americans in enemy hands is an arnold shapiro production in association with usaa distributed by orbis com munications the first polo game in america was played in doors at dickel's riding academy in new york city in 1876 christel hamilton graduates from naval corps school christel o hamilton of the u s navy graduated from the naval corps school class 87 015 a and class 87 01 58 0930 tues day april 28th at great lakes illinois during her training ms hamilton participated and directed the naval choir at the naval com mencement she sang the naval hymn she gradu ated with honors and distinction ms hamilton complet ed her basic training in orlanda florida she graudated in january 1987 she is a native of buffalo where she attend ed head start build academy graduated vali dictorian of her class she is a graduate of buffalo's performing arts high school where she studied music and comlet ed two years at the state university of buffalo ma joring in music and arts ms hamilton will con tinue her military service as a hospital corpsman at the navy hospital in bethesda maryland she is the daughter of mrs patrice hamilton stacey the step daughter of rev f reed stacy jr and daughter of the late otis j hamilton and is the mother of samuel wallace it takes two to speak the truth—one to speak and another to hear henry david thoreau mrs mamie mcneely day planned at friendship by mrs mamie garrett friendship baptist church 402 clinton st is happy to observe another mrs mamie mcneely day services will be held sun may 24th at 4 p.m the rev allen a stanley president of the empire baptist missionary state convention and a vice president of the national baptist conven tion usa inc will be the speaker the united choir will furnish the music for this occasion the rev a charles ware pastor of friend ship invites the public to attend this 10th celebra tion honoring mrs mc neely mrs mamie mcneely st john baptist church held 60th year observance byirisc braxton the st john baptist church celebrated its 60th anniversary sunday may 4th at the 11 a.m morning worship the sermon was delivered by dr j alfred smith sr pastor of the allen temple baptist church of oak land california he is also president of the progressive national convention with its 1500 churches and two million members the theme for the anniversary was i don't believe he brought me this far to leave me presentation were given to dr bennett w smith sr pastor and the only surviving founder mrs and belton mccarley brother of the late rev bernie c mccarley and husband of mrs mable mccarley approximately 600 members of st john baptist church were in attendance herbert bell amy councilman-at large and george k arthur council president were also present proclamations were pre sented by the honorable mable mccarley roses were presented to mrs mccarley mrs marilyn smith wife of the pastor and mrs rosalie games to end the day a banquet was held at the buffalo convention cen ter the guests of honor were mrs mable mccar ley and dr bennett w smith sr pastor included at the head table were toastmaster the honorable samuel l green chairperson of the deacon board hugh t perkins his wife yvonne guest minister dr j alfred smith sr associ ate minister rev michael chapman his wife ina green from the honor able mario m cuomo n y s governor james d griffin city of buffalo mayor the honorable county executive edward j rutkowski county executive the honorable roger i blackwell major ity leader of the erie county a proclamation was also presented by mr arthur from the common council the common council proclaimed sunday may 3rd as st john baptist church day mr arthur also presented a bison to dr j alfred smith additional presenta tions were given to st john baptist church dea cons for devoted assis tance to the pastor and the church mrs rebecca savage brown and mrs janie peterson daughters of the late founder were given roses the members of the anniversary committee gave roses to the two co-chairpersons mrs harriet fogan and mrs claudia lee music was provided by kenny berry a grand time was enjoyed by all iris c braxton was banquet chairperson and ruth bryant banquet co-chairperson . proposed law could reduce mandate costs proposal would also create nys commission on mandates erie county property taxpayers will enjoy substantial property tax relief if a new state law to reduce mandated costs proposed by erie county executive ed ward j rutkowski is enacted rutkowski announced that he will push for the enactment of his re imbursement for state mandated ex penses act through the new york state association of counties nysac my bills call for an amendment to the new york state constitution to reim burse local governments for the cost of any new mandated program it will also require the state to pick-up the tab for mandating any new increases in the level of expenditure or service in an existing program rutkowski said - - the bill would also create a new york state commission on mandates which would include the state comp troller the president of pro tern of the senate the speaker of the assembly the direcor of the budget the attorney general and two members to represent local government to be appointed by the governor with the advice and consent of the senate it will be the responsibility of the commission to prepare detailed an alyses of the fiscal impact on local governments of legislative bills contain ing mandates before those bills are presented the commission will also be responsible for administering a program for reimbursing local governments for state mandates the county executive cited several examples of mandates which the county would have been reimbursed for had his proposed mandates bill been in effect in 1984 the state increased the home relief shelter allowance by an average 25 percent which will cost the erie county property taxpayer over 22 million through 1988 rutkowski said the state also increased the home energy allowance to welfare recipients in 1986 and this year enacted another 22 percent increase in the home relief shelter allowance when you total it up erie county property taxpayers have been dumped on by the state to the tune of 34 million through 1988 all of which would be reimbursable under my bill another excessive state mandate which would be covered under ny bill would be the county's mandated sul sidy to the nfta last year our subsidy was 1.8 million the state increased the subsidy to 3 4 million for 1987 and have further increased that subsidy to a potential 8.2 million lor this year with the adoption of the 1987-88 state budget these burdensome costs would be reimbursed to the erie county property taxpayer under my bill the state mandates that county's physician named immediate treatment center director gregory f synder m d has been named director of the deaconess immediate treatment center announced david m holden m d head of the family medicine de partment state university of new york at buffalo school of medicine dr snyder most recent ly was an emergency medicine physician at kenmore mercy hospital he earned his medical degree at the medical college of ohio and completed his family prac tice residency at the university of arizona he is a member of the american academy of family physicians dr snyder will function as an attending physician in the itc supervising residents and interns from the state university of new york at buffalo school of medicine laura d jenkins m d medical director of the deaconess family medi cine center and john anderson m.d a fellow in family medicine will assist dr snyder my challenge as direc tor is to maintain good quality medical care that is accessible to people in the community dr snyder said hospital emergen cy rooms are geared for major problems but the primary intent of the immediate treatment center is ip pira/sds urgent non-critical care he added he will inte grate follow-up care with the deaconess family medicine center to pro vide a continuity of medi cal care the immediate treat ment center provides medical treatment for such minor health needs as treatment of colds flu cuts and scratches simple injuries sprains head aches stomach problems and digestive ailments the itc also has labora tory and radiology facili ties on site the itc is open from 9 a.m to 9:30 p.m at the buffalo general hospital's deaconess division 1001 humboldt parkway in buf falo in addition to the itc and the family medicine center deaconess ser vices include alcoholism dental and family planning clinics and a 162-bed skill ed nursing facility new miss jabberwock crowned stella coleman seated center shows a note of happiness as she was crowned at the miss jabberwock extravaganza recently the new miss jabberwock succeeds montique sanders the performance was sponsored by the delta alumnae chapter of the delta theta sorority shown in the photo seated are belinda mathis chairperson stella coleman and joyce green chapter president stella's parents mr and mrs stan coleman are shown standing with her grandparents mr coleman is a wgrz-tv personality — criterion photo an estimated 125 milllion cars are on us roads these days according to u.s bureau of labor statistics estimates the job classification with the most openings likely be tween now and 1990 is that of computer service technician mandates see page 3 serving working leading in wny inner cities since 1923 price only 20 c per copy
