kink jr to january kith 1929 america became richer with the birth of a man whose ideas became a treasure house of hope and freedom for those thousands of oppressed people who fought and died for justice we remember dr king who held the light for us all to follow and rekindle the american dream we remember the footsteps that walked across aemrica and made impressions in the soil of prejudice and fear we remember the face of a man sometimes sad and lonely but determined to wage a war of peace we saw his dream felt his anguish and loved his faith we witnessed his impatience at america's unwillingness to give all men regardless of color the basic rights of human dignity and so a man was born and lived and died among us * many of us have wondered what it would have been like to have lived during the times of great men we have honor and respect for the names of worge washington abraham lincoln thomas jefferson and all those men who gave this country the ideas that made us great history records the deeds of honorable men but indeed we have been fortunate to not only have read about the deeds of one but also to have lived during his time the time of martin luther king jr was a time for us all the definition of greatness includes such terms as markedly superior in character or quality eminent distin guished and excellent an individual who is significantly outstanding in character and thought demands our attention and respect history has its own roll call of greatness and if we think back for just a moment we can recapture part of the spirit and electricity of a dynamic man we can once again hear those stirring speeches that moved us all forward if we close our eyes we can see the figure of a determined man standing before crowds of thousands with the proclamation i have a dream dr martin luther king spoke on every subject and every feeling that black men rid women felt he gave us the incentive to move on and to stand strong against injustice he left us with a challenge when he spoke of peace love and brotherhood he shared his creativity and insight with us as he gave us the following words to live by on race - the racial problem will be solved in america to the degree that every american considers himself personally confronted with it whether one lives in the heart of the deep south or on the periphery of the north the problem of injustice is his problem it is his problem because it is america's problem on brotherhood - all humanity is involved in a single process and all men are brothers to the degree that i harm my brother no matter what he is doing to me to the extent i am harming myself on social action - it is not enough for the church to be active in the realm of ideas it must move into the arena of social action on death - death is inevitable it is a democracy for all of the people not an aristocracy for some of the people kings die and beggars die learned men die and ignorant men die on education - education and learning have become tools for shaping the future and not devices of privilege for an exclusive few on fear - envy jealousy a lack of self-confidence a feeling of insecurity and a haunting sense of inferiority are ali rooted in fear on forgiveness - forgiveness is not an occasional act it is a permanent attitude on hate hate is a contagion...it grows and spreads as a disease our leadership - the urgency of the hour calls for leaders of wise judgment and sound integrity leaders not in love with money but in love with justice leaders not in love with publicity but in love with humanity leaders who subject their particular egos to the greatness of the cause on love - love is the most durable power in the world on man -' the ultimate measure of a man is not where he stands in moments of comfort and convenience but where he stands in times of challenge and controversy on peace - sooner or later all the people of the world will have to discover a way to live together in peace and thereby transform this pending cosmic elegy into a creative psalm of brotherhood we must use our minds as rigorously to plan for peace as we have used them to plan for war mrs eva m.doyle martin aid for area gets assurance from washington washington d c —- congressman jack kemp issued the following statement last week after meeting with president reagan at the white house last week bethlehem steel an nounced the layoff of 3,900 workers and the closing of their lackawanna steel production plant this announcement has thrown our community into deeper recession further demonstrating that life stconwny ana l*x>pie or western york are in need of federal assistance immediately i have just concluded a meeting with president reagan at the white house in which i brought to his attention that swift bold action is needed not only to ass.ot the unemployed steel workers but to alleviate the overwhelm ing jobless situation in western new york with the ripple effect of the shut-down the lackawanna closing alone is throwing thousands of people out of work without innovative immediate action this emergency will descend into an unmitigated disaster and an economic emergency it is three months ago in a telegram to the president i warned that this emergency was here that the austerity diet of high interest rates tax increases and world-wide recession were crippling our factories and shattering the hopes of millions of american workers and their families local officials in obtaining and enchanc ing economic development assistance federal assistance is available to communities like ours that are suffering from severe economic dislocations for instance the dept of