baptist church mr sims recently returned from st louis missouri where he was a delegate to the national convention for the national association for the advancement of colored people on behalf of the buffalo branch of the naacp mr sims reported on the highlights of the convent the convmtion went on record a opposing the mccarian-walter art the recently effective amended law which drastically reduced immigra tion quotas of non-whites and in soma instances excluding negroes alto gether mr sims said that many highly educated and qualified techni cians at negro extraction were ex cluded altogether under the said act the buffalo branch of tha naacp was advised by mr sim to establish youth co unci is in th local high school and instruct them through this medium in the advantage of
