interested in furthering their educa tion are expected to attend the third annual college day on tues sept 23 at the downtown convention center an estimated 120 col leges and universities from around the nation will have representatives on hand to talk with prospective students in the morning session from 8:30 to 11:30 a.m western new york area educational institutions representa tives will remain from 12:30 to 2 p.m to talk with adults in the commu nity who are interested in attending college full-time or oat-mime drexel gidney co chairman of college day says that the event provides an excellent opportunity for students and adults alike to find information on prospective colleges in one location an educational informa tion supermarket details on courses and programs offered as well as the all-important financial aid through the insititutions and area banks will be available gidney is with the canisius opportunity program for education co-chairman for col . lege day is bernadette corcoran guidance de partment of the buffalo board of education primary sponsors of college day are buffalo board of education and the community action organization of erie coun ty and its education task force co-chairs of the task force are huston varnado of the cao and elveina gidney of the state university at buf falo also cooperating in the event are üb's talent search and upward bound programs the western new york consortium of college admissions coun selors canisius college's cope program the ub educational opportunity center buffalo post secondary consortium of special programs erie county child and family services and the jusendo tuitoring program and the buffalo area chamber of commerce among area tending institutions serving as co-sponsors are liberty isbrstar permanent sav ings empire of america first federal of rochester citibank and manufac turers and traders trust co chase-lincoln and goldome gidney notes that there has been a great deal of cooperation in the commu nity to plan an event the size and scope of college day when the first one was held three years ago the response was terriffic now it is an annual event which is reaching even more prospective college students in the area he emphasizes personnel from the following institutions have participated in planning college day erie com munity college the state university at buffalo buffalo state university college canisius college bryant and stratton me daille college and erie county medical center program in war on drugs unveiled erie county executive edward j rutkowski renewed his declared war on drug abuse today with a new anti-drug program the creation of a drug abuse task force and a call for the death penalty for drug dealers ' the president last night called drug abuse a cancer which is tearing away at our nation rutkowski said i support president and mrs reagan in their effort to make america drug free and it is going to take the public and private sector working together to make the use of illegal drugs unacceptable in our society rutkowski said enforc ing existing laws is not enough if we are going to whip this problem not only must we come down hard on the dealer and users we must educate our kids before they are faced with the choice of using drugs or saying no rutkowski added rutkowski's plan calls lor the establishment of a substance abuse inter vention program under the rutkowski proposal the county would create a special unit in its depart ment of mental health to implement the program the program will work with private and public employers to identify workers troubled by their own or a family member's substance abuse prob lem rutkowski said i am proposing that a consortium of employee assistance programs be established to implement this strategy rutkowski said that the substance abuse inter vention program will also provide early intervention and assistance to erie county employees experi encing drug and alcohol abuse problems rutkowski said that he will include funding for three professional posi tions to implement the program in his 1987 executive budget one professional will be assigned to the sheriff's department to act in situations where a charge able offense has not been committed yet the person is in need of intervention one professional will coordinate local efforts with employers in the de velopment and implemen tation of drug awareness education programs one professional will be assigned to personal ser vices to assure adequate response to erie county workers in need of substance abuse interven tion rutkowski also said that he will reconvene the erie county substance abuse task force at the sugges tion of erie county legislator mary lou rath although there are several drug education programs in our commu nity the magnitude of this problem requires that much more be done rutkowski said the substance abuse task force will be responsible for coordinating existing programs and identifying areas where new programs need to be established " rutkowski said that educating our youth dur ing the years in which they develop their attitudes and values is the key to a successful program we need to reach our kids in grammar school with the message that drug use is not acceptable behavior rutkowski said the county executive also made a strong plea for the death penalty for dealers who sell drugs which result in the death of a user it is murder plain and simple because the dealer knows what he is selling rutkowski said the rutkowski plan is a continuation of the county executive's declared war on drug abuse in july rutkowski proposed fund ing for a special sheriff's strike force to fight drug trafficking and funds to create a narcotics squad in the district attorney's office to insure that drug dealers and users are convicted and sent to jail the county executive also pointed to several drug intervention pro grams currently offered by the county as an indiction of his committment to the university of california hastings college of the law san francisco calif in 1965 attorney general lois haight herrington rutkowski pledges commitment to seniors erie county executive edward j rutkowski announced thursday that the county will increase funding for senior citizen programs to offset federal budget cuts due to the gramm-rudman-hollings deficit reduction bill rutkowski made his remarks at a morning news conference held after a closed door meeting with members of the erie county senior services advisory board regarding the 1987 county budget i am firmly committed to protecting the services which our senior citizens have come to expect and deserve rutkowski said gramm-rudman-holl ings has had a serious impact on these important services and i am here today to reassure our seniors that my 1987 budget will compensate for cuts in federal fund ings rutkowski said that the county will maintain the current level of services and in some programs enhance them important programs such as the area wide nutrition program which provides hot noon-day meals to some 8,800 seniors and the senior community service em ployment program which provides subsidized em ployment for low-income seniors will receive in creased funding over 1986 levels rutkowski said we will also purchase eight new vans and hire three new drivers for the department of senior services rutkowski add ed and we will increase funding for the commu nity services for the elderly program which identifies needy persons and targets services to them the senior citizens of our community deserve our support because they have given so much to us over the years rutkow ski said i'm happy that we are in a position to help them by providing services to them rutkowski said that he will