commerce's recent 2 million grant to the erie county industrial development agen cies revolving loan fund which is now being used to provide working capital for small businesses is an example of the type of cooperation the white house liaison will foster he will work to target additional funds for our people through the loan guarantee programs of the sba hud the departments of transportation and agriculture and through the job training programs of the department of labor we will work to secure urban and community develop ment grants and department of defense contracts for our area these and other programs are available for regions that most assuredly need federal assistance and the liaison will help guarantee western new york gets top priority in addition this project will help area entrepreneurs overcome the web of regulatory and bureaucratic snarls that hinder economic growth we will expedite the application process for the programs mentioned above for export licenses and government contracts and open the window of deregulation for the private sector in western new york all the resources possible will be mobilized to provide the kind of streamlined relief that will insure the federal govem mnt's role is job creation and not job destruction as a result of our meeting the president and i have decided to establish a white house liaison to federal agencies as a vehicle to help coordinate all federal efforts to target assistance for western new york this will be a major bipartisan initiative in which i hope to work with other members of western new york's congressional delegation to enlist the federal government in creating and keeping jobs for our people to begin with twill work in concert with governor cuomo's emergency task force for western new york throughout the recent election cam paign and since he took office mr cuomo has demonstrated a deep under standing and concern for the needs of our area and with the establishment of his task force proven he can take decisive action erie county executive rutkowski and my buffalo administra tive assistant russell gugino also are assisting this effort the cardinal goal of the white house liaison will be to recruit repre sentatives from the agencies of the federal government that can put all potential assistance to western new york on a fast track to our communities the assistance could include programs in the departments of commerce labor defense housing and urban development and the small business administration through the liaison these representatives svill work directly with western new york labor leaders businessmen bankers and state and i will also be continuing my efforts to encourage reforms in fiscal and monetary policy through national legis lation aimed at restoring the economic dynamism we knew until only recently if urban enterprise zone legislation is passed for instance the white house liaison can be an additional vehicle for targeting capital towards our inner cities and if the federal reserve board continues pushing interest rates down as proposed in the balanced monetary policy and price stability act which i introduced last fall the needed oxygen will begin flowing into our economy again to boost employment lam convinced that the areas that have been hit the hardest by the high federal tax and interest rate barriers like western new york will benefit the most by reversing those policies i have the fullest support of the president and administration officials they are very aware of the economic problems in western new york and want to help our redevelopment efforts 1 am confident that together srith the help of the people in our communities we can turn the white house liaison into one of the essential building blocks for restoring the high levels of growth and output the people of western new york so desperately need rev walter barton to attorney's i fees in a racial discrimina tion suit filed in u s district court hearn who had sought better housing for his wife and young daughter was represented by attorney james i myers a past chairman of housing op portunities made equal on december ist hearn had attempted to view an apartment on ruspin avenue — only to be asked if he was black or white when he replied black the land lord later identified as madlyn baney took his telephone number and said she would probably call him back hearn brought his ex perience to the attention of fair housing officer wil liam eccles posing as a homeseeker eccles called the landlord who again asked the caller's race identifying himself as the fair housing officer eccles explained that the landlord's question was illegal the landlord re portedly replied that she lived in an owner-occupied two-family house and knew her rights under the law eccles then referred the case to housing oppor tunities made equal home assistant director catherine d alexis dis patched a white investiga tor that same afternoon who - unlike the black callers was offered an opportunity to view the apartment further the landlord called the white homeseeker back on two occasions while never calling back either hearn or eccles judge elfvin's decision upheld the contention of attorney myer's that the civil rigts act of 1866 bars racial discrimination in all housing home executive direc tor scott w gehl called the decision important he said the hearn case underscores the fact that racial discrimination re mains a barrier to the pursuit of decent housing by black families in buffalo judge elfvin's decision sends a clear message to every landlord in buffalo racial dis crimination is illegal 1 strongly urge anyone who suspects
