ease jail overcrowding rutkowski announces meaures to alleviate jail crisis erie county executive edward j rutkowski has announced a plan that will help alleviate the jail overcrowding erie county holding center and save county taxpayers 2,550 a day mr rutkowski said i am pleased to learn that the new york state division of probation and correctional alterna tives has given erie county permission to release 30 detainees at the holding center to the supervision of the erie county probation office under this plan probation officers in the intensive supervision unit will screen the pretrial detained list to identify those individuals who comply with the conditions set by the intensive supervision program according to county executive rutkowski detainees must be unable to post bail and be detained for at least 10 days the next step is to contact the defense attorney seeking permission to interview the defendant after permission is granted the intensive supervision unit will obtain relevant background information a check is made of the defendant's arrest record said mr rutkowski as well as relevant facts such as stability of residence employ ment and school record etc if the individual is determined to be acceptable for the intensive supervision program the erie county probation de partment will join the defense counsel in seeking the release of the defendant to the intensive supervision program once in the program said mr rutkowski the defendant will report twice a week to the probation department and must be confined to his home from 9 p.m to 6 a.m if the detainee does not adhere to the conditions set forth he will be returned to the holding center county executive rutkowski noted that the program which will begin on monday aug 17th will not accept manyon presi dent and chief executive officer of blue shield of western new york inc has announced that the merger of the buffalo based health care plan with blue shield of north eastern new york has been completed the long process that we began a year ago to bring these two plans together is now complete manyon said our growth at both plans during the year since we agreed in principle to merge has been very exciting in buffalo we introduced our new com prehensive health benefits contract whole health its growth was one of the factors in our decision to consolidate our buffalo operations in a new building located at buffalo technology campus on oak st in downtown buffalo in albany the big news is a return to financial stability for blue shield of northeastern new york after a loss of 6 million dollars in 1985 we enjoyed a 4.5 million dollar gain in 1986 a 10.6 million dollar turn around that attests to the health of this plan our orowth at albany blue shield has forced us to look for larger quarters and we will be moving this fall to new offices at one-87 wolf road manyon explained a year ago when we talked about the econo mies of scale that we expected as a result of this merger manyon said i was asked if that meant layoffs at the albany plan i replied no that we expected the plan to grow and the workforce with it today we have 225 employees that's up 18 in the 12 months since the director of blue shield of northeastern new york invited us to enter into this merger manyon con tinued we have been able to take advantage of many systems and joining operating functions that have benefitted both plans because of the goodwill and market awareness established by the albany plan we will john t manyon rutkowski approves landmark measure creating county unit for women what may be viewed as a significant turning point in the status of area women took place friday when erie county execu tive edward j rutkowski signed into law the establishment of a county office solely devoted to helping women improve the quality of their lives the local law which takes effect immediately creates a 15-member vol unteer erie county com mission on the status of women with a salaried executive director joining rutkowski at the signing was marjorie l girth a suny at buffalo law professor who head ed the citizen task force which recommended for mation of the commission the group's major pur pose according to rut kowski will be to help maximize economic and social opportunities for women and further en hance the county's com mitment to a policy of equality i am hoping that this is carmela thompson named ub coordinator of minority admissions carmela thompson a former admissions coun selor and director of the educational opportunity program eop at fre donia state college has been named coordinator of minority admissions at the state university at buffalo this is a new position which has been added to all state university of new york schools to improve outreach services to pro spective minority stu dents in her new position thompson will plan im plement and evaluate re cruitment strategies de signed to enhance the en rollment of underrepre sented minorities even today said thompson there is a need for special efforts to enhance minority enrollment there also is a need she added for better stu dent-directed contact this involves the person al touch in contacting students through phone calls and meetings thompson said she wants to emphasize to mi norities the opportunities the university has to offer to all students from those who evidence high levels of scholarship r those uho are in need of special as sistance and considera tion * in addition relations between the university and community need to be strengthened commented thompson this can be done she suggested through community re ligious and civic leaders who come into contact with large numbers of college bound minority students the aim of this is to take us the university to the community with this goal in mind thompson added lines of communication between the university and area secondary schools also will be strengthened thompson has bache lor's and master's degrees in education from fre donia state while serv ing as eop director at fredonia she completed all course work at ub for a ph.d carmela and her hus band alonzo reside in buffalo second transportation workshop on tuesday august 25th at 7:30 p.m at the cantalician center 3233 main st the sister raphael mane academic building on the cantali cian center grounds is where the workshop will take place and is wheel chair accessible the purpose of these workshops will be to give people in various commu nities a chance to meet the new executive director of the nfta alfred h savage and to share their concerns and suggestions on how the rail airport and waterfront may better serve their par ticular segment of the community representatives from various nfta depart ments
