              Public Safety was one of four responding units. The other three were the Buffalo Police Department, the NFTA police and the Buffalo Municipal Housing Authority Police. The victim was treated in Erie County Medical Center. According to Barker, this was yet another example of the "high-quality efforts of Lt. Everett and the entire afternoon shift." According to John Barker, director of Public Safety, "Everett's ability to find the suspect was exemplary. It was a thorough search and showed a great deal of initiative." within seconds, Hayes was apprehended. According to The Buffalo News, Hayes faces counts of rape, sodomy, burglary, disorderly conduct and trespassing. He was already on parole until 1999 from a rape-conviction in the mid-80s. While warning College residents that there was a rapist loose and searching the area along Eastwood PI., Everett and Officer Christine Skinner split up to search the area around the Cultural Center. Everett noticed the suspect, Jeffrey Hayes, 33, hiding in a corner of the Cultural Center's exterior. Everett called for backup and What should have been a quiet Easter recess for Canisius College turned into a test of the competence and skill of Public Safety on Easter Sunday. On that day, shortly before 8 p.m., an ambulance crew noticed a man pounding on the door to a fifth-floor apartment in the LBJ Building, located at the corner of Main and Humboldt Pkwy., across from the Main-Humboldt Apartments. Police believe that moments before, the man had forced his way into the apartment. He then choked, raped and sodomized the 85-year old female resident. The suspect, however, apparently left his wallet in the apartment. After discovering the victim, a 35- minute manhunt ensued for the suspect. According to Lt. Gary Everett of Public Safety, "They got a good look at the guy. Right down to the gold cross he was wearing." Mayor Masiello addresses future of Buffalo at Canisius A public affairs forum presents administration's sustained 'vision' The City's efforts to pay for this vision have taken several different forms. According to Masiello, said, "We have a vision. I can see it, I can touch it but, to sustain that vision, we're going to have to pay for it." He stressed the importance of economic development, area marketing, local higher education and health care as parts of this vision. Recogiyzing that a majority of this development will occur on Main St., Masiello stated, "You could have a whole new Main St. It is going to come alive and become the spine of economic development in the future because that's where revenue will spin off to other areas in the community." In closing, Masiello stressed both the continuing importance of realistically consolidatinggovernment services and of encouraging a spirit of regional unity. Masiello stated, "We have to start thinking about ourselves as a region. We need to collectively think about what our strengths are so that we can create more mobile jobs." to spend money on a structure that just doesn't work any more." As such, efforts have been undertaken to consolidate and streamline such City services as the fire department, the police department and the sanitation department.the short-term goals of this vision are aimed at raising revenue and taking aim at the City's $34 million budget deficit. Masiello stated that, in addition to implementing a seven percent cut in city personnel and raising taxes 3.2 percent to bring in more revenue, "we had to do some tough things to sustain this vision. We couldn't continue Additionally, Masiello stressed the importance of such early involvement by college age student in any capacity as means to bolster and energize local government. He stated, 'There's one thing that I think we need in government today and that's young people with new ideas, new energy and new vitality." Turning to the focus of his speech, Masiello offered a review of his last 16 months in office. He Masiello's speech began with a reflection on his involvement in local politics on the grassroots level during the 1960s. According to Masiello, this early experience allowed him "to get to know the issues, to get to know the candidates and to get to know what's at hand."
