to approve a resolution authorizing the u s army corps of engineers to conduct a broad study of the beach erosion control and shoreline protection needs of erie county along lake erie and the niagara river the congressman who has served on the commit tee during his entire 11-year service in the house said the proposed study would cover the area ' stretching from sturgeon point on lake erie east to {*•? niagara river y noting that while lan guage was being drafted for a resolution calling for a study of the erosion control needs at straw berry island the buffalo area was hard hit by the december 2nd storm nowak explained the final proposal will address the .. strawberry island situation - but has been broadened to determine what possible federally assisted steps can be taken to also alleviate the reoccurrence of damage at the hoover beach and woodlawn shorelines it will also encompass the buffalo harbor area mr nowak's request for the study authority came in a letter to rep james j howard d n j chairman of the public works committee the congressman said he expected the committee to consider his resolution early next week commit tee to consider his resolution early next year committee approval alone is required for authoriza tion of such survey resolutions neither the total cost nor the time needed for the study have been determined the congress man said mr nowak said what is contemplated is a broad based exhaustive review and an analysis of the recent damage along erie county to determine all possible steps that might be economically and en vironmentally feasible with sunday december 15th was the inaugural day for the opening of piedmont airlines in buffalo buffalo now joins albany and rochester as piedmont destinations in upper new york state it is the seventh largest airline in the united states in terms of passengers boarded and was named the 1984 airline of the year by air transportation magazine one of the most prestigious awards of the industry piedmont started its daily non-stop service to baltimore from buffalo with direct and connecting flights to ft lauderdale and 19 other desttons in the south in attendance for the reception and the traditional ribbon cutting were state senator walter floss dorsey h glover regional director of the new york state department of commerce gene mann chairman of the board of nor star bank bob ii oil felder vice president of sales ramada renais sance/executive hotel chuck steiner frank bettino and fred caso representing the niagara falls chamber of commerce and members of the press and media and said in releasing a report on farmer unemployment and dislocation senator riford along with senator walter floss r-amherst and deputy majority lead er william t smith r-big flats commis sioned a special report on farmer dislocation finan cial stress and the state's role in easing the job transition for farmers near failure senator riford chairs the senate committee on agriculture senator floss chairs the senate commit tee on commerce eco nomic development and small business and sen ator smith is chairman of the senate majority task force on the grape/wine industry the report is entitled when hard work was not enough farmers in transition the joint chairmen's report notes several dis turbing facets of new york farming an accelerated rate of farm failures failure by those whose operations are not the most inefficient a potential of more than 7,000 farm failures by 1990 one-third of new york's active full-time farms loss of farmers age 45 years or younger lack of financial safety net for bankrupt farmers no type of unemployment insurance farms with debt-to asset ratios above 40 percent are considered to be in financial stress the report notes that 19 psrcent of respondents to a state crop reporting service survey have debt ratios over 40 percent by virtue of their rural locations are not plugged in to traditional employ ment networks the report recommends specific ways to help unemployed farmers and farmers in financial stress integration of current state programs — a well publicized hot line to provide information and referrals for financial legal and employment counseling traveling workshops to provide private financial consulta tions to farmers coordina tion of efforts with cooperative extension which has offices in each county requiring the
