buffalo new york the buffalo criterion kemp calls interest withholding most unpopular tax in history washington d c — 8 congressman jack kemp has called for repeal of the 10 percent withholding tax on interest and dividends calling it rightly one of the most unpopular taxes in our history it would be unfair to place such a burden on millions of taxpayers legislation providing for repeal is now before the ways and means committee kemp signed a discharge petition for hr 500 introduced by congressman norman d'amours d nh to bring the repeal legislation to the floor of the house for a vote it is clear that a large bipartisan majority of members know the withhold ing requirement is a bad unfair law and want to repeal it it also seems clear that the public outrage will redouble after july ist when withholding takes effect it is time to put the people's well-being above grasping governmental finance and repeal this heavy new tax burden kemp said last summer the senate finance committee's tax increase included a provision to withhold interest and dividend income a majority of the house of representatives and nearly a third of the senate are co-sponsoring bills to repeal the new tax one of the chief reasons i helped lead the fight against the 1982 tax increase was the inclusion of the withholding tax i opposed it when president carter sent it to the congress and i opposed it in 1982 when the senate republicans proposed it it is an assault on the income of working americans kemp said 1 believe this measure is inherently unfair to law-abiding taxpayers kemp said the fact is that user is 97 percent compliance on dividends and interest income according to an official 1981 irs study the revenue pickup would not come from tax evaders but from honest taxpayers just two years ago the house of representatives overwhelmingly defeat ed a withholding provision by a vote of 401-4 reflecting the american public's view that this tax is unfair but the senate finance committee rejected the public's support for fair tax laws and included this new burden in its tax reform package last summer kemp said kemp said this proposal would entail a heavy paper work burden for taxpayers and impose high administra tive costs on their financial institutions there are over 60 million taxpayers who have dividend or interest income and over 50,000 banks savings and loans credit unions and other financial organizations that would have to implement the withholding system the start-up and administrative costs alone are 2 billion a year a tragically high price to pay just as our weak economy is lifting itself out of recesson kemp said this new tax burden discourages incentives to save and invest — two of the most important elements for economic recovery kemp said as the republican platform in 1980 said they withholding provisions would literally rob the saver of the benefits of interest compounded and automatic dividend reinvestment programs rep jack kemp starosciak to run stating that she is committed to continued public service to the people of erie county erie county clerk gene vieve m starosciak has announced that she will ' seek re-election to a erie county clerk's office is operating smoothly and efficiently the county has brought its auto bureau services directly to the public the record-keep ing functions of the office are widely applauded 1 am proud of my record as erie county clerk and 1 look forward to this year's campaign because of the specula tion which has gone on about the possibility of me accepting a state appoint ment 1 felt
