announces county funding of youth programs erie county legislator william f robinson has been successful in obtain ing 160,000 in county funding to support several youth development and delinquency prevention types of programs throughout erie county mr robinson explained the importance of obtain ing this funding the erie county comprehen sive planning report has identified the urgent need to fund programs which address the serious prob lems of high school drop outs and youth unemploy ment in our community it was therefore of extreme necessity to provide pro grams for such youth to encourage their enrich ment the county has provided funds to cover the cost of contracting with area ser vice providers such as the william-emslie family ymca the national inner cities youth opportuni limm inc thm institute tor people enterpnsesrtnc - students time out aca demic renewal service the gethsemane founda tion inc universal ser vice organization the langston hughes insti tute inc and the com modore perry programs said robinson all of these organizations pro vide services to the youth of our community includ ing tutorial services rec reational activities and cultural enrichment pro grams in addition the com modore perry program plans to implement a latch-key program de signed to supervise school children and keep them occupied until their par rents return home from work i am extremely happy the erie county depart ment of youth services has appropriated these funds to help promote the safety enrichment and well-being of all partici pating youth robinson ooncftkftrcj county to provide expanded services for seniors erie county executive edward j rutkowski has announced that the county will be providing an additional 30.000 home delivered meals for the homebound elderly and will also expand its in home services for the elderly program eisp to provide more hours of personal care and home maker services for the frail elderly rutkowski said that expansion of the two services is possible be cause of an increase in both county and state funding to the programs last year we provided 157,784 home-delivered meals for the high-risk frail seniors under the supplemental nutrition assistance program snap rutkowski said because of the advocacy position undertaken by the administration state fund ing to snap has been increased to provide up to 185.000 home-delivered meals this fiscal year this expansion of the snap program demon strates our commitment in erie county to care for our senior citizens at a time in their lives when they need our help the snap was first enacted in the 1984-85 new york state budget to provide additional nutri tion assistance for the high-risk frail elderly because of the continuing need for home-delivered meal services among the county's homebound seniors erie county was one of the first to apply for these state funds and was granted a 100,000 six month award the monies were used to increase home-deliver ed meals to senior citizens in the urban and suburban areas as well as the expand to rural communi ties which had not previ ously had home-delivered meal services the coun ty executive explained in addition weekend meals were provided to those homebound seniors in need of them during the first six months of the program over 34.000 additional home-delivered meals were provided under the eisep coun ty and state funds are made available to provide expanded case manage ment and non-medical in home services to the functionally impaired elderly the erie county eisep has forged a joint venture including the erie county department of senior services the de partment of social ser vices and the coordinated care management corpor ation ccmc rutkow ski said these in-home ser vices are designed to meet the needs of the elderly who may live alone or to work closely with those elderly who have family caregivers case mana gers work cooperatively with these caregivers to provide needed relief for them on a short-term basis and assist these elderly and their caregivers to develop appropriate plans for long-term needs as well the program originally provided more than 43,000 hours of in-home services for approximately 350 frail elderly in erie county erie county will allocate an additional 40,000 to the eisep to match an increase in state funding resulting in an additional 20,000 hours of in-home of age will be required to work about 25 hours a week and be paid minimum wages the plan is to subsidize 60 percent of the salaries through contribu tions and have businesses pick up the remaining 40 housing tenants confer at city hall by abdullah luoman over 200 members of the buffalo league of public housing tenants representing 27 low-income apartment complexes managed by the buffalo municipal housing authority bmha met in the common council chambers and complained of insensitive manage ment and poor maintenance after the installation of officers by at-large councilmember herbert bellamy and council president george arthur gave the keynote address bellamy swore in the following officers of the buffalo league of public housing tenants lillian fisher president patricia hurgurley first vice-president vera spruill second vice-president aida ha-sidi corres ponding secretary and richard kirst sergeant-at-arms george k arthur was in rare form remembering that it was the willert park project's vote that first put him in office in 1963 said i hope this is the beginning of a movement that is going to commit itself to improving the quality of life in the projects i am proud to be a part of this because for once we have a convention that was started not by the housing authority but by the tenants themselves i am here to tell you on behalf of all of my colleagues that we stand with you we are going to support you when we make changes that are beneficial in the housing authority we help ourselves it is criminal to have people coming to councilmen looking for housing and cannot get it when there are so many apartments empty said david collins the masten district councilman i have asked the state legislature to change the makeup of the bmha so that the elected tenant repre sentatives will be equal to the appointed members of the board we have no reason to have thousands of vacant apartments with poor people having no place to stay here are some of the complaints that were voiced by tenants and project representatives bernice wilson we want win dows that we can operate modernization of the apartments elevators fixed and one-way out apartments need to be changed babcock we need them to complete the work that they started shafer village tenant i cannot get a response from the director by mail or phone if a fire occurs the senior citizens may be burned up we need people working here who like people joseph cataro i have not had any water in five weeks why don't they hire tenants instead of crying about a labor shortage . lillian fisher president of
