietnam veterans will be shown at 8 p.m on fri july 6 in the hyatt students overwhelmingly passed the assembly speaking from his legis lative office in albany the buffalo legislator said his bill would create a new special opportunity scholarship program for minority and disadvantag ed medical students in addition the bill calls for a science and technology entry program step to assist colleges and univer sities in preparing quali fied minority and disad vantaged high school stu dents for entry into college level programs in the science technology and health-related fields eve explained that this measure would also estab lish a council on profes sional career opportunity aimed at increasing minor ity and disadvantaged students to access to careers in medicine and other professional fields the legislation would also establish a division of professional family moved to buffalo when he was a young child he attended public jchool no 32 and hutchinson central high school he was employed in several occupations in cluding bethlehem steel cuhoyga wrecking and the greyhound bus ter minal his last employ ment was with the buffalo goodwill industries five year ago mr parker served his country proudly as one of the first black marines from buffalo he served in the pacific theatre during the second world war from 1942 to 1945 he was united with the liberty baptist church under the leadership of rev s.w.mills about 30 years ago mr parket passed away on june 18 1984 after a brief illness in the veter ans hospital his survivors are his wife mrs dora parker four daughters betty parker mrs joan petti grew judith parker and mrs arlene morrow a son charles a parker jr a sister mary a laverne and adopted son robert carr a daughter-in law mrs charles a parker jr a son-in-law archie pettigrew eleven granddaughters and twen ty grandsons fourteei great granddaughters and seven great grand sons two sisters-in-law mrs vera parker and mrs hattie mingo a brother-in in-law james lucas and a host of nieces nephews and friends the thomas t edwards
