the buffalo criterion block grant funds targeted for wny grants to aid in job creation economic growth washington dc — senator al d'amato and congressman jack kemp have praised the depart ment of housing and urban development for its quick action in target ing community develop ment block grants to western new york hud announced the following grants for these communities buffalo 4,331,000 cheektowaga 219,000 town of am herst 158,000 west seneca 85,000 and erie county 590,000 these grants come at an important time for our communities and people kemp said just as the economy is lifting itself out of recession this assis tance will help western new york towards restor ing job creation and economic growth i laud hud's efforts to make these funds avail able so expeditiously d amato said it is essential that we move forward as quickly as possible to distribute the funds set by the jobs bill in an effort to accomplish its purpose — putting ameri ca back to work i am particularly pleased that hud is urging these funds lo i alloated in areas with the highest unemployment and human need within the communities receiving the grants kemp said sclc local chapter urges laid-off workers to contact labor committee the president of the erie county chapter of the southern christian lead ership conference sclc rev herbert vincent reid states the following sclc is very concerned about the strike at the buffalo general hospital we trust and pray that it will be settled very quickly at the bargaining table our greatest concern is that all the one thousand people who are laid business manager and corporate director from 1971-1974 he is a graduate of yale university and a lieutenant in the usnr from 1943-1946 mr urban is a member of the board of the red cross philharmonic orchestra society buffalo fine arts academy and greater buffalo develop ment foundation mother mamie garrett honored mother mamie garrett seated center was recently honored at the 1490 jefferson enterprises by councilman-at-large george k arthur and by the city of buffalo for outstanding community service mother garrett is a member of greater friendship baptist church 402 clinton st where dr rev a e camp bell jr pastor of the temple baptist church in cleveland ohio will be the speaker at the 11 a.m service rev ware will speak at the 4 p.m service in special tribute to mrs mcneely for 35 columnist eva doyle receives award the criterion columnist eva m doyle was pre sented the william wells brown award on friday may 6th at the third annua family history dinner of the afro-ameri can historical association of the niagara frontier the award was present ed at the metropolitan united methodist church located at 283 best st each year the william wells brown award is presented to individuals and/or organizations who have made outstanding contributions toward the preservation of afro american history the award is named in honor of william wells brown a black abolitionist afro american historian and the first black man to write a novel he resided in buffalo in the 1840's mrs doyle was chosen as one of the recipients of this award because of contributions in publica tions and education in preserving and teaching afro-american history and culture the william wells brown award also went to mrs cynthia jefferson director of the st augus tine early childhood cen ter mrs jefferson was cited for her outstanding contribution and dedica tion to our youth in preserving afro-american history she is the author of my calendar book part i and 11 clifford bell received the award for his leader ship of the martin luther king statue committee mr bell has been very much involved in paving the way to have a statue ot dr martin luther king o'neill to be canisius graduation speaker the hon thomas p o'neill jr speaker of the house of representatives will deliver the graduation address at canisius col lege's 117 t commence ment exercises to be held on may 21st at 1 p.m at memorial auditorium dunng the exercises speaker o'neill will be awarded an honorary doc torate of humane letters from canisius for his contributions to american public life over the past four decades as this country's second most influential public officeholder tip o'neill has combined personal warmth with political savvy he is an unfailingly human likeable man warm blunt not good on detail but deci sive there is grit in his character said the washington post of the speaker erie county executive edward j rutkowski second from right is joined by aides and minority entrepeneurs in announcing first annual erie county business procurement fair a black presidential candidacy by baynard rustin recent weeks have been the emergence of a spirit ed discussion about a possible black candidate in the democratic presi dential race clearly no black or civil rights leader would have reason to quarrel with the entry of a qualified black politician into the presidential sweepstakes after all wouldn't the entry of a popular black candidate raise certain issues of vital concern to the black agenda would not a black presidential candi date serve to galvanize black electoral involve ment in the electoral process wouldn't a black candidacy increase the number of black delegates to the democra tic party convention at first glance the answer to all these ques tions might appear to be yes yet a closer examination of the issue provides a more compli cated and less clear-cut picture clearly a black presi dential candidate would be in it rsrvc.'*i'/-sr *„ raic . i.-su-.-.a of concern to black ameri cans yet a candidate who chairman of the a philip randolph institute entered the democratic primaries on the basis of a black candidacy and black agenda would deal a substantial setback to black community inter ests the issues of greatest concern to black ameri cans after all are not ex clusively black issues the issues of jobs unem ployment plant closings education crime and pov erty are a part of the national agenda they are problems which concern all americans and must be posed in the broadest possible manner if we are to elect a candidate sensi tive to the needs of blacks and all working people a candidate who runs for president on a black platform therefore runs the risk of making such issues appear linked to more narrow special inter ests clearly a black presi dential minority business procurement fair set erie county executive edward j rutkowski has announced the first an nual erie county minority business procurement fair in a concentrated effort to help minority businessmen increase their share of public contracts the fair will be held on wednesday may 18 from 10 a.m to 4 p.m at erie community college city campus it will be co-sponsored by the coun ty purchase division and equal employment oppor tunity office in past years we limited our role to staffing a booth at regional fairs we will be making a team effort at this fair to involve more minority businessmen we will have more representatives offering more help antl information mr rut kowski said personal assistance will be available on question about bidding bonding insurance requirements pay schedules work per formance and other topics related to public contracts for both construction and supplies we're hoping for up to 100 persons not only from erie county but from surrounding counties and as far away as rochester we will send our bro chures to companies which may be interested mr rutkowski said he made the announcement at a press conference attended by several successful mi nority entrepeneurs representatives from the purchase division and equal employment oppor tunity office will explain county bidding and certifi cation procedures and provide forms and other information on services available to minority en terprises other county officials will be on hand to discuss contracts on coun ty roads buildings sewers and other projects black presidential candidacy see page 7 see
