of county budget urged by rutkowski erie county executive < " t.u-«d - - ~ tjmuv»sr\l llcu called on his opponents in this year's race for erie county executive to exer cise leadership and push their democrat colleagues in the erie county legisla ture to adopt a county budget before election day rutkowski said that he is convinced that the democrat majority in the county legislature is con tent to stonewall his early budget proposal and that he wants his two democrat opponents to put public pressure on their col leagues to adopt the county budget before elec tion day my opponents jim keane and dennis gorski like to talk about fiscal i reform and fiscal integri ty rutkowski said the ultimate fiscal re form would be to tell the voters where all of their elected officials stand on the county budget before election day i'm calling on jim keane and dennis gorski to exercise some leader ship and convince their buddies len lenihan and dick slisz to adopt an early budget the silence of mr keane and mr gorski on this critical issue has been deafening could it be that these two gentlemen are afraid to ruffle the feathers of their political allies mr keane and mr gorski should public ally demand that the democratic majority do the responsible thing and agree to an early budget timetable just this past wednes day the minority leader of the erie county legisla ture proposed to call a special session of the legislature on august 27th to vote on an early budget resolution mr reynolds has indicated that he needs only two democrats to join with him to call this special meet ing i think it would be a good test of the leadership ability of mr keane and mr gorski to see if they could each convince one of their political allies on the county legislature to vote for an early budget night at the cao by abdullah luqman nearly all of the candidates seeking election in the september mostly democrats primary were present at the ellicott community action organization cao center 608 william st recently appearing before the ellicott and masten advisory councils and other community based groups in a program moderated by ida hines of the northern region black political caucus and johnny jackson president of the masten neighborhood advisory council the question on the minds and whispered among some blacks that did not want to give their elected officials hell in front of white candidates was how it happened that one race accounts for 90 of tenants in 18 of 27 projects run by the buffalo municipal housing authority bmha and in the 13 developments set aside the bmha exclusively for the elderly whites account for at least 92 of the tenants at nine of them some are 100 non-minor ity elderly projects according to a news report some of the people were in small groups muttering things like segre gated housing creates segregated schools segregated public housing sustains segregated public schools the separate but equal concept was rejected by the united states supreme court v board of education when they ruled that segregated public schools violated the united states constitution it seemed like the old civil rights warnours who fought to integrate the danny projects really want to know from their elected officials and civil rights leaders when did they know that government federal state and local projects were illegally resegre gated a what did they do b when did they do it c what are they doing to change it d what are they doing to ensure that it will not reoccur c why did they not keep them informed of what was going on in three races the candidates sparred with very light gloves on — masten councilman county executive and a four-way brawl in the third legislative district the judges chief associate and family court were civil the comptroller was absent someone spoke for the council president while the councilmen-at-large candidates tooted their own horns former legislator minnie gillette said i know what it takes to get things done that is why i organized with the republicans to bring services to the community present legislator bill robinson said there is a lot going on downtown there are some departments that do not have any blacks ted kirkland said there is no such thing as a good slave master i am going to give good pure leadership and ed herndon said i am proud of my record and i am going to be in each district at least once a month after the election the four candidates were still talking while they were turning out the lights both candidates for county execu tive addressed the crowd and answered questions dennis gorski said that his record in the legislature was an honor able one gorski co-sponsored seek eeop and other bills with assembly man eve and voted for the death penalty and asks to be lodged on his whole record of which he is proud james keane said that he does not have a beef with mr crangle and will see that county government reflects the makeup of women and minorities the race for the masten district seems to be shaping up as a battle of substance of at least the perception thereof between councilman david col lins and rev james hemphill hemp hill claims that collins is not delivering proper services to the masten district and collins said that the council has allocated the funds for 25 million worth of improvements but the mayor will not spend the money five candidates herbert bellamy cliff bell john hemphill gene fahey and pasternac who are running for councilmen-at-large presented their post election agenda the judicial candidates are hon wilbur trammell for chief judge hon mary ann killeen and john o donneli for family court and rose sconiers barbara howe and pat pancoe for two positions for city court judge budget — see page 7 serving working leading in wny inner
