which the jnited state considers itself entitled with the british government daring the late war lord clarendon says secretary fish's dispatch make no prop**ition a to th manner in which such dissatisfaction may be remedied but he iaauucu thornton to inform fiah that that britiah government will b ready to cooperate in any honorable manner to esceet a satiafartttrr adjustment of th difficulties between the two coun tries in relation to the alabama olaima the following ia an extract from isecre tary fish's second letter of instructions to minister motl«y : dbf**tv ctt or stats ) w'i.mli f.,i;.r sssh 1.-«1 i sia wheu you left here upoa your uaiaaion the moment was thought to be the must hopeful to enter upon renewed oia cussion of the negotiations with the gov ernmentof great britain on the subject of the claims of thia government against that uf her majesty and you were instructed to oonvey to lord clarendon the opinion of the president that the suspension of the discussion for a short period might allow the subsidence of any excitement or irrrita uon growing out of events then recent and wikjht enable the two governments to ap proach more readily to a solution of their differences you have in formed mo that lord clarendon aw no objection to this court and agreed with you that it would be well to give time for the emotions which had been ex rited of late to subside the president is inclined to believe that eulßcient time may n.v.-e now elapsed tn allow a subsidence of those emotiona and that thus it n»y be opportune and convenient at the present conjunction to place in your hands for ap propriate use a di"pasiionate exposition of the just cauae of complaint of the gov ernment of the united states against that i great britaiu la order to do this in a latisfactory manner it is necessary to go back to tha very beginning uf the acts aiid events which hare iv their progrcim and consummation ao much disturbed the other wise amicably relations of the two govern ments the secretary then enters into a history of the grievances in the course of which he writes the precipitancy of the declaration of the queen'a government aa bright charac terized it the remarkable cslsrity undue and unfriendly haste with which it was made appears in its having been determined on the sixth of may four days prior to the arrival in london of any official knowledge if the president's i n lissailii n of april 17th isgi by refemßjaj wjawh the fended.*aid tiilt it w#m|>jw •• w .^' *™^* afcffs*a***sas mißimajr a v ia sbbk sbj the part of u i&"s*ate tne premature new of the measure is further ho wn by the very tenor of th - proclamation which sets forth its own reason namely : whereas hostilities have commenced be tween th united states of america anil certain states styling themselves confed erate states of america he then argues that theie waa no just ground for procla mation of belligerency he says there was no such fact of necessity no such fact of continued and flagrant existing li9stilitiea to justify the action of great britain iv the preaent case hence the united states felt constrained at the time to regard the pro clamation as a sign of purpose of unf rienuli nesk to them, and of friendliness to the insur gentß which purpose could not failto aggra vate all the evil of the pending contest to strengthen the insurgents and to embarrass the legitimate government and so it proved as tiiue went na as the insurrection from political came at leegth to be military as sectiouaj controversy in the united states proceeded to exhibit itself in the organiza tion of gxcat armies and fleets and iv the prosecu;ion of hostilities on a scale of gi gantic magnitude then it waa that tne spirit cf the queen'a proclamation showed itself in the event seeing that in virtue of that proclamation the maritime enter prises in the ports of great britain which would otherwise have been piratical were rendered lawful and to the end continued to be the arsenal navy yard and treasury of the insurgf-ut confederate a spectacle was thus presented without parallel in the history of civilized nations great britain although the professed friend of the united states yet in time of avowed internal peace permitted armed cruisers to be fitted out and harbored and equipped in her ports to cruise against tbe merchant ship of the united statea and to bum and destroy them until our maratime commerce was swept from the ocean the merchant vessels were destroyed particularly by cap tors who had no porta of their own iv which to refit or to condemn the prises and whose only nationality waa the quarter decka of their ships built aad despatched to sea and though aeldom in name still professedly owned in great britain e&rl russell truly said it so happens that in this conflict t'ae confederates have no port except those cf the mersey and clyde from which to send out ships to crui&a against the fotie rals the number of our ships thus di rectly destroyed amounts to nearly 200 and the ralne of tn property de stroyed to many millions indirectly the - feet was to increase the rate of insurance in the united state to diminish exports and import and otherwise obstruct domes tic industry and production and to take away from the united states the unmet e foreign commerce and to transfer this to the merchant vessels of great britain so that wub in the year isgo the foreign merchant tonnage of the united staus amounted to 2,540,237 t^ns in 1860 it had sunk to 1,432,923 tons tha depreciation 1 represented by a correspond ing increase in the tonnage 01 great britain durintf th - tz.6 period to the amount of 1,1:&},4j0 torn and the amount of coaimerce--~ah gtractod from tia united states and transferred to received and carefally oonaidered by the president lord clarendon letter to minister thornton of th date of november g 1869 reiv.