county will not support sales tax to decrease property taxes assemblyman arthur o eve deputy speaker of the new york assembly announced his support of a one-half percent sales tax extension for erie county as opposed to a continua tion of the full one percent sales tax increase eve said i would be in favor of supporting a sales tax extension of as much as three-fourths percent only if the county provided some assistance to the nfta the nfta is the lifeline for the working poor and a lower income people who depend on public transportation to get to work and school the assemblyman pointed to several reasons why he is opposing a con tinuation of the additional one percent that increased the county sales tax from 1 percent to 8 percent the county legislature is considering two plans he said which will continue the sales tax increase while decreasing property taxes hat this amounts to is giving people a tax cut on one end by having them pay for it on the other it just is not fair to give people the idea that they are benefitting when that is not really true eve feels that a continu tion of the sales tax increase in order to lower property taxes will dis proportunately affect dis advantaged and lower income people he said extending an increased sales tax on those who spend a large ' percentage of their dispos able income on taxable items to decrease property taxes is unfair the only ones who stand to signifi cantly benefit from a decrease in property taxes are the large banking in stitutions and people whrf wixxirmtterc-.m property even middle and moderate income homeowners in real dollars and cents will not realize a substantial benefit in light of the area's economy extending the sales tax increase beyond what is absolutely neces sary could be extremely harmful to erie county and its residents eve said the one percent sales tax ill also create a certain disadvantage for retail sales in this area especially on large items such as automobiles and major appliances because the surrounding counties only have a 7 percent sales tax eve continued this can only increase the cost of construction suppliers and materials for com panies and businesses that are thinking about ex panding it damages the ability to generate eco nomic growth in our area particularly at a time when there have been . many plant closing t carpoay relocations and employee layoffs our real growth is in the service and retail industry that is where we must stay competi tive i church of god in christ plans phase ii of building project by elder lee allen spioht pastor of holy processioned down to holy temple church of god in christ 572 clinton st where a stirring message was preached by eld roberson entitled catch the vision after the offering many pastors and members our leader bishop c h mccoy to fruition selected as associate dean at u/b paul j edwards asso ciate professor of social work at the state univer sity at buffalo has been named associate dean in the ub school of social work effective immedi ately a native of connecticut edwards holds b s and m.s.s.s degrees from boston university before joining the ub faculty in 1961 he was executive director of buffalo's help for retarded children as sociation 1955-1961 a social worker and re search analyst for the erie county department of social welfare 1954-55 director of neighborhood services for the buffalo urban league 1952-54 and program director for buffalo's neighborhood house 1948-51 edwards has been a consultant to vista the langston hughes art cen ter in buffalo florida in ternational university the philadelphia society to protect children and the national conference on olmsted parks a veteran who served in the u s army during world war 11 edwards conceived and designed the school of social work's 50th anniversary celebration in 1984 he is a member of the ub minority faculty and staff association the new associate dean resides with his wife doris on star in avenue in buffalo county legislator mary lou rath honoree and buffalo cellular telephone company ceo dennis m rooney accepting bison from the mayor of buffalo united stales congressman henry j nowak and daemen college president dr robert s marshall over 200 civic business and professional leaders came to honor mr rooney at this gala event mr rooney was also provided with limousine service courtesy of royal coach limousine in gene autrey's white stretch limousine for the entire evening mr rooney's company the buffalo telephone company services over 3,000 cellular telephone customers throughout erie and niagara counties and has invested over 8.5 million dollars into our local economy jury sees psychiatrist's christopher tapes by abdullah ll'qman prosecution psychiatrist dr rus sell barton said that even if joseph christopher had been mentally ill the severe symptoms of schizophrenia would have passed by his mid-twenties barton said that he found that christopher had personality problems which began in his early childhood and does not think that he ever had paranoid schizophrenia the tapes of dr barton interviews with christopher are being shown to the jury after this admonishment by judge joseph mccarthy any admission by the defendant will not be used as evidence except as to whether he was sane or insane at the time of the crime(s this will be used as all other information that you have or may receive to establish his state of mind at the time of the crime(s christopher is being retried for the shooting deaths of glen dunn harold green and emmanuel thomas with a 22 caliber rifle the defense attorneys scan hill and david jay have not as yet denied that christopher committed those crimes rather that he was insane at the time that they were committed deputy district attorney albert ranni said that if the jury finds christopher not guilty by reasons of insanity he can never be tried again for these crimes defense psychiatrist dr brian joseph testified that christopher was insane in a competency hearing before judge flynn prior to his first trial and conviction here in buffalo from an hour interview with him and also testified in his murder trial in new york city for which he is now serving time without examining him again however joseph conducted more psychiatric examina tions before his trial joseph said that christopher suffers from lengthy and apparently incurable paranoid schizophrenia that began affecting him in 1980 he said christopher was noticeable free of psychotic symptoms and remarkable normal during his recent examination due to navane used in his drug therapy christopher said that he killed cab drivers parlor edwards and ernest jones cut out their hearts and drove wooden stakes through them according to joseph when asked how did he know how to cut out the hearts joseph said that christopher told him that he felt his own heart this information has been ' doubted by retired homicide chief leo donovan in a published report donovan said that it
