Officials also agreed to employ Katz & Associates of Rochester to create a town park and recreation plan for $17,500, using so-called Town and Agency funds, money received from developers in lieu of donating land for parks and recreation. Use of the funds for planning recently met with Planning Board objection as well as that of Joanne Carr, Environmental Conservation Committee Chair. Voting against the action Monday, Councilwoman Marion P. Fabiano also disapproved spending the TAF for planning, agreeing with the town planners contention it is to be used only for land acquisition for parks or recreation or improving existing areas. Councilman James R. Sharpc, who recommended both projects to the Board, contended that legal counsel (Town Attorney Richard Couch) assured him Trust and Agency funds could finance planning. "I think we have gone on long enough," (The master plan project was put into action after the board agreed to the update at its March 1990 meeting) Sharpc said. "We must stop stalling month after month. The original request was made by the Recreation Advisory Board at its September 3 meeting. Monday's Town Board agenda listed the planning, approved in a 4-1 vote, as "Proposal for Survey and Analysis of all town parks." Before casting a "nay" vote.
