legitimate circulation rochester niagara region workfare program expansion slated innovative program to include allentown community center erie county will expand its innovative private sector employment program to find jobs for welfare recipients county executive rutkowski announced tuesday i the county was the first county in new york state to employ the innovative program in february when it contacted with american works a boston massachusetts firm rutkowski said that he is proposing to expand the program this year to include allentown community center america works has done an outstanding job in their first few months of operation proving that this concept is a viable one rutkowski said we now want to expand the program to involve allentown community center to help us continue to turn tax consuming welfare recipients into tax paying workers ------ »*-?•»-—**"•—.**'*. ■.- . under the rutkowski plan allen town community center will be paid 3,452 per placement to place 32 welfare recipients into full-time employment america works will be paid 3,000 per placement for 75 placements rutkowski said that the county taxpayer will save an average of 15,000 in welfare costs per placed worker rutkowski said that a request for proposal rfp was issued by the rtejna'.tnwin^rijjwai'jfetvitta-itrii'i/it'ul local contractors on may 20 a bidder's conference was held on june sth to more fully explain what was required by the potential contractors in responding to the rfp the county received eight responses we are highly impressed with the proposal submitted by allentown which is why we have decided to expand the program to include a second contrac tor rutkowski said rutkowski said that the program will continue based on the innovative concept of supported work supported work involves the placement of the recipient in on-the-job training positions which provide meaningful work competitive benefits and an opportunity for full-time unsubsidized employment upon completion of training > rutkowski said that america works which has enjoyed enormous success in two other states has experienced its highest placement rate in the company's history io erie county for a start-up period i am extremely pleased with what america works lias accomplished so far and i am excited about the prospects for the future with allentown participat ing rutkowski said rutkowski said that the county will pay for this program through a 228,000 local initiative in the 1986 budget as well as a transfer of 122,474 from the department 0 f social services main budget the renold scott the retired head of the department of music for buffalo's public school and his lovely wife betty mr scott is a member of buffalo's alpha kappa boule what was takbef's founder the honorees at the dinner were the five takbef scholarship award winners of 1,000 each who won these awards in competition with all senior students on the niagara frontier the requirements are at a lofty level they include 1 high scholarship grade average of 90 or above usually they're well above 90 2 high social con sciousness exhibited through non-academic ac tivities 3 high financial need 4 must be a senior high school student and 5 advanced placement honors and regents courses must be included in getting the 90 plus average the winners were sylvester jackson jr age 17 of 638 humboldt pkwy a goal child psychologist these students and their guests parents and relatives all obviously had a great time and it was takbef's delight to entertain them and it offered a great opportunity for the students and boule members to meet in addition to the scholarship and the din ner each student winner was assigned to a member of the alpha kappa boule fatal crash kills father daughter & friend darien — sylvester sy johnson jr 37 of 21 south lyon st batavia and his daughter stacy ann 8 and stephanie l kozuch 10 of 17 vine st batavia lost their lives when a fire truck hit their car broadside outside darien lake fun country sat aug 30th the johnson car was crossing route 77 to enter the park when a south bound tanker approached the intersection with its siren sounding and lights flashing and struck the car according to the genesee county sheriff's dept deputies said the light was green for the car and red for the fire truck the truck was headed for darien fire hall to serve on standby as a backup while darien fire fighters answered a call deputies said sylvester johnson jr and his daughter stacy ann the driver of the fire truck brian schollard 20 of 18 e main st corfu was treated in st jerome hospital in batavia and released an investigation is continuing mr johnson was em ployed as a terminal manager for boston-buf falo express in cheekto waga he was born in glade spring va and was a member of the army reserves and the batavia jaycees his survivors are his wife the former patricia ann thomas his mother mary bailey of rochester two brothers james of east bethany and ken neth two stepbrothers charles riley of rochester and david riley of leroy two stepsisters elaine riley and annette riley of rochester and his grand parents clifford and joan pender of basom stacy ann his only child was to have entered the third grade at the robert morris elementary school in batavia she and her friend stephanie had studied martial arts together at the luther l varner succumbs funeral services for luther lee varner were held wednesday aug 27th at 1 p.m from white rock baptist church 480 east utica st rev i daniels is pastor mr varner was born march 15th 1931 in birmingham alabama to the late luther h and mattie lee varner he received his education in the birmingham public schools washington ele mentary and ullman high luther moved to buffalo during the 1940's and became buffalo's most outstanding barber and hair stylist with the process and famous cold wave he worked as a barber until ill health caused him to retire from a full time status " " "*■i remembering denisha lynstl and luther lee varner no deal for.22 caliber suspect!"-ranni despite growing rumors that the alleged 22 caliber killer joseph christopher and the district attorney's office are striking a deal prosecutor albert ranni said that a plea bargain is not being made he said that christopher will be re-tried for the murders of three black men glen dunn harold green and emmanuel thomas in the 26-hour-period between 10 p.m september 22 and midnight on september 23 1980 in buffalo citizens of buffalo and erie county have a duty to see joseph christopher re-tried for the 22 caliber killings that even had some members of the clergy armed and produced bounty hunters roaming the streets at night looking for suspicious whites hoping to collect the reward monies posted by the city county private people and civil rights organizations to the local citizens in general and black people in particular the 22 caliber killings were not just crimes aginst individuals but rather crimes against a whole people we hope that the prosecutor will not pave the way for all vestiges of humanistic qualities to be stripped away | from the murder victims this time as happened in the first trial the state introduced drug track marks on the arm of emmanuel thomas who died of gun v shot wounds to the head not from an overdose of drugs the state entered into evidence cigarette papers in the glove compartment and the contents of the ash tray in the car where glenn dunn was found dead pot did not blow his head open a 22 caliber bullet did the most shocking thing that the state did was to call a catholic priest to testify on only one conversation of the many that he had with joe christopher the one that he was told by christopher that he was harrassed and persecuted by by abdullah luqman blacks all other conversations were sealed by the pastorial relation between a religious leader and one of his followers the murder conviction of the infamous alleged buffalo 22 caliber killer was overturned because of errors by the pre-trial judge in the competency hearing and the faulty reasoning as ttj the sufficiency of the evidence concern ing the second and the third murders errors by pre-trial judge flynn in the competency hearing for accused 22 caliber killer joseph christopher in which judge flynn ordered against the wishes of both the prosecution and the defense and trial judge frederick marshall's decision to hand down a verdict on each count of the indictment separately and weigh the evidence as it applied to each count separately caused the new york court of appeals the state's highest court to overturn the conviction of joseph christopher the court of appeals said that at ' the hearing jydge flynn errored in refusing to allow introduction by the defense of expert testimony at the second hearing concerning christo r pher's capacity to assist in his own defense and the trial judge's marshall reasoning as to the sufficiency of the evidence concerning the second harold green and the third emmanuel thomas murders the trial of joseph christopher the alleged 22 caliber killer is scheduled to begin on november 6th in erie county court with the honorable judge j p
