lecture he said the great events of decade have furnishes people north and south white and biack equality and opportunity tho sooth has been opened to a system of pvblio laatruction the advantages of which cannot be adequately eatbnatad the public ownhss—t of the north aided by the munificence of the late george peabody is panning schools which by their education of the msatee will prove in after years the trrtsiniag prop ot the republic it matters not if the rich do withdraw their children it will not preju dice the system the labor question haa been agitated re cently to a great extent in the north something has been done for it by opening up tha south rich in its agricultural min ing and river resources already revealed or their rise made possible by the events of the war it waa impossible that there ahoufir be equality ol oondition though aouuthing had beam accomplished toward it the revolution of 1775 bioke the chains that bound at to ku«land but it left a subject class the last revolution elevated all it waa true the secretary remarked that tha events of the past ten tears had left behind their difficulties in the loss of commerce the creation of % vast public miimil debt and a system of netiffn that was deemed burdensome placing whatever estimate you please upon these difficulties even the largest amount there is still upon the ledger a urge balance to the credit of the nation if the country remained at peace and there was do indication to the contrary the public debt would be soon considerably reduced and its final liquida tion would not be very remote it had been asserted mr bootwell said that the americans as a nation were grasp ing and anxious for extension of territory this assertion he desired to emphatically contradict for within the past tweuty-five years the government has repeatedly re jected territory he instanced mexico which was once in possession of the united states troops but the government accepted only a few outlying states and paid for them liberally the sandwich islands he had reason to know had been tendered years ago and other islands have from time to , time bean offered and rejected we take nothing by oppression other na tions take by force of arms ours by force of ideas if by such force others desire to join us we will consider their proposals there should be nothing in our public debt to preventtiuch an extension by peaceful means we should so reduce it during peace that in the event of another war onr credit would hold good taxation is an evil that should be reduced as quickly as possible cut there are greater evils with hi it meant tha reduction ot a debt with european uatioas the support of standing armits in alluding to the destruction of ameri can commerce by tb war mr boutwell said that none doubted
