founder of hale house in i art . receives a gift of flowers from arthur barnes president of the new york urban coalition for her pioneering efforts in caring for the children and mothers addicted to narcotics and helping to restore families damaged by drugs joining in the presentation made during the recent day-long conference on the innocent child at the harlem state office building are at left dr lorraine hale director of hale house and dr loretta p finnegan of the jefferson medical college who has documented the many serious medical problems common to children born to chemically addicted parents iiltx-rt photo hale says one out of 20 new yorkers are drug abusers state figures point up dangers to their children one in twenty adult residents of new york state is involved in some form of serious drug abuse dr lorraine hale the director of hale house told participants in a recent new york city conference on the inno cent child - children of chemically dependent par ents using statistics from the new york state division of substance abuse services dr hale told the 300 participants what makes the problem even more complex is that when we discuss adult drug users we also mean their children the day-long conference at the harlem state office building was sponsored by hale house a harlem based child care facility for the offspring of addicted parents in cooperation with the new york urban coalition inc and the new york state division of substance abuse ser vices both arthur h barnes president of the coalition and julio a martinez director of the state agency spoke to the participants in her remarks dr hale noted that the forms of abuse vary but among the young rich and poor free-basing and speed balling mixing cocaine with heroin and/or demerol are currently the most popular a number of celebrities and other prominent persons have been injured or have died while involved with th practices dr hale said several speakers warn ed about the dangers of drug abuse t ihe chemicals on a fetus as well as on newly born infants she said some were born prcmatjiely others were the victims oi crib death while others were born with missing or deformed limbs some were victims of hyper activity learning disahili ties and severe retarda tion dr finnegan said when a mother is chemically dependent on a drug or barbituate during pregnancy the child goes through a withdrawal period within the first four days of its life dr finnegan said if the mother is dependent on several substances the newborn will go through a separate withdrawal tor each substance the mother is addicted to the physician added a leading authority on children born to addicted parents dr finnegan recommended the estab lishement of a therapeutic community for addicted mothers and their chil dren where they would receive the positive rein forcement they need the closest existing model for such a facility is hales house located in appreciation program planned for mrs alice haskins the public is
