year and ha reached the point where further cut would have a debilitating effect on its ability to contend with crime mr nowak pointed out that the portion of the city most affected by the reductions in patrol offi cers are the areas in which two-thirds of the crime locally is committed he added the high crime rate in these areas in addition to the human suffering involved has inhibited development of new housing and private investment which runs counter to efforts to revitalize our commu nity administrator velde said the city's application would receive an expedi tious review to be
