featuring paid legitimate circulation home complaint against state actions at love canal resolved by conciliation george m hezel chairman of the board of housing opportunities made equal has announc ed that home had suc cessfully negotiated an agreement with the state of new york resolving a dispute over alleged dis criminatory actions by the state's love canal renter relocation program in june of 1981 home a private organization which for 20 years has campaigned for equal access to housing on the niagara frontier filed an administrative complaint with the united states de partment of housing and urban development charging the state with discriminatory actions in its efforts to move low-in come residents from the lasalle development near the love canal among its charges home had contended that actions of the relocation program were inconsistant with federal and state fair housing laws and regulations that the poli cies of the relocation program had the effect of segregating relocated resi dents and that officials of the program repeatedly disregarded suggested remedies for these and other problems while denying any vio lation of federal or state law officials of the de partment of housing and community renewal did agree to undertake a series of remedial actions aimed at safegarding the rights of affected persons these actions include conducting training in equal opportunities in housing for all present and future employees with professional responsibili ties in the section 8 program conducting annual training updates for these same employees surveying the availabili ty of section 8 qualifying houses in niagara falls and adjacent areas notifying all relocated renters as well as those who chose not to relocate of the opportunity to relocate again if they should so desire and the the availability of assis tance in planning a subse quent move advising rental reloca tees that moving expenses will be paid and that section 8 certificates may be used in a new location providing individual counseling to tenants wishing to relocate as well as results of the housing survey a copy of the hud fair hoursing usa pam phlet and the hud housing discrimination complaint form home chairman hezel expressed satisfaction with the assurances pro vided in letters from former dhcr commis sioner richard berman and his deputy counsel explaining that those assurances provided ade quate remedies for the problems enumerated in home's complaint he also had praise for the division of housing during nearly three weeks of direct negotia tions with home director scott gehl officials of dhcr displayed a genu ine willingness to deal with the problems identi fied by home and to devise workable solu tions dekdebrun endorses rutkowski for re-election alien ... dekdebrun as erie county executive mr dekdebrun a.so served six years as amherst town supervisor being the first democrat elected to that office in over 40 years in announcing his sup port for mr rutkowski mr dekdebrun made the following statement 1983 is a critical year for buffalo and erie county if there was ever a time when we needed strong compassionate positive leadership in erie county it is now for that reason and many others i am today endorsing ed rutkowski for re-election i've make the deter mination that our next county executive must be a person of great integrity and honesty possess a proven record of accom plishments in either the private or public sector have compassion for the unemployed the elderly and the handicapped and possess the leadership qualities which can unite cities towns and villages in our joint effort to rebuild the economy of erie county and maintain a high quality of life for every resident after a great deal of soul search ing 1 came to the conclusion that the one person who fits these qualifications best is ed rutkowski as amherst town supervisor for six years i know how important the relationship between the towns and county is ed rutkowski has proven that he can deal effectively with the towns and vill ages of our county ed rutkowski has also devel oped a unique relationship with the mayor of the city of buffalo together they're working with the private sector to revitalize our community as a former chairman of the niagara frontier transportation authority i've seen first-hand the realities of what the county executive can and cannot do those who will attempt to place the prob lems of the economy on ed rutkowski will simply be playing politics the county executive has a vital role in providing services for the people in erie county ed rutkowski has done a tremendous job in this area and he's done it while maintaining a stable tax base his tough fiscal management of erie coun ty government will allow erie county to provide a high quality of services while holding the line on taxes in the coming year no one in my memory has put in the time and effort that ed rutkowski has in bringing new indus try in our area we're going through a transition al period from heavy industry to new forms of light industry this calls for both patience and a never-ending commitment to the future and ed rutkowski is making that commitment finally and perhaps most importantly i've seen first-hand ed rut kowski's commitment to people ed cares about people and he's shown it in so many ways his commitment to a new county office for tin handicapped his ongoing effort to keep utility rates within bounds for those on fixed incomes and his countywide activities to raise funds for a host of organizations which help provide for those who cannot help themselves is testimony to a compas sionate man who really does care about all of us ed rutkowski al dekdebrun annual saviours day convention set thousands of blacks expected to attend m thousands of black peo ple from the west mid west east north and south as well as from throughout the caribbean africa the pacific islands and representatives from the american indian movement will be in attendance at the nation of islam's annual conven tion saviours day 1983 to be held on february 24 25 26 and 27th this is the third annual convention in the five years that brother louis farrakhan participate n two programs in ob ervance of afro-american history month on thurs day afternoon feb 24th mrs doyle will give a presentation entitled black americans black achievers this program is sponsored by hud housing urban develop ment and will be held at hotel statler included as guest speak er on the program will be professor frances camp bell from buffalo state college t-ti-r on friday afternoon feb 25th at 1:15 p.m mrs doyle will be the guest speaker for the irs her topic will be issues in black history evam doyle which council race will george arthur enter by staff reporter the announcement by president of the common council delmar mitchell that he will not seek re-election in the up-com ing election has caused the hopefuls to start stirring in the mean time councilman-at-large george arthur has an nounced that he will seek the office mitchell gave as his reason for not running for reflection that he wanted to spend more time with his family however this may reduce the black representation on the council which has grown to be one-third of the group from 1952 when let-land jones jr was the first and only repre sentative of the group elected from the ellicott district with the defeat of herb bellamy in his last elec tion the number was reduced from five black members to four mem bers on the 15-member board it was very difficult to get the first councilman in 1952 at the height of the late sherman l walker's popularity the theme song was '' why doesn't he run for councilman how ever in 1939 the late edward dixon was the first black to seek a council seat he was followed by the late bessie l walker the late dr d o walker the late atty john coston dr myron s mcguire and rufus frasier who was the first minority citizen to seek city-wide election when he ran for council man-at-large in the 1951 election . since that time blacks have taken over the ellicott and masten dis tricts but they changed the distrist lines on them and that is as far as they have gotten banks to serve on advisory bd charles j bell banks first deputy commission er of erie county depart ment of social services and former administrator of the head start program for erie county has been selected to serve on the advisory board of new york state head start training and technology assistance office located at cornell university the new york state training office is funded by and accountable to the u s region ii health and human services depart ment commissioner bank's appointment to the state advisory board reflects the national administra tion's commitment to head start and attempts to restructure the delivery system into a state-wide provider service area this is to be achieved by representation from the entire child care/child development community including head start di rectors state head start director's association state and local day care officials representatives of head start parent association state chapter of child development pro fessional association and experts in such subjects as bilingual education program administration nutrient finance mental health early childhood education licensing and social services there are at least 53 head start programs throughout new york state six to receive awards during aka founder's day luncheon six community women will receive plaques during a founder's day award represent and exemplify our national program targets this event coincides with the national observation of black history month congregation of memorial temple celebration opening of new church bishop a dockery and the members of the memorial temple church of god in christ inc 800 sycamore st recently celebrated the opening of their new church building many city officials and dignitaries were present for the opening those present were the honorable mayor james griffin councilmen dave collins of the masten district and james pitts of the ellicott district and legislator barry robinson just to name a few many pastors and ministers of the city and surrounding areas psrticipated in the service this great day will long remain in the minds and hearts of bishop dockery and members of memorial
