inner cities since 1923 rochester niagara region it's time for a change charles a walker en dorsed republican and conservative candidate for the 33rd congressional district speaks out walker said that the incumbent henry nowak has low visability within the 33rd district and the lack of progress shows it he states that our local federal and state govern ments have become a lot more sophisticated and complicated our repre sentatives must become creative and innovative to meet the demands of the people they represent it cannot be business as usual walker stated that buffalo and its suburban areas have suffered enough employment is still a major concern of many western new york ers the incumbent has not spoken on it nor made recommendations to help alleviate the pressures walker said that one of the concerns of many people in the district that he spoke with is the plight of the young people who are the future of the district . young people who enter junior or senior high school are dropping out of school before they gradu ate this is very alarming those students who do finish high school are frustrated because of the job market status here subsequently they leave their hometown in large numbers if this is happening then where is our future community walker ques tions where is the incumbent's recommenda tion to help correct this problem if mr nowak has made recommenda tions then it is a well kept secret walker said that as he traveled throughout the district he has observed that certain areas within the district looks as though they have been hit by a bomb housing is in badly need of repairs capital improvements are needed economic development is needed to help the mayor the council and the county executive deal with the tax vase mr walker further stated that a substantial amount of federal dollars have come into the area for decades and very little is spent in the redevelop ment of residential areas and economic develop ment in certain areas of the district walker said that people are asking for quality housing health care economic development quality education and welfare reform whereas people can become pro ductive again walker goes on to say that people in the 33rd congressional district are fed up with political leaders who iso late themselves from those who elected them walker also said that it's funny that you only hear from the incument after an industry leaves or is about to leave the area people in the district relayed to mr charles a walker women's caucus hosts town meeting invitation extended to political candidates the national women's political caucus new york state western re gion will host its first annual town meeting forum thurs aug 7 at the erie community col lege city campus at 7 p.m candidates running for office from the buffalo area have been invited to give a brief presentation of their positions debate the issues with their respec tive opponents and then answer questions from a press panel members of the press panel include rich kelman from tv-2 news octavia hudson tv-4 news jim peppard tv-4 news and sharon fried lander webr radio news the program is being moderated by the league of women voters and co sponsored by the following organizations coalition of women for child support minority coalition inc of wny national associa tion for the advancement of colored people naacp northern re gion black political cau cus puerto rican ameri can community assoc praca inc rainbow coalition buffalo chapter women's action for nuclear disarmament w.a.n.d women's division erie county democratic party and young women's christian association ywca co-sponsoring organiza tions and the audience will participate in the ques tions and answers the public is invited to attend and take part in the program toward a better life tribute to nona barbee by mrs eva doyle recently nona barbee channel 7 reporter announced that she will be leaving buffalo for detroit michigan her last day at channel 7 was friday july 25th on her new job she will be a reporter at wdiv-tv in detroit her contract will be for three years in alan pergament's column last week ms barbee noted that she might have stayed if offered the vacant 11 p.m co-anchor slot with irv weinstein whatever nona's reasons for leaving are this columnist would like her to know that a lot of people will miss her we looked forward to seeing and hearing ncr whether ft was on the weekend at noon or at 6 o'clock reporting the news for channel 7 it was a spod feeling to have a young black talented professional woman reporting the news nona reported all the news well — from every part of town she was at ease in both white and black communities she performed always at a high level it was evident that she worked hard and that she enjoyed her job her light hearted remarks often helped soften the cold hard news that we hear so much she was serious when she had to be and possessed a great sense of humor we were especially impressed with her hard-hitting questions directed at mayor griffin during the debate with george k arthur nona barbee was determined and forceful as she questioned the mayor's views on hiring women and minorities she showed a great many people that she was more than qualified to handle the responsibili ties of her job as for the anchor position that is available next to irv weinstein i say why not give nona barbee a chance at the job less qualified people have held that job and they did not make it it is time to give a black person a chance it is said that buffalo has to lose so many talented people and when it is one of our own then we need to say something as a community there are only a few black reporters on television now and even fewer black women nona barbee has been at channel 7 for eight years and she should have been given an opportunity to at least try the 6 o'clock or 11 o'clock anchor spot we need to ask ourselves one question when was the last time we saw a black man or black woman sitting as a regular anchor at 6:00 or 11:00 p.m and if we do not speak on this topic we never will see one black people watch a great deal of television we spend a lot of money on the products advertised by our local news stations so we have a right to demand that those stations make an effort to keep qualified minorities and to give them an opportunity for advance ment i