THE ISLAND DISPATCH ""*"*"" 20 Pages ________________ «*-»" Original Creativity Cited At Huth Road A Huth Road School team, one of 15 from elementary schools across Western New York that participated in the Odyssey of the Mind competition, was awarded the Ranatre Fusca award for outstanding originality in the elementary school division for unique interpretation and outstanding creative design of scenery, costumes, and personification of characters. Their theme was Furs, Fins & Feathers. The students also placed third overall in their division. Photo by Mary Stewart Town Board Action STONY POINT ROAD Who is responsible for the maintenance and repair of Stony Point Road Extension from Beaver Island Parkway to Grand Island Boulevard? At the request of Councilman Gail J. Lazenby, the town board Monday authorized Supervisor James 11. Pax to arrange a meeting with representatives of the Thruway, State Parks Department and County Highway Department to decide the issue. Lazenby said Highway Superintendent Norman Mrkall indicated the winter weather has taken its toll and (he road is becoming "unsafe and undesirable." The state for years has refused to accept responsibility for the road, built when the Thruway was constructed here, Lazcnby said. PUBLIC HEARINGS Public hearings April 4 will consider approving conditional and final plat approval of Oakwood Estates in River Oaks and final plat approval of Section 1 of Niagara River Estates. HELP CENTER The board agreed to change the title of part time counselor at the Help Center to part time coordinator. It also set April 12 to consider hiring two coordinators for the program. The board also named Recreation Director Linda Tufillaro interim coordinator of Reality Cafe, which is operated by and for teenagers in the Center. Tufillaro will serve until the board hires two part-time coordinators. In other action the board: • Appointed Christine Sugar as a substitute school crossing guard. • Approved renewing a special Master Plan On Way To Adoption THE UPDATED Master Plan, underway since 1992, is scheduled for town board adoption July 18 according to a list of proceedings submitted to the board Monday by Councilman James R. Sharpe. A scoping session for the Draft Environmental Impact Statement, held Wednesday wilh consultant assistance, is expected to be approved April 11. Public hearings at four locations will be set for June 1, 2, 3 and 4, and public comments and concerns will be heard June 17 at another hearing. Other town board involvement is scheduled for June 17 and 20 and July 5 and 15, prior to the findings statement and the July 18 adoption of the plan. The town board, by a resolution approved Monday, is the lead agency for adoption proceedings. MEK Special Use Law In For Changes THE TOWN Board Monday instructed Town Attorney Will Wiles to prepare a local law change recommended by Zoning Officer Dr. Samuel D. Long. If approved after a public hearing, unless permits are renewed on their anniversary dates, applicants will be required to pay a $50 surcharge as a civil penalty for failure to do so. Also, anyone continuing to operate without applying for or renewing a permit will be subject to a $250 fine for each day in violation, Long recommends. In addition, under a recent state law, all special use permits, including those for agriculture or keeping horses, require a Stale Environmental Quality Review. However, Supervisor James H.
