held delta sigma theta sor ority's kickoff summit ii a call to action in support of black single mothers was held at the university of maryland campus in college park on sat may sth delta national presi dent hortense g canady of lansing michigan said the sessions were held from 8 a.m to 5 p.m in the university's arts/soci ology building and repre sentatives of women's groups legislative bodies foundations and corpora tions attended u s rep katie hall d bid and chicago advertising executive barbara proctor served as the honorary co-chairs for summit 11 they will attend one of the summits in may the kickoff summit is jointly sponsor ed by four delta chapters in maryland the mont gomery county and prince george's county alumnae chapters kappa phi uni versity of maryland and zeta delta bowie state university bowie under graduate chapers the summits or workshops are structured to facilitate design of programs and projects that can be implemented at the local level to alleviate problems of the black single mother delta national board members will also be expected to attend the baltimore summit in late may as that city is the site of delta's first facility for single mothers the mary land educational center the overall situation facing single mothers is bleak indeed said con gress woman hall one of two black females in congress fifty-five percent of black infants are born to single mothers and nearly 50 percent of all black families are headed by black women i urge my colleagues in congress to develop programs which provide incentives and financial assistance for black single mothers in job training and higher edu cation this would im prove their overall eco nomic standing repre sentative hall said mrs canady said that some public assistance regulations provide disin centives for women with children to cut the bonds of dependency from gov ernmental assistance pro grams cutting their food stamp allowance for in stance by the amount amount of college financial surface transportation bill 12.5 million for fuhrmann blvda included in highway legislation washington — rep henry j nowak d buffalo has announced that the house committee on public works and transportation has ap proved a surface transpor tation bill that includes a 12.5 million authorization for upgrading fuhrmann blvd on buffalo's water front the committee approv ed the project at nowak'9 request with the bill directing the secretary of transportation to imple ment it for the purpose of demonstrating methods of facilitating redevelop ment of a waterfront area by construction of a connector off a highway on the federal-aid primary system part of the fuhrmann blvd improvements would be to upgrade the road between the coast guard station and the port facilities of the niagara frontier transportation authority improving our high way infrastructure and access to the waterfront is a vital prerequisite to stimulating the broader investments in residential recreational commercial and industrial improve ments that are essential to the revitalization of our city nowak said it is in that spirit that i recom mend this project for inclusion in this bill the fuhrmann blvd demonstration project would be 100 percent federally funded nowak who has been a member of the committee on public works and transportaiton since com ing to congress in 1975 said th uihrmanr jrl-u project is linked to another pending proposal also aimed at renewing buf falo's waterfront nowak explained that it involves an ongoing effort to have included in a pending water resources bill an authorization for sift million or construc tion of a vehicular bridge spanning the buffalo river to connect the erie basin marina area with the land adjacent to the coast guard station traffic on the bridge would connect with the upgraded fuhrmann blvd to provide a water level route into downtown buf falo and an alternate to state's elderly & disabled can now use food stamps at approved restaurants elderly or disabled food stamp recipients can now use food stamps to pur chase meals at approved restaurants in new york state according to assem blyman william b hoyt id-buffalo and grand island assemblyman hoyt ex plained that food stamp recipients who are 60 yars old or over or who receive supplemental security in come ssi and their spouses are eligible for the program our elderly and dis abled citizens very often do not have the physical capacity or proper cooking facilities to prepare regu lar hot meals in their homes this program will allow them to purchase an occassional balanced nutritional meal at select ed restaurants assem blyman hoyt explained approximately 20 per cent of new york's food stamp recipients or 400 000 persons statewide are not eligible to pay for restaurant meals with food stamps due to the action of the state legislature and governor cuomo who was particularly interested in development of the program assemblyman hoyt noted that over 200 restau rants around the state have expressed interest in the program and the state dept of social services will continue to recruit participants in order to be approved restaurants must offer nutritionally balanced meals to food stamp customers at a discount of at least five percent according to program regulations food stamps cannot be used to purchase alcoholic bever ages or tobacco products the dept is most inter ested in recruiting moder ately priced restaurants anyone who wishes to obtain information about the program may call the state dept of social services food stamp hot
