examining board washington jan 4.—tho army exam ining board or which gen hancock was president was dissolved unlay and the generals composing it ordered to their rcapective comma-id the board has re ported unfavorably upon 2 m cusem an . favor ably upon 21 four cases were returned to the adjutant general office as not being acted upon thirty cases were withdrawn from the board by the war department and seven officers failed to answer the sum mons the pacific railroad bonds the committee on appropriations made a report to-day in favor of ibe bill provid ing as to tbe pacific railroad bonds that all sums due or to become due ior interest shall constitute a hen on all lands which have been or may be so granted and which re mains undisposed of by the companies this the committee say simply gives tbe united states ii mortgage for the debt due from their debtor treasury disbursements the following are the disbursements of tbe the treasury department for december ex clusive of tbe the president sent a message to the house to-day vetoing the bill for the relief of charles cooper oasbom jones jerome cowlev wm hannigan and john hanni gan the bill directs the discontinuance of the suit against these parties for the enforce ment of a bond executed by them to the united states but makes no provision for tbe abandonment of a pretended claim of . ii 1 parties against tbe united states grow ing out of tbe same transactions the presl ili'itt thinks if tbey are released from their bond the united states should be protected from their cluim the indian appropriation bill the indian appropriation bill reported to day appropriates four million three bund dred and fifty-nine thousand five hundred and nine dollars the lincoln statue vinnie ream's statue of lincoln will be erected in the rotunda of the capitol in a few days the new york central railroad scrip tax in response to a resolution requesting the secretary of the treasury to communicate io the senate the proceedings that have been had relative to the collection of tax ou 45 000,000 tbe scrip dividend of the new york central railroad company and whether aid tax has been paid into the treasury secretary boutwell to-day returned a copy sfa communication addressed to him by the acting commissioner of internal revenue in which besßfa the only instance iv which liability ol the new york central railroad to a tax on scrip dividend has been referred to this office for consideration and decision relates to the question of taxing as scrip dividend the sum of 036,000 the same representing the issue of the company on december 19th 1868 of interest certifi cates to the amount of 80 per cenl of its capital stock the proceedings of thisoffiee with reference to assessing and collecting a tax of 5 per cent on said 80 per cent scrip issue has been as follows on the 17th of june this ofiice directed supervisorsmythe of the northern district of new york to investigate the affairs of the new york cen tral railroad company with special refer ence to its liability to tax upon the aforesaid issue on the 16th of february 1870 in view of the evidence presented by smythe supervi__t o'donnel his successor was instructed to cause the immediate as sessment of a tax of 5 per centum on said scrii march stb 1870 an assess ment of 1,151,800 the same representing a tax of five per cent upon 23,046,000 was made against this company and a list con taining said assessment psssed to collector bailey this assessment wasordered at the time in order to save the government from being barred from tbe assessment o a tax under the fifteen months limitation aud to enable the question of liability to be deter mined upon tbe claim for abatement or refunding as the case may i the tax has not yet been collected the collec tion has been suspendad at three different times—once by a telegram dated march 26th 1 70 and again by letter dated april 9th ih7o and the last suspension was ordered on the sm of november when collection was stayed until january 2d 1871 these sus pcn>ions had been ordered at the urgent re quest of commodore vanderbilt and others in behalf of tbe company in order that they might as they claimed have ample oppor tunity to collect and forward evidence iv behalf of the company it is proper to add that the seeming delay on the part of this office in deciding to collect tbe aid tax has arisen from what it conceived to lie not only tlie desirable nest but tbe necessity of having all the statements of the company on its own behalf before returning so import ant a question and from the repeated de lays of the company in furnishing such statements enatur prague's cotton specula tions on the 14th of december senator sprague offered a resolution calling for a copy of the report of judge holt relative to unlawful traffic he was charged with being engaged in with one hoyt byron sprague wm h reynolds and others in answer to this res olution the secretary of war to-day aent to the enateacopyofa letter written by judge holt in lfwjs to the secretary of war slating that hoyt who resided in texas at the breaking out of the rebellion made bis way n-irth where in the fall of 1862 he effected an engagement with william pprague for undertaking to get cotton out cf texas four firm-ktook an interest in tbe venture sprague a si reynolds a co taft a co and knight a co.