has won approval of a bill he co-sponsored and submit ted to the erie county legislature that calls for establishing training semi nars to assist minorities and other persons in preparing for civil service exams it has been two years since the county's equal employment opportunity office sponsored pre-civil service exam orientation sessions mr robinson stated in 1985 the eeo office conducted such an orienta tion session for minorities and others who were interested in taking the probation officer test be cause it had been deter mined that minorities were underrepresented in the probation officer job title and that special outreach efforts were needed to encourage minorities to take this exam he ex plained these orientation ses sions do not have to be geared solely to a particu lar civil service exam they could also offer training on general exam taking techniques covering such areas as the impor tance of reading direc tions understanding exam formats and interpreting exam questions as it has been found that persons who participate in such training can significantly improve their civil service test scores the legislator stated my resolution recom mends that the county devise and submit a plan of action to begin ottering these training sessions and suggests that these sessions be jointly spon sored by the county eeo office erie community college and interested community agencies it also requests the county administration to report on whether com munity agencies such as the buffalo urban league the cao the institute for people enterprise and the buffalo federation of neighborhood centers would be interested in hosting these training seminars at convenient community locations hopefully we will get the cooperation we need for this project so that minorities and others will be able to be better prepared to take these civil service exams at no cost to them concluded mr robinson kemp announces grant for new york state fire service rep jack kemp said dr fulani assemblyman arthur eve was among several black politicians who called for the formation of such a party directly after election day november 1986 the idea of an inde pendent rainbow party is gaining popularity rev jesse jackson himself has called the issue of independent politics prophetic — and we are ready to make that prophecy a reality the recently released report by the washington joint center for politi cal studies on black economic develop ment shows the black community of buffalo is at the bottom of the ladder in terms of jobs and income it's clear that we need some new tools to use in the struggle for economic justice and these tools must be designed to free us from the political institutions which keep us in slavery said dr fulani locally herbert x blyden file senate says yes to death penalty volker points to skyrocketing murder rate as signal for restoration albany — the new york state senate mon day voted to restore the death penalty tor the most heinous murder cases state senator dale m volker r-c depew an nounced by a margin ot 40-16 the senate approv ed the measure for the 11th straight year and sent it to the assembly for consideration there we need the death penalty in this state volker said since the elimination ot capital pun ishment in new york state in the early 70s the murder rate has skyrock eted sadly the absence of the death penalty has sent the message to criminals that you can get away with murder in new york state volker said there are a lot of myths and misin formation surrounding this issue such as the argu ment that most killings in new york are unpremedi tated crimes of passion the fact is that the overwhelming majority of murders in this state are coldblooded calculated killings or they take place in the course of the commission of a separate crime such as robbery or burglary with the latest statistics showing murders up more than 20 in the first six months of 1986 compared with the prior year new york state must act to reimpose capital punish ment senator volker said that assembly action on the legislation is anticipated within the next few weeks he also noted that changes in the composi tion of the assembly make an override of the antici pated veto more likely than at any time since the early 80 when the effort fell just a tew votes short senior missionary awards luncheon held the
