commander-in-chuf ol the naval forces of the emperor of the french ia the nort i.'s considering the state of war between franc and prussia as well a the state of the north german confederation in virtue of the power in us vested declar tbat from and after the 15th day of august 1870 the coasts of prussia and s torth gas man confederation extending from th island of boerknen to the mouth of th kider with all its ports harbors rivers roads etc in a state of effective blockade by naval forces closed in our command and that friendly or neutra vessels shall be allowed ten days in whicii to virtue of the power in us vested declar tbat from and after the 15th day of august 1870 the coasts of prussia and s torth gas man confederation extending from th island of boerknen to the mouth of th kider with all its ports harbors rivers roads etc in a state of effective blockade by naval forces closed in our command and that friendly or neutra vessels shall be allowed ten days in whicii to
