wholehearted support of democrat david j swarts for erie county clerk as clerk of the erie county legislature for the past five years dave has won our utmost respect and highest admiration we can speak first band pt->r dave s gtt*mta ship credentials proven administrative skills and keen ability to effectively manage people and tax dollars in streamlining and modernizing legislative operations dave has made the county legisla ture more efficient and more responsive to the constituents we serve we are not only proud of dave's excellent per formance as clerk of the legislature but also of his other outstanding creden tials for the office of county clerk dave swarts is a former american history teacher who won the teacher of the year award tor hie work to combat drug abuse among his students a well-educated man dave holds a masters degree and is pursuing a doctoral degree at suny at buffalo he also served as an aide to the late mayor stan makowski and as an assistant to the speaker of the new state assembly having worked closely with dave swarts we also know that serving people is dave's first and fore most concern dave swarts will main tain the high service standards of county clerk genevieve starosciak and will expand upon them he intends to set up axpreaa line for - senior citizens and the handicap ped and to establish evening and saturday auto bureau hours to enable those who work from nine to five to transact auto business at their conveni ence and he'll make sure the lines at the clerk's office are kept short and that the public is always served commitment to eliminate poverty at the congressional black caucus legislative weekend washington d c — congressman jack kemp told the congressional black caucus legislative conference oct 2nd that america must have a genuine national commitment from the people up to the highest levels of government to wage war on and help eliminate poverty 2nd that america must have a genuine national commitment from the people up to the highest levels of government to wage war on and help eliminate poverty as a way of life in our nation the next frontier of the civil rights movement in our society is to move america to full employment without inflation and achieve our goal of a livable income for each and every person in this nation we can resolve this problem of poverty with energy imagination and resources putting forth and enacting a positive legislative agenda to achieve in our lifetime genuine equality of opportunity for every person irrespec tive of color culture or socio-economic background this agenda should have as its goal the creation of conditions for low-income families to stay together and move up the ladder we must now make the necessary national commitment to make those solutions a reality we can't put america to work without putting all americans to work and our highest social and economic goal must be jobs housing and education for all in our judeo-christian society we need both a platform below which no one can fall and a ladder on which everyone can climb kemp urged that a concrete legisla tive package should be put on a fast-track with the 100 th congress and include the following 1 welfare reform our welfare system is a mess and a disincentive to building successful families it is an outrage to subsidize family breakup by giving more welfare to a family where the father or mother is absent from the family although i understand that means tests can be rationalized on both moral and budgetary grounds we must find the way to eliminate high effective tax rates on enterprising welfare families who stay together and take a job the phased reduction of welfare benefits combined with payroll and income taxes gives the enterprising poor very little income if they enter the workforce in fact in the county of los angeles it is typical for a welfare family to face a de facto marginal tax of up to 278 percent that's like asking a welfare recipient to pay the government up to 3 for every dollar they earn welfare reform will be at the top of the legislative agenda for the 100 th congress as it should be in anticipation of that debate i have joined with my colleagues bill gray arlen specter and pat moynihan in introducing legislation which we hope will make a positive contribution to a change in welfare policy our bills h r 5064 and 5065 are entitled the opportunities for employment transition act basically these bills give welfare families the access to employment and job training assistance they need to gain meaningful private sector jobs at a decent wage and kemp was speaker u.b to sponsor 1st annual women's writing festival a group of accomplish ed women writers from the buffalo area including gabriel burton winner of this year's maxwell perkins award will parti cipate in the first annual women's writing festi val presented by the state university at buffalo's writing program oct 14-24 on both campuses ann haskell writer and ub professor of english and head of the creative writing program is organizer of the event she commented that there are a wealth of good women writers in buffalo so many in fact that a list of additional area women writers is already in place for next year's festival in general haskell stated regular literary festivals have had far too few women participating all readings are at 8 p.m has called for a national assault on the problems of our urban schools the candidate is especially concerned about the high school drop out rate of black and hispanic youth in the city of buffalo mr walker said minority youths in the buffalo school system are dropping out at a rate of approximately 50 percent "' cal on the ie*#*terirt**.\p of both political parties to made education a priori ty walker said he made the plea at the first annual political education forum of the masten ward republican committee held at 669 kensington aye sept 13th the candidate said in our urban schools today and buffalo is no excep tion we see a pattern of rules and regulations points of views put forth as authoritative without adequate grounds and doctrine that perpetuate powerlessness he blamed these per verse incentives for cre ating a situation where an entire community of children are deprived of the basic skills they need to hold a job the solution is sim ple walker argued we must restructure incentives to reward achievement for teachers schools and students specifically walker called for alternative education programs to remove dis ruptive students from the classroom rigorous basic skills test as a requirement for high school graduation and new york state tp-alteiss m m\sif m*9 money to schools that get children out of special education classes and back with their classmates walker also urged new york state government to consider holding back special programs and other discretionary funds if the buffalo board of eduation did not place as much emphasis on non magnet high schools as they do on magnet schools walker feels that the innovative learning sys tems in magnet schools if presented in non-magnet high schools would have a significant impact upon high school drop-out rates of all children louis johnson gwendolyn porter join path's campaign louis m woolccck legislator mary lou satf-i's election sttsna.r person for the office of erie county clerk an nounced today the appointment of several individuals from the afri can-american community as campaign volunteer staff aides louis johnson and gwendolyn porter will serve as co-campaign directors for african american community affairs mr johnson and ms porter are members of the masten ward republican committee where they serve as inspectors mr johnson is a former employee of the buffalo urban league and the erie county sheriff's depart ment while at the buffalo urban league he was employed as a job developer employment counselor and at the erie county sheriff's depart ment he worked m a , deputy sheriff within the erie county holding cen ter ms porter is an em ployment counselor with the social services depart ment she has been very active in republican poli tics since 1979 in 1983 she was very active in county executive edward j rutkowskis re-election campaign other campaign aides appointed are ms p ann montgomery co-or dinator for african-ameri can campaign volunteers for headquarters opera tions for field operations ms sheila durham and stephanie barber co-or dinators of african-ameri can community events boma bd of directors vote to back proposed extension of 8 sales tax robert f stuart presi dent of the building owners and managers association boma of buffalo has announced that the board of directors of boma-buffalo have voted to support county executive edward rut kowski's proposed exten sion of the eight percent sales tax executive director pat rick t sullivan noted that boma buffalo represents an extremely large portion of the assessed valuation of the city of buffalo having over 100 members representing the major commercial properties in making its recom mendation the board recognized the alternative would be a large increase in the property tax which would be
