the usual clans if in the discretion of the president the informatiou be consistent with the public interests the resolution as modi6ed by sugges ion was agreed to the resolution by mr stewart request ing the judiciary committee to inquire if any states were denying to any class of lersons the equal protection of the laws m iolation of treaty obligations and of tas xlvth amendment was taken up and agreed to the resolution offered by mr drake troviding that hereafter the floor of the enate shall be cleared of persons not enti tled to its privileges ten minutes before the meeting of the body was taken up and agreed to by a vote of 19 to 17 the bill to relieve certain persons therein named from disabilities imposed by the xlvth amendment to the constitution came np in order the bill contains the names of 400 or 500 persons mr srmn*er(rep mass moved to refer the bill to a committee but after dis cussion witndrew his motion when the bill passed the joint resolution for the relief of per sons engaged in the late rebellion provid ing that upon the final adoption ef the xvth amendment all disabilities shall cease was taken np mr stewart rep ka said ha be lieved the timt had arrived to make the declaration here proposed no danger need be appreheded in the immediate re moval of these disabilities but on the con trary the continued imposition would have the effect which congrom desired to pre vent—that of throwiag the former rebel states into rebel hands that saoh was the effect v evidenced from day to day tecauae beside themielvea having the power bo vote they were enabled to excite the sympathy of their neighbors by appealing to them to aid in removing their disabili ties now that universal suffrage had been secured it would be politic to close the recomtr action work ing the judiciary committee to inquire if any states were denying to any class of lersons the equal protection of the laws m iolation of treaty obligations and of tas xlvth amendment was taken up and agreed to the resolution offered by mr drake troviding that hereafter the floor of the enate shall be cleared of persons not enti tled to its privileges ten minutes before the meeting of the body was taken up and agreed to by a vote of 19 to 17 the bill to relieve certain persons therein named from disabilities imposed by the xlvth amendment to the constitution came np in order the bill contains the names of 400 or 500 persons mr srmn*er(rep mass moved to refer the bill to a committee but after dis cussion witndrew his motion when the bill passed the joint resolution for the relief of per sons engaged in the late rebellion provid ing that upon the final adoption ef the xvth amendment all disabilities shall cease was taken np mr stewart rep ka said ha be lieved the timt had arrived to make the declaration here proposed no danger need be appreheded in the immediate re moval of these disabilities but on the con trary the continued imposition would have the effect which congrom desired to pre vent—that of throwiag the former rebel states into rebel hands that saoh was the effect v evidenced from day to day tecauae beside themielvea having the power bo vote they were enabled to excite the sympathy of their neighbors by appealing to them to aid in removing their disabili ties now that universal suffrage had been secured it would be politic to close the recomtr action work with uaiversal amnesty la the matter of individual oaasa of relief there waa much room for imposition upon the gßaswoaity of congrom and disabilities of many persona had bean removed upon unfair and