—and all of providence r 1 each firm furnishing 25,000 vessels were purchased and each was loaded with a cargo of ma chinery arms etc and cleared for foreign ports uut were ran to texas sometimes under a changed flag hoyt proceeded thith er upon one of the vessels carrying letters of introduction from governor spragu commending him to general butler and ad miral karragul tba cargoes wera sold in texas and tbe proceeds were invested in cotton william sprague has written sev eral letters to general dix in regard to tbe case in none of which doea he admit and in one of which he denies a knowledge of hovt and of the details ot tbe operation such as is indicated by letters from him found on hoyt who expressly declares william sprague u have been cognizant of the progress of tbe business and lo have advised aad aided it to tba utmost of hie power it is stated by wm sprague that tbe ooject waa to aid union citizens la texas and obtain infor mation for tba govern meat but no one elae conneected with tbe venture seems to bave viewed it in that light aad byron sprague his partner who had special charge of tbe speculation plainly describes it as sa under taking to get out cotton majror general dix in a signature thereto made to the president or made to be presented to any of the executive departments and where the salary is in excess of 1,000 an additional tax of 60 cents on motion of mr sherman rep o the benate took up and passed the bill amendatory of the funding act of last ses sion authorizing an increase of the i&kue of hve per cent bonds from 1200,000,000 to 600,000,000 and making the interest on the same payable quarterly notice was given by mr morton that be would on monday next call up the bill for reimbursing states for monies advanced during the rebellion and similar notice erected in the rotunda of the capitol in a few days the new york central railroad scrip tax in response to a resolution requesting the secretary of the treasury to communicate io the senate the proceedings that have been had relative to the collection of tax ou 45 000,000 tbe scrip dividend of the new york central railroad company and whether aid tax has been paid into the treasury secretary boutwell to-day returned a copy sfa communication addressed to him by the acting commissioner of internal revenue in which besßfa the only instance iv which liability ol the new york central railroad to a tax on scrip dividend has been referred to this office for consideration and decision relates to the question of taxing as scrip dividend the sum of 036,000 the same representing the issue of the company on december 19th 1868 of interest certifi cates to the amount of 80 per cenl of its capital stock the proceedings of thisoffiee with reference to assessing and collecting a tax of 5 per cent on said 80 per cent scrip issue has been as follows on the 17th of june this ofiice directed supervisorsmythe of the northern district of new york to investigate the affairs of the new york cen tral railroad company with special refer ence to its liability to tax upon the aforesaid issue on the 16th of february 1870 in view of the evidence presented by smythe supervi__t o'donnel his successor was instructed to cause the immediate as sessment of a tax of 5 per centum on said scrii march stb 1870 an assess ment of 1,151,800 the same representing a tax of five per cent upon 23,046,000 was made against this company and a list con taining said assessment psssed to collector bailey this assessment wasordered at the time in order to save the government from being barred from tbe assessment o a tax under the fifteen months limitation aud to enable the question of liability to be deter mined upon tbe claim for abatement or refunding as the case may i the tax has not yet been collected the collec tion has been suspendad at three different times—once by a telegram dated march 26th 1 70 and again by letter dated april 9th ih7o and the last suspension was ordered on the sm of november when collection was stayed until january 2d 1871 these sus pcn>ions had been ordered at the urgent re quest of commodore vanderbilt and others in behalf of tbe company in order that they might as they claimed have ample oppor tunity to collect and forward evidence iv behalf of the company it is proper to add that the seeming delay on the part of this office in deciding to collect tbe aid tax has arisen from what it conceived to lie not only tlie desirable nest but tbe necessity of having all the statements of the company on its own behalf before returning so import ant a question and from the repeated de lays of the company in furnishing such statements enatur prague's cotton specula tions on the 14th of december senator sprague offered a resolution calling for a copy of the report of judge holt relative to unlawful traffic he was charged with being engaged in with one hoyt byron sprague wm h reynolds and others in answer to this res olution the secretary of war to-day aent to the enateacopyofa letter written by judge holt in lfwjs to the secretary of war slating that hoyt who resided in texas at the breaking out of the rebellion made bis way n-irth where in the fall of 1862 he effected an engagement with william pprague for undertaking to get cotton out cf texas four firm-ktook an interest in tbe venture sprague a si reynolds a co taft a co and knight a co.—and all of providence r 1 each firm furnishing 25,000 vessels were purchased and each was loaded with a cargo of ma chinery arms etc and cleared for foreign ports uut were ran to texas sometimes under a changed flag hoyt proceeded thith er upon one of the vessels carrying letters of introduction from governor spragu commending him to general butler and ad miral karragul tba cargoes wera sold in texas and tbe proceeds were invested in cotton william sprague has written sev eral letters to general dix in regard to tbe case in none of which doea he admit and in one of which he denies a knowledge of hovt and of the details ot tbe operation such as is indicated by letters from him found on hoyt who expressly declares william sprague u have been cognizant of the progress of tbe business and lo have advised
