proposed siwek says state assumption would relieve financial burden claiming that atata assumption of msdkaid costs would remove a tremendous financial burden from erie county assemblywoman carol a swak supported a measure providing for a ma-year state takeover of the plan since approximately 38 percent of erie county's annual budget to earmarked or medicaid costs there to a dire need to relieve aome of the local expenaes that this program creates barak said whan the state assumes medic aid expenses next year it is ltk*-ly that local taxpaying contributions will be reduced for the lime being since the amount of money local governments have been paying for medicaid benefits baa exceedingly increased since the pro gram's enactment in 1966 this will certainly he a welcome relief 1 am disappointed however that an amendment which would have provided equitable medicaid funding distribution for the entire state was defeated the asaemhlyu-croan stated tbe republkan measure would have offered a state i sunt at i^i ass whkh would be bases on population elistrihution and on local taxpayer contributions instead of supporting the caseload premise to tha takeover ml yet i*kthe urging ********* this program by tbe erie founts legislature and the county i seoitrs-e i felt it was the only ball faun to town and at least would provide soma relief for our taxpayers ' the money for tbe stave funding is to be provided through the 1983 fiscal budget ttse assemblywoman stated but we must look beyond rhetoric to the source of these funds one of my major concerns is that it actually has not bean determined just where the money ssiil come from it is a real possibility that taxes wvll have to increase at the stale level next year to help fund this program assemblywoman siwek concluded but you can rest assured that i ill in no way support any tax increases of this kind promoted tha promotion of qmrml **• h sims to manager of tha niaawiaid office of urn marine midland bank n a haa ssirl^if that sriu inasire that lessons to be learned from the falklands by congressman frank horton when one of argentina's french built super enlendard's successfully brad an etoret missile at the british ship hms sheffield grave doubts were raised over the survivability of our own naval ships and our defensive planning opponents of nlmiu-class aircraft con-tor nuclear powered ships displac tog t6.000 tons supporting an air wing of 05 planes argue that these ships are especially vulnerable to the kind of attack suffered by the sheffield a far smaller ship displacing less than 5,000 tonal the navy on he other hand contends that only mth a 15 carrier force con the united states provide on adequate defense meet threat to u s are at a he vend our shores and deter aggression 11 there is a definitive answer it lies somewhere in between to draw direct or precise analogies between the military capabilities of the britiah fleet in the falkland and that of the u s overlook some very important distinctions between the two for example the sheffield was not equipped with the kind of sopbißttratod defense systems that would have prevented the missile from reaching its target many of our ships possess either the phalanx antl-miasle gun a computer operated weapon that spews a barrage of 3.000 rounds at fire a minute at an incoming missile or electronic devices designed to deceive the radar of incoming missile or electronk devices designed to deceive the radar of incoming missiles next ' year the navy is scheduled to deploy the first of a new class of missile cruisers armed with anti-missile missiles radar and electron warfare etov-irea which will provide added protection to our carriers and other battle group ships british naval strategy however illustrates vet another fundamental distinction between the u s and britain where are currently have 13 aircraft carriers the british have none capable of launching long-range inter ceptors or more importantly tactical airborne warning and control aircraft had the british not put their only remaining aircraft carrier the ark roy al in mothballs they srould have had the ability to launch an airborne warning aircraft thai very likely would have detected the super fnte-ndard well before it was within missile firing range a nuclear powered aircraft car with enough nuclear fuel for 13 years of normal carrier operations , a compliment of up to 95 aircraft sophisticated defense systems snd weapons repre sents one of america's wisest defense investments in distant parts of the world where no land bases are available aircraft carrier can be deployed to protect our vital interests sea tones essential to the shipment of middle eastern oil for exanplei we should place the vulnerability of the british force in he falkland islands in proper perspective and recoßnue its shortcomings our naval program which envisions larger ships and more protective battle groups armed rt.h the most efficient defense systems is a sound one undoubtedly the british will review their naval posture in light of the conflict in the south atlantic hamner elected to centers board vire president of buffalo savings bank has
