rep henry j nowak d buffalo said prospects are good thai by october the army corps of engineers could begin the first phase of a study he has proposed to assess beach erosion con trol and shoreline protec tion improvements in erie and niagara counties along lake erie and the niagara river the erosion problems of strawberry island on the niagara river and the flood protection needs of areas like hoover beach on lake erie would be among the items studied in the wake of the december 2 storm dam age in the area and growing interest in pre serving strawberry island the congressman on de cember 13th asked the house committee on public works and trans portation on which he serves to approve a reso lution authorizing the corps study committee approval alone is required for authorization of such survey resolutions however before it pro ceeds the committee awaits the review and comment of the corps at a press conference on strawberry island today held in conjunction with a tree and shrub verner reed united states representative to the united nations economic and social council gave the address at daemen college's 35th commencement last sunday afternoon in kleinhan's music hall announced robert s marshall president immediately prior to this appointment ambassador reed served as the united states ambassador to the kingdom of morrocco from 1981 to 1985 a yale graduate he began his career in washington dc working with the president of the international bank for reconstruction and develop ment eventually becoming vice president and assistant to chairman david rockefeller of chase manhattan bank daemen commencement rutkowski plan seeks budget action before election day all action on erie county's annual budget would be completed before election day each year under a plan proposed tuesday by erie county executive edward j rut 1 kowski the rutkowski plan to advance the county's budget cycle would start the process on the first tuesday in september a rather than the current november 10 date all action would be completed by the last week on october instead of early december the new plan would give the county legislature seven weeks to work on the budget instead of tkr arret three-week period it is in the best public interest to complete all work on the budget prior to election day county executive rutkowski said it means greater public accountability by elected officials and assures that there cannot be any budget surprises by the legislature or the execu tive after election day although the plan is subject to a mandatory referendum this novem ber rutkowski said he will present the 1987 budget to the legislature on september 2 if the legislature agrees in advanfce to adhere to the new timetable rutkowski said he is strongly oppossed to another measure the so-called straddle plan backed by democrat coun ty legislator leonard leni han which would have the county executive propose the budget before election day but allow the legislature to delay their action until after election day it would lead to the worse sort of political tampering he observed rutkowski also said that in the future he would like 10 see the start of ' the county fiscal year changed to an earlier date such as july ist given the complex interrelationships between the county and local governments how ever such a move could take years to accomplish while my plan can be accomplished now if the county legislature will agree the legislature's re publican minority leader robert h meier of west seneca is the measure's sponsor beverly lewis-broadnax receives mba degree on sunday may ist mrs beverly lewis broadnax reached yet another goal when at the commencement cere monies at chapel hill university of north caro lina she received her m.b.a degree in interna tional business adminis tration this accomplishment will be the most current of many academic achieve ments attained by this aspiring young woman multi-talented beverly was director of the univer sity under-graduate choir being involved has always been her way of life while attending buffalo seminary she was presi dent of the glee club and served as american field service board represen tative and was co-founder of the black student , union bey was a member of i the national honor society i and was named in who's who in high school students being the recipient of several scholarships bev erly selected and enrolled in brown university providence rhode island by 1984 she had earned a b.s degree in interna tional economics and applied math her brown university affiliations include directress of the university gospel choir basileus of omicroni lam da chaper zeta phi beta sorority and president of the lanhel ethnic council of brown university the brown chorus toured europe performing con certs in the netherlands germany and france beverly's exceptional leadership talents are recognized by peers and superiors alike she seeks out challenges and eagerly accepts increased responsibilities branch naacp today announced that the association will hold its 20th annual medgar evers civil rights dinner sunday june bth 6:30 p.m at the buffalo convention center acker elaborated the guest speaker this year will be malvin r goode one of the best known names in broadcast jour nalism although mai goode retired as an american broadcasting company network news correspondent in 1973 he is generally regarded as the dean of black professional broadcast journalism and con tinues as a national black network consultant the university of pitts burgh graduate almost by accident entered network television in 1962 on the advice of his close friend baseball great jackie robinson goode applied for an opening as an abc network news corres pondent after scores of persons were interviewed goode was accepted he was a natural only weeks after goode was assigned to the united nations the cuban missile crisis erupted goode learned his craft quickly his on-air performance was extraordinary he achieved almost instant recognition a former pittsburgh courier staffer goode has worked radio with his late sister mary dee as an abc floor reporter goode covered the democratic and republican conven tions in 1964 and 1968 in 1966 he covered james meredith's mississippi march against discrimina tion in april 1968 he was the only black network reporter covering the funeral of martin luther king that same year he was abc's man on the poor peoples march in 1969 goode malvin r goode herb primm to be honored for 21 years of service mr herb primm and his family invite each of you to help him
