its important role in health care will be launched next week by the new york state nurses association nysna itmes and events the statewide campaign will kick-off during new york state nurses week may 6th to 12th during the week nursing groups and health care agencies throughout the state will sponsor events to recog nize nurses and nursing the campaign's theme poster will be prominently displayed at these events and in other public areas the health care re source...nursing build ing your tomorrow to day is the theme of the campaign which will in clude a theme poster public service announce ments on radio and tv speakers bureau brochures promotional said nysna president cecilia mulvey nurses are independent profes sionals providing a variety of cost-effective services to the well and the ill president mulvey added nurses provide health counseling and teaching as well as physical care in such places as client's homes independent prae tices hospitals and clinics nysna believes that consumers should be able to choose the health care provider that can best meet their needs presi dent mulvey said the trust of this campaign will be to inform the public about one of their avail able options — nursing ' the campaign will present a positive up-to date image of nursing political pandering a recipe for dividing the nation by bayard rustin increased pandering to ethnic groups is a danger ous phenomenon that has come to dominate ameri can politics and thus further fragment our na tion in the current presiden tial campaign we have witnessed numerous illus trations of this trend rather than addressing the fundamental issues of unemployment inflation and lack of educational opportunity that cause agony amongst poor ethnic groups rather than presenting concrete pro posals to eliminate such problems politicians spend their time in minori ty communities eating spaghetti hi'efbasy i spaghetti rice and peas knishes or rice and peas * we have seen this scurrying of favor in the f unseemly attempts by . politicians in debate where the 17 s embassy in israel should be located rather than presenting the american people with i concrete proposals for ! peace in the middle east such pandering gives no credit to candidates but is a measure of the degree to which the political process had deteriorated running for the presi dency of this great and diverse country ought to be an enterprise of unifica tion and coalition-build ing those who seek to be president should engage in those efforts which speak to all americans as americans their respon sibility is to fashion out of diverse and frequently competing group inter ests in our country a common interest an american interest there responsibility is to put forth an economic and social program for the uplifting of all society the politician has an obligation to articulate the fundamental issues which confront our society — the problems of deindustri ofthe a philip randolph institute alization of a growing underclass of poor of unacceptable levels of joblessness we live in a difficult economic and social clim ate the rich become richer the poor poorer the middle class is anxious about its future and the unskilled have become economic untouchables in such a climate those who are running for our nation's highest office owe it to the electorate to speak about these issues which have created deep divisions within our coun try and to articulate programs and themes which will fashion a national unity out of the diversity and agony that abounds do not misunderstand me i do not suggest that him should not be proud they are blacks or that poles should not be proud they are polish or that jews ought not be proud they are jewish i am however suggesting that whatever different his tories traditions and faiths we may hold we must be united in social goals if we are to solve the vast problems our nation laces as november 1984 approaches blacks and all working people must look carefully at their political leaders and examine whether in actions as well as words they are serving to bring this country closer together only it we elect leaders who possess a vision of the transcendent common na tional purpose will be be able to enjoy the climate of opinion in which true social progress can be achieved | this column is based on remarks made on april 22 at the university of west michigan where mr rus tin received an honorary doctor-'e applications being accepted for park rangers program county executive ed ward j rutkowski has announced that applica tions for employment in the county's new urban park rangers program are being accepted from now until may 11th applications can be obtained by mail or in person from the erie county dept of parks and recreation room 1359 edward a rath county office bldg 95 franklin st buffalo 14202 or telephone 846-8355 about 20 park rangers will be hired to work in county and major city parks during the summer months a few of these may be kept to work either part or full time during the winter sports season in areas such as the toboggan slide and cross country ski trails mr rutkowski said the parks ranger pro grams was created by the county legislature under the sponsorship of legis lator joan k bozer and is modeled on similar pilot programs in new york city and boston mr rutkowski appoint ed a screening committee consisting of deputy county executive michael p mckeating deputy personnel commissioner kevin j loos and parks commissioner james leary to review applications for the positions parks rangers will be used to control vandalism administer first aid assist visitors and conduct tours in the county parks and a few of the major city parks they will receive training in first aid crisis resolution crowd control physical fitness and parks rules and regulation minimum qualifications which an applicant must possess are a valid driver's license no crimin judge barbara sims represented by a consortium of lawyers city court judge barbara m sims is being represented by a consortium of lawyers in order to return to her hard won elected post scott d rodman spokesman for a consortium of constitutionally astute lawyers said that they had not recently witnessed so flagrant an abuse of the elective process and of the constitutional rights of the people and of an elected official as was discernible in the removal of judge sims other seasoned political observers stated that they believed that the removal was for purely political purposes at stake is the re-election bid of h buswell roberts chief judge of city court who the political power structure is dedicated to keeping in office roberts will be coming into the black community asking for the votes of the black electorate without which he cannot win in order to have a seat for blacks and other minorities to fight over judge sims was removed to create a vacancy while they fight his seat will be assured the political power structure composed of members of all political parties many of whom live in the suburbs is dedicated to the proposition that they alone will control who the black elected officials and particularly judges will stations to further their scheme to destroy black leadership is nut original with thr buffalo 1 political