william b hoyt d-buffalo has announced that the new york insurance depart ment's revised 1987 con sumer guide medicare supplement insurance in new york state is now available in his buffalo office the brochure is designed to give consum ers all the information necessary to shop wisely for medicare supplement medigap insurance the guide describes how medicare works what it pays for the difference between part a hospital and part b medical benefits how federal gov ernment tries to control costs and new york's minimum standards for supplement policies in addition the guide points out what to look for when choosing a policy and presents the maps providing service area in formation and prices need ed to comparison shop assemblyman hoyt ex plained the insurance department has put to gether this brochure to help new york's consum ers determine the right coverage at the lowest possible cost the federal government has raised the deductible and co-insurance amounts on medicare insurance by floss jr chairman of the senate committee on commerce economic development and small business as semblyman roger robach chairman of the assembly committee on commerce industry and economic development and as semblyman robin schim minger chairman of the assembly committee on small business to conduct a joint state senate and assembly legislative public hearing for the purpose of investigating the western new york economic development corporation's buffalo minority enterprise cen ter bmec practices and policies in assisting minor ity businessmen in apply ing for loans and technical assistance grants through the bmec mr rutkowski said in his letters to the legisla ture leaders that it has been alleged that unne cessary delays and false promises may have been made to many small minority-owned business es that have made applica tion for assistance to the buffalo minority enter prise center according to recent reports businesses may have been strung along about receiving loans only to learn at a later date that their applications had been denied mr rutkowski con tinued the western new york economic de velopment corp is a state-supported entity and therefore their actions should be reviewed by the state legislature small businesses pro vide the majority of new jobs in our community the very thought that a program designed to assist the development of private sector business particu larly when that program is targeted to the minority community raises serious questions which i believe these committees should review in order to ensure the future integrity of this program which was de veloped with good inten tions mr rutkowski concluded america's larg est state twice the size of texas — has fewer people than any other state home coming weekend planned a home are talking with on june 26th and june 27th for . the purpose of endorsing a democratic nominee for the office of erie county executive at the buffalo convention center the democrats have never controll ed the executive branch of county government except in 1936 when they got control of the old county board of supervisors in the president franklin roosevelt landslide but they began fighting among themselves and the republicans won it back in 1937 the ecdc will not issue any other endorsements for any other ices at this convention these terms are defined in the 1983 funk & wagnalls encyclopedia as corornation — ceremony having as its central act of the placing of a crown on the head convention — generally an assembly or meeting of delegates to achieve a particular civil political or social purpose the convention shall be open to all democratic candidates for the county executive who express in a letter of intent that they will participate in the convention proceedings and will support the open convention endorsed nominee for the county executive in good faith and they will not support the candidacy of republican edward rutkowski nor any other political party's candidate crangle said that the rules will make it unlikely that committee mem bers not supporting councilman or assemblyman robin schimminger will sing the letter of intent or attend the convention so only a little more than 60 percent of the committee members are expected to choose the candidate each member of the ecdc shall cast by secret ballot a weighted vote representing the number of democrats registered in their respective election district as published in the erie county board of elections 1987 enrollment report proxy voting shall not be allowed the nominee of the convention shall be decided by majority vote of those present and voting the chairman of the ecdc appointed the committees and empowered them to conduct an open effective convention with the executive political party many democrats whom we spoke with including democratic candidate for county executive herbert favor a free-for-all open primary because of media coverage and the right of the people to personally selct the candidate they often cite an early poll that said that gorski keane schimminger and or whelan could beat rutkowski in buffalo and areas with a predominantly democratic majority like many old south states the primary is really the general election except lor blacks a letter from chairman joe crangle of the ecdc to committee members says as seasoned political leaders we cannot be guided by well meaning novices nor by others inexperienced in political realities nor distracted by cynics and critics nor those who have some axe to grind as party officials we are trustees of our party's assets and as such we have a much higher degree of responsibility to our party than others we must act prudently and in the best interest of the party and community therefore as leaders we must do all that we can to prevent a primary the best way to do that is to be open and fair in our selection process and give every candidate a fair shot at the endorsement what started out as a process to select one of five candidates seeking the democratic nomination who participat ed in the forums and were interviewed by the executive committee for the office of county executive assembly man dennis gorski samuel herbert comptroller robert whalen council man james keane and assemblyman robin schimminger has narrowed down to two schimminger and keane continued on this page below from