-s to the dispatch of secretary fish on the cause of dissatisfaction to which the jnited state considers itself entitled with the british government daring the late war lord clarendon says secretary fish's dispatch make no prop**ition a to th manner in which such dissatisfaction may be remedied but he iaauucu thornton to inform fiah that that britiah government will b ready to cooperate in any honorable manner to esceet a satiafartttrr adjustment of th difficulties between the two coun tries in relation to the alabama olaima the following ia an extract from isecre tary fish's second letter of instructions to minister motl«y : dbf**tv ctt or stats ) w'i.mli f.,i;.r sssh 1.-«1 i sia wheu you left here upoa your uaiaaion the moment was thought to be the must hopeful to enter upon renewed oia cussion of the negotiations with the gov ernmentof great britain on the subject of the claims of thia government against that uf her majesty and you were instructed to oonvey to lord clarendon the opinion of the president that the suspension of the discussion for a short period might allow the subsidence of any excitement or irrrita uon growing out of events then recent and wikjht enable the two governments to ap proach more readily to a solution of their differences you have in formed mo that lord clarendon aw no objection to this court and agreed with you that it would be well to give time for the emotions which had been ex rited of late to subside the president is inclined to believe that eulßcient time may n.v.-e now elapsed tn allow a subsidence of those emotiona and that thus it n»y be opportune and convenient at the present conjunction to place in your hands for ap propriate use a di"pasiionate exposition of the just cauae of complaint of the gov ernment of the united states against that i great britaiu la order to do this in a latisfactory manner it is necessary to go back to tha very beginning uf the acts aiid events which hare iv their progrcim and consummation ao much disturbed the other wise amicably relations of the two govern ments the secretary then enters into a history of the grievances in the course of which he writes the precipitancy of the declaration of the queen'a government aa bright charac terized it the remarkable cslsrity undue and unfriendly haste with which it was made appears in its having been determined on the sixth of may four days prior to the arrival in london of any official knowledge if the president's i n lissailii n of april 17th isgi by refemßjaj wjawh the fended.*aid tiilt it w#m >jw •• w .^' *™^* afcffs*a***sas mißimajr a v ia sbbk sbj the part of u i&"s*ate tne premature new of the measure is further ho wn by the very tenor of th - proclamation which sets forth its own reason namely : whereas hostilities have commenced be tween th united states of america anil certain states styling themselves confed erate states of america he then argues that theie waa no just ground for procla mation of belligerency he says there was no such fact of necessity no such fact of continued and flagrant existing li9stilitiea to justify the action of great britain iv the preaent case hence the united states felt constrained at the time to regard the pro clamation as a sign of purpose of unf rienuli nesk to them, and of friendliness to the insur gentß which purpose could not failto aggra vate all the evil of the pending contest to strengthen the insurgents and to embarrass the legitimate government and so it proved as tiiue went na as the insurrection from political came at leegth to be military as sectiouaj controversy in the united states proceeded to exhibit itself in the organiza tion of gxcat armies and fleets and iv the prosecu;ion of hostilities on a scale of gi gantic magnitude then it waa that tne spirit cf the queen'a proclamation showed itself in the event seeing that in virtue of that proclamation the maritime enter prises in the ports of great britain which would otherwise have been piratical were rendered lawful and to the end continued to be the arsenal navy yard and treasury of the insurgf-ut confederate a spectacle was thus presented without parallel in the history of civilized nations great britain although the professed friend of the united states yet in time of avowed internal peace permitted armed cruisers to be fitted out and harbored and equipped in her ports to cruise against tbe merchant ship of the united statea and to bum and destroy them until our maratime commerce was swept from the ocean the merchant vessels were destroyed particularly by cap tors who had no porta of their own iv which to refit or to condemn the prises and whose only nationality waa the quarter decka of their ships built aad despatched to sea and though aeldom in name still professedly owned in great britain e&rl russell truly said it so happens that in this conflict t'ae confederates have no port except those cf the mersey and clyde from which to send out ships to crui&a against the fotie rals the number of our ships thus di rectly destroyed amounts to nearly 200 and the ralne of tn property de stroyed to many millions indirectly the - feet was to increase the rate of insurance in the united state to diminish exports and import and otherwise obstruct domes tic industry and production and to take away from the united states the unmet e foreign commerce and to transfer this to the merchant vessels of great britain so that wub in the year isgo the foreign merchant tonnage of the united staus amounted to 2,540,237 t^ns in 1860 it had sunk to 1,432,923 tons tha depreciation 1 represented by a correspond ing increase in the tonnage 01 great britain durintf th - tz.6 period to the amount of 1,1:&},4j0 torn and the amount of coaimerce--~ah gtractod from tia united states and transferred to
