Agreed to was that it is the responsibility of the local district of the Army Corps of Engineers in handling the pipeline project and whatever decision made concerning the project will be made locally. It was also decided that the case will not be opened for review unless the Canadian National Energy Board changes its decision not to allow the Blackhorse Extension to be built. It was also agreed that if the National Energy Board decides to reverse its decision, there will be full public participation including public information meetings and hearings by the Army Corps of Engineers involving issues of environment. "Overall we are very pleased with the way the meeting went. The Army Corps of Engineers understands our concerns about local jurisdiction because the local Corps is familiar with the project," Erie County Legislator Charles M. Swanick said."Now we need to prepare for the Canadian National Energy Board hearing in May." Also attending with Swanick were Island Supervisor James H.
