wednesday may 18-24 1983 funds earmarked for rebuilding of armory 1.4 million more authorized for connecticut st armory washington — hep henry j nowak d buffalo said that an other key step has been taken in providing addi tional federal funding for the reconstruction of buf falo's fire-ravaged con neticut st armory last yea with nowak s support the congress appropriated 3.9 million for the phase one recon struction of the armory today a house armed service subcommittee authorized the earmarking of an additional 1.4 million in federal funds tor phase two of the armory work the funding is included in the military instruction authoriza tion bill for the fiscal year starting oct ist no-wall had submitted testimony last month urg ing the subcommittee to include funding for th buffalo project in the national guard bureau's construction budget this week he sent follow-up letters to each member of the subcommittee urging inclusion of the funds and spoke to subcommittee chairman ron heliums d calif to garner his support nowak said that the new york state division of military and naval affairs informed him it is expect ed to open bids on the 5.2 million phase one work on th armory sept ist the phase one project will include raising the drill hall walls to their original height thereby insuring the pre-fire exterior di mensions of the armory phase one also will involve tutting a new roof , on the drill hall redoing damaged towers and in stalling lighting phase one funding will include the 3.9 million in federal funds appropriated last year plus 1.3 million in state money phase two will involve work on the interior of the drill hall storerooms fire committee successful in raising monies for figmos hats off to the committee to save figmos super market and its chairman joseph this photo was recently taken of the committee to save figmos super market the only black owned super market in the community the super market located on jefferson and brunswick blvd is owned and managed by douglas goggins fell into financial difficulty and was threatened by bankruptcy if 85,000 was not raised by april 29th the committee to save figmos pooled together with the community black children the st augustine's family foster care dept is a result of a group of concerned child care work ers including johnny b wiley ootmhy hill mi cheaj hill ollie v scott rev lawrence alexander rev will browning carl johnson annette peo ples archie hunter and james p madry coming together to deal with the problem of black children and older children not getting specific attention in the foster care system in 1977 a proposal was written supported by the legislative assistance of assemblyman arthur 0 eve which resulted in a grant from the new york state dept of social services md a sunyab graduate school of social work field united assign ed to the agency to provide foster care preventive services and family restor ation services in 1978 the foster care program began its demon stration phase of the project in 1979 the agency was approved a3 an authorized child care service provider with pur chase of service agree ments wit five county departments of social ser vice as a logical step in the services of foster care the year 1980 saw efforts expanded to provide adoption advocacy ser vices for the adoptive child this was supported by a team of vista volunteers provided by the statewide youth advo cacy project who also provided education and legal advocacy services in 1981 the foster care dept with the support of the new york division for youth developed a service to provide supervised liv ing youth management to former institutionalized youth or those at risk of placement 1982 saw the develop ment of a demonstration project to provide foster care prevention and family restoration current plans are for expansion into full adoption service provision which will complete the cycle of full child welfare services the st augustine's family foster care pro gram is celebrating its sth year anniversary on may 27th inviting and calling together the dedicated individuals and employees who worked or volunteer ed services to make this unique program effort a success kenneth e lipke will be the keynote speaker before the ni agara frontier section of the american welding society mr o'brien will discuss the topic '' why is dr lipke trying to save the bethlehem steel plant in lackawanna the program will take place at 8 p.m on thurs may 19th at the carriage house banquet hall at 3000 genesee st in cheektowaga mr o'brien has been working on a daily basis with dr lipke concerning his proposed takeover of the lackawanna bethle hem steel plant when mr o'brien and dr lipke took over the gibraltar steel plant 12 years ago annual sales were approximately 9 million york state because of his teaching lectures in the minister's seminar of the empire state congress of christian education he earned his bache lor's of arts degree from southwestern college and his doctorate in religious studies from the kansas bible institute and several statewide assignments in 1977 he retired with the rank of major having been ordained in 1969 pastor green has served as a pastor in four churches ranging from fairbanks alaska to lackawanna since pastor green has assumed leadership at his present church it has grown both spiritually and financially in the first eight co chairman as well as dr george leak rev john h monroe succumbs funeral services were held for the rev john h monroe tuesday may 17 from the greater hope missionary baptist 8 ver planck st where he was founder and pastor he was 76 years of age rev monroe a civic leader died thursday may 12 1983 in veterans hospital after a lengthly illness he lived in the church rectory he founded the church 34 years ago when it was located at 600 clinton st it moved to its present location in 1959 rev monroe was horn in wetumpka alabama and earned a bachelor's degree in theology at simmons university louisville kentucky he was a charter mem ber of the great lakes baptist association and the founder and co-chair man of the concerned citizens of buffalo he was appointed to the job opportunities council of the buffalo area cham ber of commerce in the 19605 and a decade later to multiple terms on the erie county correctional facility advisory commit tee surviving him are his wife the former amanda pratcher a son walter hargrove a daughter ella e robinson a sister daisy loder two brothers jasper nunn of columbia s c and ben monroe and two grandchildren the walden avenue memorial chapel was in charge of the remains interment was in forest lawn cemetery the rev l t boyce pastor of calvary baptist church officiated community paid tribute to charles banks a cocktail party was held recently in honor of charles banks on his retirement as first deputy commissioner of the erie county department of social services the affair was held at shayleen's restaurant in the buffalo athletic
