dennis t gorski d-cheektowaga has announced the pass age of a measure which would reduce overall tax rates broaden the tax base and close many of the existing tax loopholes entitled the business tax reform and rate reduction act of 1987 this bill would also require the state department of taxa tion and finance to set up and appoint advisory pan els to assist in studying the effects of the tax system this bill already pass ed by the assembly would cut the corporate tax rate and establish a minimum three percent tax on all corporations it further establishes our commit ment to creating jobs and making new york com petitive again gorski stated the legislation reduces the overall tax rate for all businesses from 10 to 9 and further reduces the rate to as low as 8 for small businesses with in comes of less than 290 000 the business tax reform and rate reduc tion act further provides for an equal tax burden distribution between firms based upon ability to pay the reform also restruc tures the tax credit system to benefit smaller firms and to encourage job creation by providing in vestment tax credits and employment incentive credits other highlights of the program include providing greater conformity with federal tax law and elim inating the interest add back rule and the offi cer's salary method state investigates nfta's political activities continued from last week by abdullah luqman the state commission of investiga tion sic called past and present em ployees of the niagara frontier trans portation authority nfta of which five took the fifth amendment against self incrimination to testify about patron age coercion and solicitation on nfta property of employees by management which is against both the civil service and election laws of the state recently at deputy comptrol ler thomas marstellar sic when was the first time that you were asked to make a political con tribution marstellar in 1976 i was asked to buy tickets to a erie county republican party fund-raiser it was a simple request and i was usually asked for con tributions every election year when john downing became the executive director m 1980 or 1981 some fellow came into my office and asked me to seek donations from other members and managers â– downing said some of us would not be here in six months and some were let go i thought that my job might be in danger so i began donating in increasing amounts until i was asked for 1,000 to join the chairman's club i told downing that i was not prepared to do that because of my tithes so he got me a 1,000 interest free loan sic do you believe that you have a right to be asked marstellar yes but not directly from my bosses stephen borowiec gave the follow ing agswers to questions sic were you asked to make a contribution on the job borowiec yes by james joynt sic how did the situation come about borowiec joynt came into my office in september 1985 and asked me to buy a 100 ticket i refused and told him that i did not have a 100 written out of the next budget sic looks like it cost your job at the nfta didn't it borowiec not exactly i had more time than james joynt so using union seniority rights i bumped him and took his job sic are you concerned about your present job borowiec slightly i am back on my old job with an increase in salary cleary also represented nfta director of administration and finance kenneth kruly who testified sic why did you ask clerks and other people to volunteer to work in cam paigns kruly people who are hired from the patronage list often show apprecia black politics women's political caucus hosts 2nd annual town meeting forum candidates to express positions on issues another election seas on is upon us people who would govern our city and our county are actively vying not only for our attention but more impor tantly our votes this is an important election and we as citizens need to vote wisely and intelligently on the candidates and the issues that they raise we can only do this when we possess all the facts tiny unfortunately the candidate's views that reach the majority of us are those contained in very slanted handouts or the two-minute television blurb it is nearly impossible to formulate opinions and make wise decisions re garding a candidate and his/her position on such scant information that is why the western region new york state national women's political caucus is holding its second annual town meeting forum to see that the potential voter gets the facts they need unadorned and straight said chair person mary davis to do this invitations have been sent to all candidates standing for office in city and county races to state their posi tions and face their chal lengers on what if any difference there is be tween their positions and those of their opponents on the major issues facing this community to suc cessfully ferret out this information the women's political caucus has once again called upon its panel of experts men and women who make careers out of finding out the truth it goes without saying that there are persons seeking public office who are worthy of our support it is also true that there are some who warrant our suspicion and close scru on a daily basis members of our local media the town meeting for um will be held this ear at the downtown ywca 190 franklin st in buffalo saturday august 15 from 6to 10 p.m there will be a opposition to nys thruway toll hike proposal erie county executive edward j rutkowski has referred to a proposed increased raise in new york state thruway authority tolls as tanta mount to an increased commuter tax and an additional fare for buf falo area motorists to get to work mr rutkowski sent a letter to thruway authority chairman wil liam hennessy express ing his strong opposition to any increase in tolls on the interstate mr rutkowski stated allow me to express my strong opposition to any plans to raise tolls on the thruway particularly those on the 1-190 niagara section grand island bridges and from the williamsbille barrier exit 50 to the depew-transit road barrier exit 45 an increase in these specific locations is tanta mount to an increased commuter tax for buffalo area residents who use these portions of the thruway to get to and from work for consumer shopping purposes and to visit nearby friends and relatives the county executive continued while i can under stand the need to have the necessary funds for road and bridge maintenance along the thruway let me instead enlist your support for a statewide dedicated highway fund this fund would consist of 1,011 billion in taxes and fees already collected from highway users and motor vehicles operators 1.e highway use tax 74 million motor fuel sales tax 509 million motor vehicle registration fees 428 million county executive rut kowski continued i rea lize the rebuild new york bond issue funds are close to being exhausted another new bond issue should not be the answer and neither should in creasing tolls on the thruway for road and bridge maintenance on our state highways dedicating existing highway user fees instead of allocating them to the state's general fund will provide sufficient funds for roads and bridge repair i hope i might gain the support of you and the thruway authority board for a dedicated highway fund for new york state similar to that in over 40 other states mr rutkowski conclud ed finally should the authority ignore my over all opposition to increased tolls i urge immediate re jection to any considera tion of increasing the local commuter tolls in the buffalo area people in our area need to use our roads to get to work we don't have a heavily state subsidized metropolitan transit system that keeps fares down as they do in new york city don't increase our fare