community but rather a part of the nationwide conspiracy against blacks what is most critical for the black community is to have their legitimate election gains violated by a politicized court raises the gravest civil rights concerns said mr rodman no black voter should be complacent or allow himself to be unknowledgeable regarding the real issue in this case lt has nothing to do with bail that is a red-herring said one of the lawyers judge sims was originally told that she was being investigated but they didn't have to tell her why the state of new york through you and me its taxpayers spent thousands of dollars trying to find anything that she had done wrong finding nothing some of the legal political community decided to make up a charge never before heard of still finding nothing wrong they decided that she failed to avoid the appearance of impropriety the hysteria by the media was merely to fool the public but the public isn't fooled nor will the public be disfranchised we will be victorious in our battle against disfranchisement of our voters and totalitarianism the lawyers agreed judge sims stated that as a part of the harrassment she experienced while in city court a bail bondsman told her that they weren't going to let her sign a bail slip unless someone else set the bail judge barbara if sims said i am certain that the people of this community are much too wise to be duped services held for mrs anna frost carter funeral services for the late anna frost carter were held saturday april 21 at 11 a.m from the st john baptist church 184 goodell st rev bennett w smith is pastor mrs carter was born to mrs amy frost and the late peter frost in wil liamburg county south carolina on november 1 1930 she passed away on monday april 16 1984 at the millard fillmore hospital mrs carter moved to buffalo in 1948 and joined st john baptist church in 1951 under the leadership of the late rev b c mccarley on december 18 1954 she was united in holy matrimony to john h carter and eight children were born she sang with the united voices of st john and worked faithfully mrs carter's survivors are her devoted husband john four daughters ann lorine annette and linda carter all of buf falo and deborah dwayne elliott of jack sonville north caroline four sons gracious care to family and friends she has given her lively spirit to many anna frost carter fair housing not a political football rather an american crusade by samuel pierce jr secretary of housing and urban development this april marked the 16th anniversary of the passage the landmark fair housing act — a cause to celebrate surely but also to acknowledge that far too many americans the concept of fair housing remains more elusive than real as we observe fair housing month we should remember flrst how much we've accomplished sine the civil rights act of 1968 was enacted — an act which read it is the policy of the united states to provide within constitutional limitations for fair housing throughout the united states the years since then have marked a period of proud advancement — a time in which racial barriers have been assaulted ancient bigotries reduced for administrations of both political parties fair housing has not been a political football rather it has been an american crusade increasingly americans have demanded for all of our citizens the right to live where they prefer when they prefer for as long as they desire and can afford to do so and without racial enmity or fear yet while much has been achieved much remains undone those left behind we must help to catch up those who have forsaken themselves we must convince that others have not forsaken them to those burdened by racism in housing employment or education we must say that none of us can be free while his neighbor is not america will not be a good enough country for any of us to live in until it becomes a good country for all of us to live in that is why my department has acted to stringently enforce the fair housing act ensuring that our society is colorblind not blind to justice i am proud to say that under his administration both voluntary and enforced compliance with this act has increased in fact the number of complaints received by housing and urban development's fair housing office has risen appreciably since 1980 this does not mean that discriminatory practices are increasing to the contrary it means that more people are complaining because they realize that victims of discrimination have legal recourse and that the law can provide relief such figures indicate that our two most effective weapons against housing discrimination are education and conciliation — education to show americans that _ the system does work concilation to encourage landlords to obey the letter and spirit of the act even more they demonstrate that the more viligantly we enforce the law the fairer fair housing will be fair housing of course is not the exclusive domair f the federal government it is a concern for all level if government that is why at hud we are also working with states and localities the number of complaints referred by hud to appropriate sate and local authorities has increased sharply — and the total number of such complaints successfully conciliated by these agencies has soared yet higher at the same time there is also a growing commitment among private citizens to work for fair housing within their own communities to encourage this participation my department has established community housing resource boards chrbs these boards are composed of representatives from community-based groups and local housing industry organizations that voluntarily work to support fair housing and implement voluntary affirmative marketing agreements together through fair housing we can reaffirm the worth of every individual and help progress and equality strive as human beings we can do no less — for our fellow americans deserve no less giovanna gio gambrell captures bronze medal in biology giovanna gio gam brell the recent winner of the doris dunbar dugan scholarship to the buffalo seminary has added tha bronze medal in biology in the junior division of the 42nd annual science congress exhibit at the buffalo museum of sci ence this is quite a feat for one just finishing elementary school the competition includ ed 450 entries from 61 schools and on three academic levels in the areas of biology aero space chemistry earth science math and physics it is always a priviledge and a pleasure to report on the good 85 of our voting people who are god-fear ing law abiding obedient to their parents respectful of their elders and helpful to their friends program kappa alpha psi fra ternity has committed its wholehearted support to the national assault on illiteracy program in keeping with the frater nity's theme of mobiliz ing kappas for humanity grand polemarch robert l gordon has pointed the fraternity in yet another direction in which this theme become a reality the a.0.1.p is a frame work via which local black community building or ganizations work together to focus on greatly reduc ing the unconscionably high rate of illiteracy '' the fraternity said gordon has begun to make itself felt more and more among the dis advantaged
