version targeted local assis tance for counties topped erie county executive edward j rutkowski's lise tuesday at an early morning meeting in wash ington with the state congressional delegation serving as spokesman for both the new york state association of coun ties and the county execu tives association rutkow ski urged the assembled group of seven lawmakers to support passage of a revised form of federal revenue sharing under the proposed program rutkowski said that funding would be based on unemployment rate size of public assis tance population and the property tax levy to ' ■* *»._/« local govern ments that realty need the help get it rutkowski said that these funds would breathe new life into communities still recover ing from the economic re cession of the early 1980s he explained that the industrial northeast suf ler ed disproportionately to other areas of the country because of its heavy reliance on the traditional smokestack industries many jobs were lost and never regained as a consequence our local tax bases have become stag nant forcing us to either cut services or raise taxes to absorb the loss the federal govern ment's general revenue sharing grs program which annually returned a percentage of tax revenues to local governments end ed last october criteria used in allotting grs funds did not include un employment or dependent population data county officials state wide believed a program of targeted assistance is needed to offset aid lost with grs demise since the program's inception in 1972 erie county has used these discretionary funds to pay for its community college rites held for george perkins musician a service of thanksgiv ing for the life of george carey perkins 93 was held sat feb 28th at 9:30 a.m from lincoln memorial united metho dist church 641 masten aye the rev melba chancy pastor officiated mr perkins was born on september 7,-1094 in houston texas after graduating from public school he migrated to buffalo in 1917 after serving in world war i he returned to buffalo where he lived until his death he passed away february 24 1987 at the veterans hospital music was a very special part of his life and he spent two years studying at howard university in washington d c uncle perk as he was known to all was the oldest member of the lincoln memorial united methodist church having sung with the senior choir for more than 50 years before he retired in 1986 he was also a member george c perkins mahoney to be common council's special counsel by abdullah luqman at a press conference held in council president george k arthur's office monday he announced his intentions to retain attorney mark j mahoney as special counsel to the common council in keeping with a letter from the corporation council stating that it has a conflict of interest and cannot represent the council in the municipal softball league proceedings with authorization applying to the council as a body and does not extend to individual members and deputy city clerk richard f okoniewski will function as chief of staff of the council in addition to his regular deputy clerk duties council president arthur said i would like to announce that i will be filing a resolution for the next council meeting to retain attorney mark m mahoney as special counsel to the common council this step has been under consideration since last february mahoney had agreed to accompany myself and other councilmen to a planned meeting with district attorney richard j arcara's office for the purpose of discussing the lack of confidentiality in the d as probe of ronald r raccuia okoniewski former fillmore dis trict councilman and councilman-at large agreed to serve on an interim basis as chief of staff to direct the council staff for the next few months said arthur it will be okoniewski's responsibility to insure that none of the confusion rumors blame placing or finger pointing going on in the media will adversely impact on the work of the council staff as they enter into the budget review processes mahoney who has been practicing for over a decade and is chairing the criminal law committee for the local bar association was selected because of his outstanding reputation as a trial lawyer and his recognized ability in handling the fact-finding stages of an investigation said arthur mahoney will have essentially three functions as special counsel to the council continued arthur one he will protect the institution of the council by advising the council and its members as to the responsibility of each in answering proper inquiries from attor ney thomas celary and the d a.'s office two he will be directed to use whatever means are at his command to return the focus of the d a.'s investigation to organized crime es pecially organized and illegal gambling and ronald r raccuia and three mahoney will be urged by the council to use whatever legal means are available to him to return confidentiality to the d a.'s probe central park men's