can understand nona barbee's desire for a better job — but at the same time it bothers me because she stayed at channel 7 for eight years perhaps hoping for that chance to move ahead and it never came we will miss nona barbee we wish her success in her new position she had without a doubt the best voice at channel 7 she was articulate and confident she was successful and an excellent role model for our black youth nona barbee rutkowski arcara propose narcotics squad for da's office erie county executive edward j rutkowski is expanding his declared war on drug abuse in buffalo and erie county with the announcement of a proposal to create four new positions at the erie county district attorney's office to form a narcotics prosecution unit to en hance the ability of the da's office to obtain convictions against per sons charged in the sale or use of illicit drugs rutkowski said the narcotics unit is needed to assure the success of the new erie county sheriff's strike force on drug trafficking the sheriff's strike force will increase the number of arrests made of drug dealers and users rutkowski said this unit in the da's office will insure that these people are convicted and sent to prison the message remains the same if you are going to deal or use drugs in buffalo we are going to nail you and nail you good rutkowski is proposing that funds be allocated for the hiring of three senior assistant district attorneys and one criminal investi gator the narcotics prosecution unit will be devoted exclusively to co ordinating investigations and handling prosecutions of all narcotic and drug related crimes prosecutors assigned to this unit will be available on a 24-hour basis to counsel police and law enforcement personnel throughout the county and to prepare search warran and eavesdrop warrant applications erie county district attorney richard j ar cara who sought creation of the unit praised rutkowski for taking such a strong position on the sale and abuse of narcotic drugs in erie county the wide spread availability of illegal and harmful nar cotic drugs presents an m mediate threat to the fabric of our local commu nity and it requires this type of response the proposal was re cently approved by the erie county legislature kemp fears restriction of sdi program washington d c — representative jack kemp has warned that there are new highly disturbing reports that the state department is pushing a . new arms control proposal that would compromise development and deploy ment of the most promis ing program to neutralize soviet offensive nuclear forces in modern time — president reagan's stra tegic defense initiative to restrict america's sdi program now would be sheer folly kemp said we would be virtually surrendering our security and jeopardizing the future security of the west during a time the soviet union is violating the very treaty they want us to extend there is absolutely no question kemp added that the soviet union only returned to the negotiating table because president reagan wisely and courageously pressed ahead with america's strategic defense initia tive i know some say that there is nothing we can do in the near-term to actually deploy strategic defenses and so we lose nothing in agreeing to defer deployment or to extend the abm treaty that is not true in the first olaes " ho said there are things we can do by way of near term deployment that we are not doing precisely be cause the abm treatly stands in our way specific examples kemp mentioned were the possi bility of building american equivalent of the soviet sa-12 sam missle sys tem which is abm capable and the produc tion of the successor to the army's hoe interceptor that destroyed a warhead above kwajelein two years ago there are other examples of present tech nology we could exploit kemp added if only the sdi program were design ed to include near-term deployment options secondly kemp con tinued if we agree that the sdi is negotiable then we will have little hope of securing sdi funding in congress i know of no surer way of losing con gressional support for a program than to lead people to believe that their money is being spent on a program we may give away one look at the record of the abm treaty debate in the 19705 shows this is true by contrast kemp said the soviet union has been deliberately and house-passed appropriations bill aids buffalo area water projects washington — repre sentatives henry j nowak d-buffalo and jack kemp r hamburg wednesday hailed house passage of an appropria tion bill containing nearly 5 million that would advance three key water projects in the buffalo area included in the fy 87 energy and water devel opment appropriation bill are 3 million for continued construction of the ellicott creek flood control project in the town of amherst 1.6 million for con struction of the sturgeon point marina in the town of evans 100,000 to launch the first phase of a u s army corps of engineers study to assess the beach erosion control and shoreline pro tection needs in erie and niagara counties along lake erie and the niagara river including hoover beach and strawberry island congressmen nowak and kemp said today's action by the house is another step in our contin uing efforts to support improvements that will enhance our area's water resources and prevent property damage from flooding and erosion we intend to work to insure the senate version of this bill will also include funding for these vital projects swartz to run for - county clerk s office david j swartz is the endorsed democratic can didate for the office of erie county clerk following is a statement of mr swartz today i am declaring my candidacy for the office of erie county clerk for the last 27 years mrs starosciak has created a tradition of excellence in serving the needs of erie county residents at all levels of government she has indeed set the standard for area public officials by being an able and efficient administra tor who has maintained high visibility in her community and across new york state during her tenure as erie county clerk her administrative style has been one based upon innovation and progress by regularly implementing new and updated depart mental procedures she has improved services and lessened the burden plac ed upon county taxpayers due to unnecessary bur
